SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

PERFORMANCE WORK STATEMENT

1.0 Background/Scope

The Naval Facilities Institute (NFI), on behalf of the Naval Facilities Engineering Command (NAVFAC), is responsible for providing classroom instruction of the NAVFAC Specialty Courses (CTC Courses), developing new curriculum when requested including web-based on-line curriculum, maintaining existing and developing new contracting processes in the NAVFAC Business Management System (BMS), and providing assessment augmentation to the NAVFAC Procurement Management Assessment Program (PMAP).

The contractor shall provide the necessary level of expertise to:

o refresh and revise the NAVFAC acquisition BMS with current regulations, policy, and directives;

o develop new course content when a need is identified, suitable to any media currently employed by

NAVFAC such as Section 508 compliant training using Captivate, Adobe Flash and/or WebEx. Courses may be offered in person or through NAVFAC-hosted electronic forums, including TWMS (Total Workforce Management System).

o communicate applicable information contained in the regulations/policy/BMS during the NAVFAC

Specialty Course instructional sessions; and o provide required expert augmentation support to the PMAP program in the execution of the on-site visits of the NAVFAC contracting activities.

2.0 Performance Objective

Under a performance based environment, the standards and assessment plan described below are applicable to the total scope of services being performed under this contract and its subsequent issued task orders.

2.1 The Contractor shall provide knowledgeable subject matter experts who will be the instructors of scheduled NAVFAC Specialty Courses in a classroom setting. Course content may also updated to reflect policy/regulation changes. Course content consists of slide presentations, student books, case studies, quizzes/tests, and instructor notes.

2.2 The Contractor shall possess the technical capability to produce new course content in a variety of media including Captivate, WebEx, and other forms compatible with TWMS. The contractor shall possess the contracting and NAVFAC expertise to develop new course content when requested, in the media desired.

2.3 The Contractor shall provide subject matter experts to draft new, and refresh/revise current, acquisition BMS processes. The contractor will support the Government in tracking regulation/policy revisions, and identifying updates necessary in the BMS. The Contractor will also provide quality control for their BMS products, as well as providing quality control review of BMS updates performed by Government personnel.

2.4 The Contractor shall provide knowledgeable subject matter experts for augmentation to the PMAP. This augmentation may be, but is not limited to, support of the onsite visit process which conducts contract file review, document review, and regulation review.

2.5 The contractor shall provide the knowledge and technical support for the development of audio-video training modules to be developed with HTML 5 and posted on TWMS.

2.6 The contractor shall provide the knowledge and technical support to revise and/or refresh selected NAVFAC training courses on TWMS as required.

2.7 The Contractor shall ramp up immediately upon award of a task order, and have its core support team in place and fully functional within two weeks. The contractor’s team shall align itself to support the program with a mix of personnel utilizing an effective combination of experience and technical expertise.

2.8 Contractor electronic systems must be compatible with the Navy/Marine Corps Intranet (NMCI).

2.9 Security Requirements. Security oversight shall be provided by the NAVFAC EXWC Security Office. All work under issued task orders shall be UNCLASSIFIED. CTC instructors and the PMAP Assessment support are required to be eligible for base access through Defense Biometric Information System (DBIDS) or Common Access Card (CAC) issuance as per DoDI 5200.46. BMS support task orders may require the issuance of a CAC card to key personnel. Employees who require base access, will be required to pass a public trust background check or have a favorably adjudicated Tier 1 investigation (Formerly known as National Agency Check (NAC)). It is recommended that all contractor employees working on DoD installations or DoD facilities complete annual Level I

Antiterrorism Awareness Training provided by the DoD at http://jko.jten.mil/courses/atl1/launch.html

3.0 Technical Tasks

3.1 INSTRUCTION SUPPORT: The contractor shall provide instruction of any CTC course agreed upon in a task order. Instructors will have the classroom ready at 8am the first day of the course. The Government makes every effort to ensure the classroom is available the day prior to class, to verify audio/visual capability and arrange tables/chairs in a class configuration. The Government has a training representative designated at each location. These training representatives are available during normal business hours to provide classroom access for set-up and instruction. Course quizzes, tests, and student books are sent from NFI to the local base training representative. NFI also manages course enrollment and certificate issuance upon completion. In some instances, the instructor may need to move the materials from the receiving location to the training room without assistance from Government personnel.

