DESCRIPTION/SPECIFICATION
Salient Characteristics for a 3D Parts Measurement System
EXWC requires an automated inspection tool that performs rapid and complete 3D surface measurements and mapping of hand-held sized materials and components. EXWC currently does not have an automated 3D measurement tool. Current inspections of small project parts or specimens are done using manual or digital calipers for width, length, and height, or with an archaic stylus-type profilometer for surface profile and roughness information. These methods are slow and inadequate for critical failure inspections and similar analyses, in comparison to newer scanning technology.
Measurement Specifications Required:
o Non-contact (measuring head does NOT need to touch the sample) o 2 Viewing Modes: Wide-Field and High Magnification for up to 180X magnification o Field-of-View: Up to 24-mm Horizontal and 18-mm Vertical o Zoom Range: Up to 4X o Measurement Accuracy: ±3-um height and ±2-um width (high magnification mode) o Measurement Repeatability: 0.5-um height and 0.5-um (high magnification mode) o Scale Resolution: Down to 0.1-um o Data Points per Measurement: Up to 780,000 o Speed: Down to 4-seconds per single scan per view area o Height Difference Calculation Method: Triangulation o Measurement Lighting: White LED
Types of Measurements Required:
o Height o Surface Area, Roughness, Wear, & Warp o Volume o Angles o Line to Line Distance o Point to Point Distance o Center to Center Distance o Circle Diameter o Arc Radius o Corner Radius
3D Color Imaging Required:
o Imaging Size: Up to 2048 x 1500-Pixels o CMOS Imaging Resolution: 9+ MP (megapixels) o 16-bit High Dynamic Resolution o Telecentric lenses to minimize distortion in the field of view o Observation Lighting: Multi-Color LED o Built-in Depth Composition
Sample Stage Required:
o 200 x 150-mm minimum surface size o Motorized stroke: minimum 180 x 80-mm (X, Y-axes) and 90-mm (Z-axis) movement o Rotation: ±180-degrees minimum o Tilt: ±30-degrees minimum o Minimum Distance of Head to Stage: 75-mm
Bench-top Sized (entire system) Data files exportable to Excel and CAD Power: Standard Voltage 100 VAC 50/60-Hz Plug-In Vibration-proof rubber soles for Measurement Head and Stage PC, Monitor, and ALL software to achieve the required specifications.

CLAUSES INCORPORATED BY FULL TEXT
52.204-20 Predecessor of Offeror (JUL 2016)
(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means--
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity;
or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
(b) The Offeror represents that it [____] is or [____] is not a successor to a predecessor that held a Federal contract or grant within the last three years.
(c) If the Offeror has indicated “is” in paragraph (b) of this provision, enter the following information for all predecessors that held a Federal contract or grant within the last three years (if more than one predecessor, list in reverse chronological order):
Predecessor CAGE code: ____ (or mark “Unknown”).
Predecessor legal name: ____.
(Do not use a “doing business as” name).
(End of provision)
52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; THE
GOVERNMENT WILL ONLY ACCEPT TECHNICAL SPECIFICATIONS (MARKETING MATERIAL IS
UNACCEPTABLE.) The Offeror shall submit a proposal that includes a narrative describing how the proposed solution will meet the requirements listed in the Salient Characteristics. In particular, the narrative shall provide sufficient details to demonstrate how the proposed product will meet all requirements.
(5) Terms of any express warranty;
(6) Price and any discount terms; The Contracting Officer has determined that certified cost or pricing data is not required to be submitted in conjunction with this solicitation based on the exceptions at FAR 15.403-1 for adequate price competition and commercial item. The contractor shall provide a summary of pricing schedule as follows:
CLIN DESCRIPTION QUANTITY UNIT PRICE EXTENDED PRICE

