d) Immediately upon award, apply for all the necessary passes for A-E personnel and vehicles to enter military areas in accordance with the latest applicable requirements.
D3. Design Development:
a) Design Schedule: The design schedules for the various T.O.s issued under this contract will vary for each project based on the level of difficulty and the urgency of the project. Normally, the Government review time will be 14 calendar days after submittals are received. However, for projects with urgent completion dates, "over the shoulder" review meetings may be scheduled to accelerate the Government review process.
1) The tasks to be performed by the A-E will be identified in each T.O. issued under this basic contract, along with the duration that will be allowed for each task. The exact dates will be determined as part of the negotiation for each T.O. Refer to Attachment (1)/T.O. Tasks for examples of tasks with corresponding example durations for various T.O.s

f) Design Submittal Review Comments: Unless required otherwise by a T.O., all design submittal review comments will be provided via the internet based software “Document Review and Checking System” (DrChecks) from ProjNet. Respond to all review comments and resolve them to the maximum extent possible within the requirements of this contract and subsequent T.O.s.
| 1) | For processing design review comments, NAVFAC requires the use of DrChecks to the maximum extent possible. Respond to all design review comments using the features DrChecks. For ProjNet access, the prime design firm and each consulting firm must obtain separate “office passwords” and additional instruction from the ProjNet support site at 1-800-428-4357, or contact them at: staff@rcesupport.com. At the time of each scheduled design review, a T.O. may require posting the documents in the appropriate folders on the ProjNet website. |
| [f) | Until such time that all review organizations implement the use of the internet based software “Document Review and Checking System” (DrChecks) from ProjNet, responses to design review comments may be required using multiple approaches. T.O.s may utilize Microsoft (MS) Word to process design review comments. The A-E may receive Government review comments in MS Word format (*.doc) via electronic mail. Review comments may also be in Adobe’s portable document format (PDF), text format (*.txt), MS Outlook E-mail format, or in written format via paper copies/originals. Provide all annotated review comments with each subsequent submittal.] |

2) Provide Accessibility analysis to identify building deficiencies, design remediation requirements and costs associated to comply with Section J9 (Provisions for the Handicapped) of this T.O. SAES.
3) Provide Fire Protection analysis to identify building deficiencies, design remediation requirements, and associated costs to comply with Section J19 (Fire Protection) of this T.O. SAES.
4) Cost estimates must include the calculated replacement cost of the structure(s) to be renovated, developed as part of the cost estimating effort. Do not use Plant Replacement Value.
5) UFC criteria triggers should be based on the comparison of the estimated renovation effort and calculated replacement cost. When triggers are exceeded, the costs to comply with the associated UFC requirements must be included and the ratio re-computed.
6) Re-examine the existing Economic Analysis to see if the selected alternative is still the preferred alternative. Advise NAVFAC PM as soon as this determination is made.
7) Replacement costs for facilities will be provided by the responsible NAVFAC Cost Engineer.
l) Project Specific Study: This evaluation must be done in accordance with the Basic IQ Contract SAES and all applicable UFCs.
m) Antenna Tower and Array Structural Analysis: In accordance with ANSI/TIA-222, ANSI/TIA-322, ANSI/ASSP-A10.48, and all applicable UFCs.

F4. Region/FEC Team Final 1391 (DD1391) Preparation: The requirements to update a project’s Installation-PWD 1391 and prepare the DD1391 documentation encompasses many of the elements contained in this SAES. Specific requirements will be included in the respective T.O.s that request this service.
a) For MILCON projects, a stand-alone T.O. may be issued to request a DD1391 (either 2 page or full as defined in RFP) be developed or updated. If this occurs, a follow-on T.O. to prepare a solicitation package for construction award may or may not be issued.
b) For non-MILCON projects, a DD Form 1391 (either 2 page or full as defined in RFP) may be requested as a part of the design package when the CCL is greater than or equal to the amount specified in NETOPS #18. The cost must be broken out on the Budget Estimate Summary Sheet (BESS) by classification of work to confirm that the cost for “construction” classification of work (new footprint, or conversion of use in an existing facility) does not exceed the dollar threshold for MILCON. This limit includes 8% Supervision, Inspection and Overhead (SIOH) and any PCAS costs. The non-MILCON DD1391s must be reviewed and accepted by the Subject Matter Expert (SME). In the event that the “construction” cost exceeds the MILCON funding threshold, the project scope must be modified or the project must be converted to MILCON.
F5. Site Engineering Investigation (SEI): If a SEI to verify the condition of an existing facility is required, as a minimum, the A-E must do the following -
a) Retrieve and review the activity's utility plans and consult with utilities personnel. The A-E is responsible for checking the accuracy of all plans and data used.
b) Review applicable DD1391 documents and all pertinent planning backup data. Also, consult with the activity’s planners responsible for developing the applicable DD1391 and the applicable backup data.
c) Investigate the proposed project site’s current field conditions and evaluate if the information obtained will be sufficient to allow a contractor to provide a bid proposal and allow a designer to proceed with the design of the proposed facility. If sufficient data is not available, provide a list of deficiencies that would prevent a designer from proceeding with the design.
d) Document the SEI’s purpose, actions taken, backup information, and findings/conclusions in a report and submit in accordance with the respective T.O. SAES.
F6. Utility Investigation: Identification of the nearest points of connection for any utility is required for every T.O. (as applicable), regardless of whether the T.O. requirement requests preparation of a DBB design, DB RFP package, or DD1391 preparation. If the points of connection are outside the project boundaries, provide additional survey information that shows the locations.
a) The Electrical Power System Utility Investigation Study may include, but not be limited to, a Short Circuit and Coordination Study. An individual T.O. may require an analysis of the utilities to determine whether existing capacities are adequate to support the new facility such as electricity; fire alarm and/or other emergency notification system; natural gas; local area network (LAN) or Navy/Marine Corps Intranet (NMCI) or its successor; sewer; steam; telephone; and water (potable, non-potable and/or salt water). If any existing utility system is inadequate to support the new facility, the T.O. may require the design for the extension or upgrade of the subject utility system.