The course materials are shipped in boxes weighing less than 30 pounds each, and a shipment may consist of 5 -10 boxes. Courses last three days, but we offer the bases the option of adding a one-day seminar on a number of topics on a 4 th day. In addition to instruction, the instructor is required to record attendance and enforce the NFI attendance and academic policies. Instructors provide their own laptop, and utilize a Government projection system. Course instructor slides are provided by NFI, but must be run from the contractor laptop. Most classrooms to do not have internet access.

Unused course material is generally recycled, but some supplies may need to be returned to the base training representative at the end of the course. The attendance roster is filed with the local training representative, after the instructor notes successful completion for each student.

The contractor shall utilize contracting and technical expertise to conduct classroom instruction of the NAVFAC Specialty Courses listed below:

CTC 337 Facilities Support Contracting

CTC 342 Contracting Officer Representative CTC 415 Source Selection CTC 422 Labor Law CTC 423 Environmental Contracting CTC 466 Architect-Engineer Fixed Price Contracting Debriefing Seminar

The Government may add additional courses to this list by mutual agreement of both parties, as a result of a new curriculum offering under the CTC umbrella.

http://jko.jten.mil/courses/atl1/launch.html

The calendar historically contains 40-60 classes, and is created annually based on installation training demand signals. Note that most courses are offered in the 2 nd and 3 rd quarters of the Government fiscal year, compressing the available time for the offerings. A specific course may be offered at two simultaneous locations. It is necessary for the contractor to have at least two qualified instructors for each course. A single instructor may have the expertise to teach more than one course. Currently, CTC 415 and CTC 422 are Government taught, but at the Government’s discretion, this could change to be contractor-taught.

The contractor is responsible for ensuring any new instructors are fully equipped to teach the course, and must provide their own mechanism to bring staff up to speed.

In addition to instruction support, the contractor may be tasked to assist in the development of new curriculum which would be presented in a classroom setting, or through a webinar setting using example systems such as

Captivate, HTML 5, or WebEx. Most webinars would be developed to be compatible with the Navy Total Workforce Management System (TWMS) and shall be Section 508 compliant.

NFI currently has two CTC courses offered in an on-line format, requiring periodic updates. In addition, another multi-module course is being developed for cost analysis, with a delivery format to be determined. The current on-line trainings are listed below, and are currently available in TWMS.

CTC W415 – Web based Source Selection CTC COAR – Contracting Officer Authorized Representative

3.2 BMS SUPPORT: The contractor shall utilize technical expertise to implement acquisition BMS process improvements, through assigned refreshes of existing BMS processes. NFI maintains approximately 100 acquisition

BMS processes (see Table 1). In a given year, fifty of these are typically refreshed. In specific years, such as every 5 years (2020 is the next update) when the dollar thresholds are reviewed at the Federal Level, the refresh may be more extensive.

A refresh is a targeted review and update of a BMS, triggered by policy changes known to have an impact. It may include a comprehensive look at every aspect of regulation and policy, but at a minimum includes capturing the targeted change in the Process Summary, General Information tab, and Flowchart. URLs are verified and updated any time a process is updated. Open Corrective Action Requests (CARs) are researched and addressed. Formatting directed by the Information Technology department must be followed. Updated files are submitted to NFI in a single ZIP format, accompanied by a summary in the forwarding email noting any corrective action reports addressed as well as any themed updates such as updating common language steps (see Table 2).

Each year several new BMS processes are created. The contractor may be asked to develop a BMS, or to perform a quality control review on a Government product. Additionally, if the Government refreshes an existing BMS process, the contractor is typically tasked to perform a quality control review of these products primarily emphasizing format, grammar/punctuation, and providing/verifying URLs.

In addition to refresh/creation of a new BMS, the contractor may be tasked with supporting the BMS management or with CAR research. BMS management is done through MS Access but at the Government’s discretion, this format may change. Contractor work may include database entry, record reconciliation, database modification, and is likely to include development of canned reports in Access. CAR research requires in-depth knowledge of acquisition policy and regulations.

3.3 PMAP ASSESSMENT AUGMENTATION: The contractor will support on-site visits, aiding the Government in file review for completeness and quality. There are approximately 100 NAVFAC contracting offices

(see Table 3), with approximately one third to half of these offices being visited each year. Historically a contractor supports approximately 15 office visits a year. This calendar is built annually.

The contractor shall track actions, milestones, schedules, and generate a monthly status report reflecting these actions per task order. Each issued task order shall specify specific BMS processes to be revised or refreshed, courses scheduled for instruction, and/or PMAP visits requiring augmentation. Task orders may also be issued specifying course materials are to be updated at specified intervals, such as quarterly. All products produced by the contractor will undergo quality control review by the contractor. The Government may also produce products such as BMS refreshes and/or course material updates that will also require contractor quality control review.