All clarification questions regarding this solicitation shall be submitted via email to britney.collins@navy.mil no later than Thursday, January 24, 2019 at 3:00pm (Pacific Standard Time (PST)). No phone calls will be accepted regarding any portion of this solicitation.
This announcement will close at 2:00pm PST on Tuesday January 29, 2019. All responsible sources may submit a proposal electronically to Britney Collins at email: britney.collins@navy.mil.
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
Submit three (3) Past Performance Questionnaires (PPQs). Attachment 1 is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal. Also, include performance recognition documents received within the last three (3) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
NOTE: If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 1), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. Questionnaires must be submitted directly to the Government's point of contact, Britney Collins, via email at britney.collins@navy.mil , prior to proposal closing date.
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing. PRODUCT SAMPLES WILL NOT BE ACCETPED.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer. AWARD
WILL ONLY BE MADE TO A SINGLE OFFEROR.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.
(ii) If the General Services Administration, Department of Agriculture, or Department of Veterans Affairs issued this solicitation, a single copy of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained free of charge by submitting a request to the addressee in paragraph (i)(1)(i) of this provision.
Additional copies will be issued for a fee.

(4) Nongovernment (voluntary) standards must be obtained from the organization responsible for their preparation, publication, or maintenance.
(j) Unique entity identifier. (Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(k) Reserved.
(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1: Technical Capability Of The Item Offered To Meet The Government Requirement The Government will evaluate the technical data and information and assess whether the offeror has proposed a product which conforms to the specifications and requirements presented in the Salient Characteristics. Such evaluation will result in assignment of either an acceptable or unacceptable rating. Proposals that do not address each of the requirements listed in the Salient Characteristics shall be considered as being noncompliant to the solicitation; as a result, that proposal would be considered unacceptable.
Technical Capability Acceptable/Unacceptable Ratings Adjectival Rating Descriptions
Acceptable (A) Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable (U) Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 2: Past Performance The Government will evaluate the offeror’s past performance using a three-step process. First, the Government will determine whether the contract is recent. Second, the Government will evaluate the relevancy of all contracts submitted by the offeror and other information available. Third, the Government will consider the relevancy and the quality of the offeror’s performance on those contracts, and will assign an overall past performance acceptability rating.
(a) Recency Assessment: The Government will evaluate whether the contract was completed within the past three years from the date of this solicitation. Contracts that are not recent will not be considered.
(b) Relevancy Assessment: The Government will conduct a relevancy assessment of each contract submitted by the offeror to determine that the work performed under those contracts relates to the work described in this solicitation. The Government is not obliged to seek out and consider information other than the information the offeror submits but may at its discretion consider information involving other contracts. This may include information submitted on other procurements, information in the Past Performance Information Retrieval System (PPIRS), information in the Federal Awardee Performance and Integrity Information System (FAPIIS), information in the Electronic Subcontract Reporting System (eSRS), interviews with Government customers and commercial clients, and any other information available. The Government will evaluate the relevancy of contracts based on the evaluation scale in the table below. The terms “scope”, “magnitude” and “complexity” in the following table have broad meaning such that evaluators will consider any feature of a past contract which has a predictive effect on performance on the current contract. The purpose of assessing relevancy is to take into account the predictive value of past effort toward success on this contract. Therefore, work performed under a Government contract may be considered more relevant than work performed under a commercial contract. In addition, past performance as a prime contractor may be more relevant than the past effort performed as a subcontractor.
Past Performance Relevancy Assessment Ratings
Adjectival Rating Description
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
(c) Overall Performance Confidence Assessment. The Government will consider relevancy and the quality of the offeror’s performance on past contracts; and will assign an overall acceptability rating as follows:
Overall Performance Assessment Ratings Adjectival Rating Description
Acceptable (A)
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (see note below).
Unacceptable (U) Based on the offeror’s recent/relevant performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available, or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)).
Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable.”
Factor 3: Price The Government will perform a price analysis to assess price reasonableness. The contract total price will be used for conducting the price analysis. One or more of the following techniques will be used to ensure a reasonable price:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with the independent Government estimate.
3. Comparison of proposed prices with available historical information.
4. Comparison of proposed prices with resources proposed.
The Government will evaluate the unit, extended price, proposed delivery timeframe, and payment term. A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal being considered unacceptable.
Technical and past performance, when combined, are approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). OPTIONS ARE NOT USED IN THIS SOLICITATION.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
