About this file

This Justification and Approval (J&A) document authorizes the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) to increase the contract capacity of the Global Petroleum, Oil and Lubricant (GPOL) Multiple Award Construction Contract (MACC) by $15 million, from $895 million to $910 million. The MACC consists of eight Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts split between small and large businesses, including contractors like Bristol Engineering Services Company, Dawson Enterprises, Aptim Federal Services, and WSP USA Environment & Infrastructure.

The contract provides inspection, testing, design, and construction services primarily focused on maintenance and repair of petroleum-related infrastructure worldwide, including cleaning, inspecting, and repairing fuel storage tanks, pipelines, and associated equipment. The contract's current period of performance runs from March 2020 to February 2026, with the increase necessitated by delays in the follow-on GPOL MACC contract due to two GAO protests. The primary funding source is Defense Working Capital Funds (DWCF), and the contract aims to ensure continuity of critical services and prevent operational disruptions that could compromise military effectiveness and environmental compliance.

1. Contracting Activity

The contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Petroleum Oils & Lubricant (POL) Contracting Department 72 (CON72), Naval Base Ventura County (NBVC), Port Hueneme, California.

2. Description of Action Being Approved:

This Justification and Approval (J&A) authorizes and approves the use of other than full and open competition to increase the contract capacity by $15 million, from $895 million to $910 million for Contract N39430-20-D-2221 – 2228.

The MACC includes the following eight (8) Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts:

2. N39430-20-D-2222, Dawson Enterprises, LLC

3. N39430-20-D-2223, GSI-Pond JV, LLC

4. N39430-20-D-2224, Reliable Contracting Group, LLC

3. Description of Supplies/Services:

The Global Petroleum, Oil and Lubricant (GPOL) Multiple Award Construction Contract (MACC) provides for the award of task orders for inspection, testing, design, and construction services, which primarily focus on the maintenance and repair of pipelines, fuel storage tanks, and associated POL-related equipment at various global locations. The major scope under this contract includes CIR (cleaning, inspecting, and repairing) of existing fuel

J&A No. JA-25-0025 storage tanks, repair of fuel pipelines, sustainment, restoration, and modernization (SRM) of associated POL facilities and equipment, surveying and repair or construction of cathodic protection and corrosion control systems, and ancillary services such as spill containment systems, emergency backup power systems, fire protection systems, and control systems.

The original period of performance for the GPOL IDIQ MACC is from 1 March 2020 to 28 February 2025. The contract is currently in a 6-month extension period, from 31 August 2025 to 28 February 2026.

The primary source of funding anticipated for this contract is Defense Working Capital Funds

(DWCF).

4. Statutory Authority Permitting Other Than Full and Open Competition:

The statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(a)(2), Unusual and compelling urgency.

5. Rationale Justifying Use of Cited Statutory Authority:

This MACC contract is currently the only contract vehicle available for the support of the POL program’s ability to meet vital Navy mission requirements. The contract vehicle encompasses inspection, testing, design, and construction (primarily maintenance and repair) services for pipelines, fuel storage tanks, and associated POL related equipment at various locations worldwide. The major scope under this contract includes CIR (cleaning, inspecting, and repairing) of existing fuel storage tanks, repair of fuel pipelines, sustainment, restoration, and modernization (SRM) of associated POL facilities and equipment, surveying and repair or construction of cathodic protection and corrosion control systems and ancillary services such as spill containment systems, emergency backup power systems, fire protection systems, and control systems.

Solicitation N39430-25-R-2001, the follow-on Global Petroleum, Oil, and Lubricants (GPOL) MACC, target award date of 31 August 2025 encountered significant delays due to two U.S. Government Accountability Office (GAO) protests filed in April and May 2025. As a result of this delay, projects planned for the new MACC contract require execution under the existing contract which has resulted in the need for additional capacity. Increasing the current contract capacity is necessary to ensure continuity of critical services for the GPOL Program. This capacity increase is critical to prevent any lapses in operations that could jeopardize the integrity of the GPOL program.

Table 1 below provides the total amounts issued against the GPOL MACC, the remaining planned cost of projects through the remainder of FY25. Table 2 provides the planned contract cost for FY26.

Table 1: Variance to Existing Capacity

Further details pertaining to projected FY25 projects are presented under Table 2 below:

Table 2: Projected FY25 Projects:

Further details pertaining to FY26 projects are presented under Table 3 below:

Table 3: Projected FY26 Projects:

Increasing the contract beyond the current capacity of $895M to $910M supports the GPOL MACC program's ability to meet vital Navy mission requirements. The contract covers inspection, testing, design, and construction services (primarily maintenance and repair) for pipelines, fuel storage tanks, and associated POL equipment worldwide. Key services include cleaning, inspecting, and repairing (CIR) existing fuel storage tanks, repairing fuel pipelines, sustainment, restoration, and modernization (SRM) of associated POL facilities and equipment, surveying and repairing or constructing cathodic protection and corrosion control systems, and ancillary services.

A lapse in these services could lead to operational disruptions, environmental hazards, and safety risks, jeopardizing critical warfighter support. Noncompliance with environmental regulations could result in penalties, fines, facility shutdowns, and compromised mission objectives. This extension ensures the continued resilience, regulatory compliance, and operational continuity of POL systems, safeguarding military effectiveness and environmental responsibility.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:

For the follow-on GPOL MACC, extensive efforts were made to solicit offers from as many potential offerors as practicable. This was done to ensure a competitive procurement process and to maximize the inclusion of a diverse range of potential contractors. In accordance with FAR Part 10, market research was conducted to evaluate interest and capabilities within the market and resulted in several firms expressing interest in the follow-on action. This indication of interest came from both small and large businesses, showcasing a diverse pool of potential contractors ready to submit competitive proposals for the new GPOL MACC.

Synopsis of the proposed modification was not published on SAM.gov due to an applicable exception under FAR 5.202(a) (2). However, in alignment with FAR 6.305, the approved Justification & Approval (J&A) will be posted on SAM.gov within 30 days after the award of the contract modification.

7. Determination of Fair and Reasonable Cost:

The Contracting Officer has determined that cost to the Government of the services covered by this Justification will be fair and reasonable in accordance with FAR Part 15. Costs will be evaluated for individual task orders to determine that costs are fair and reasonable by conducting price/cost analysis in accordance with FAR 15.404-1, Proposal Analysis Techniques.

8. Actions to Remove Barriers to Future Competition:

A new GPOL MACC IDIQ contract is slated for award within the first quarter of FY26.

Accordingly, NAVFAC EXWC anticipates removing barriers to competition through the award of a new GPOL MACC IDIQ contract which will include a pool of small and large businesses.