When requested, the contractor shall provide a coordinator between multiple project teams to ensure enterprise- wide integration of efforts for the BMS processes and course materials. This may be a separate line item in an issued task order. EXAMPLE: When a regulation changes, the change should be captured in course material update as well as in any BMS process that is scheduled for refresh that is impacted by that regulation. A task order line item may require analysis/identification of all areas this change will impact in the courses and the BMS.

The course instructors, PMAP support, and BMS authors shall maintain currency in the area of contracting expertise and shall function as a subject matter expert. NAVFAC can subscribe the key personnel under the contract to our FLASH system, which emails NAVFAC policy changes and NMCARS policy changes.

4.0 Contract Task Order Deliverables

A001 Monthly Progress Report: to include the names of all personnel performing functions under the task order during the reporting period. Reports must show the reporting period and name of the processes and/or classroom instruction sessions completed, or the office assessments that were augmented.

A002 Electronic copies, in editable format if required, of Revised/Refreshed BMS processes, updated training curriculum, newly developed curriculum, or research on a topic in support of a BMS focus area

A003 A trip report within one week of each course taught, summarizing noteworthy observations from the students.

This may include local themes identified by the student and leadership, issues observed with course content, overall student concerns, and general class make-up (engineers/contracting professionals/military).

5.0 Place of Performance

The work will take place at various NAVFAC on-site training facilities or other settings. Courses may be taught at any location, but are most frequently taught at the Washington DC Navy Yard, Norfolk VA, Jacksonville FL, Port

Hueneme CA, Silverdale WA, San Diego CA, Marianas Islands, Okinawa Japan, Yokosuka Japan, and Naples Italy.

PMAP augmentation may occur at any of the locations listed in table 3. BMS work does not require a specific performance location, and is coordinated virtually through email and phone conversations. Curriculum updates and development do not require a specific performance location. Only the PMAP assessment augmentation and CTC instruction will occur on a Government installation at specified dates/times.

6.0 Period of Performance

This contract will cover a five-year ordering period. Task Orders will have specified periods of performance and a delivery schedule.

7.0 Travel

Base access is managed through the Defense Biometric Information System (DBIDS). All contractors performing work on a Government installation will be required to register for DBIDS and pass a public trust background check.

Instructors should arrive during business hours the day prior to class start, to ensure the classroom is configured and ready for instruction day by 8am local time, when students arrive. Classes are most often scheduled for Tuesday through Thursday, allowing Monday as a set-up day. A local government training representative will meet with the instructor, provide classroom access, and will have the shipment of course books which are provided by the

Government. The Government makes every effort to be available for set-up the day prior to the course start, during regular business hours. Infrequently, a classroom is not available the day prior, and set-up must occur earlier than 8am on the first day of instruction. The local training representative will know if the room is available the day prior for set-up, based on the room schedule. A half day seminar can be added to any 3-day course offering. All instructors must be able to teach the half-day seminars, as they can be added to any course.

The locations of the assessment augmentation efforts are more varied, and could be at any of the 100+ NAVFAC locations worldwide, shown in table 3. Sites may vary from this list. Assessment augmentation is typically a Tuesday through Thursday event, with Monday as a travel day. Some larger assessments take 4 business days. This information will be defined at the time of task order placement.

All travel by contractor personnel must be authorized in writing (email) by the COR prior to travel costs being incurred, regardless of orders placed. Authorization will be provided 30 days in advance of courses offered within the 50 states, and 45 days for courses offered in US territories and foreign countries. The Government may authorize travel earlier than 30/45 days if the enrollment goal of 20 students is achieved. If a course fails to reach the minimum enrollment, the course is cancelled. Cancellation is infrequent, averaging 1-2 courses a year out of 40-60 planned courses. A course cancellation in the specified timeframes would result in a deductive contract modification. If a cancellation occurs inside the 30-45 days noted above for any reason, this would be a negotiated deduction.

Similarly, on rare occasions a PMAP augmentation may be adjusted after task order award. If adjusted 45 days in advance of a visit, a deductive modification will be performed. If a cancellation/change occurs within the 45 days for any reason, this would be a negotiated deduction. Travel is not typically required for the BMS work or the course development work.

G&A and/or overhead are permitted on travel.
