STATEMENT OF WORK (SOW)
for
AGGREGATE CHIP SPREADER
1.0 SCOPE. The Naval Facilities Engineering Command (NAVFAC)
Engineering and Expeditionary Warfare Center (EXWC) has a requirement for self-propelled, Aggregate Chip Spreaders. The Aggregate Chip Spreader is intended to provide the Navy with an expeditionary capability of constructing main supply routes using bituminous surface treatment. Additionally, the Aggregate Chip Spreaders will be used for asphalt surface rejuvenating, surfacing roads, streets, parking aprons, runways, airfield shoulders and overruns, parking areas, and open storage areas. Within this document, the aforementioned Aggregate Chip Spreader(s) shall hence forth be referred to as ‘ACS’.
2.0 APPLICABLE DOCUMENTS.
2.1 General. The documents listed in this section are specified in sections 3, 4, or 5 of this standard. This section does not include documents cited in other sections of this standard or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 3, 4, or 5 of this standard, whether or not they are listed.
2.2 Specifications, Standards, and Handbooks. The following

2.3 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3.0 DEFINITIONS.

3.2 Definitions. The following section provides definitions of some phrases utilized within this document.
3.2.1 Break-in. Within this document the term break-in is in
reference to the procedure of conditioning a new piece of equipment by giving it an initial period of running/operation which follows specific guidelines set by the equipment manufacturer.
3.2.2 Compact Disc Read-Only Memory (CD-ROM). Within this document the term Compact Disc, or CD, refers to a small plastic disc on which music or other digital information is stored, and from which the information can be read (or accessed) using reflected laser light from a computer or other device equipped with the appropriate optical drive. The "ROM" part of the term means the data imprinted onto the disc is "read-only," or cannot be altered or erased.
3.2.3 Comparative. Within this document the term Comparative serves to express a comparison between the commercial variant and the one with military modifications applied to it. If one were to discount the military modes, the equipment would be the same (i.e. engine, output capacity, etc.).
3.2.4 Contiguous United States (CONUS). Within this document the term CONUS encompasses the 48 adjoining U.S. states plus Washington, D.C., on the continent of North America. The term excludes the non-
SOW ACS v18-04-02 Page 3 of 13 contiguous states of Alaska and Hawaii and all off-shore United States territories and possessions, which are American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands.
3.2.5 Junior Technician. Within this document the term Junior Technician refers to the experience level of a technician who has little training and/or practical time as a tradesman in the applicable technical field.
3.2.6 MS Word. Within this document the term MS Word refers to Microsoft’s proprietary word processing software; it is utilized as either a standalone program or as part of Microsoft’s suite of business (office).
3.2.7 Portable Document Format (PDF). Within this document the term PDF refers to a specific proprietary file format used to present documents in a manner independent of application software, hardware, and operating systems. Each PDF file encapsulates a complete description of a fixed-layout flat document, including the text, fonts, graphics, and other information needed to display it.
3.2.8 Standard. Within this document the term Standard refers to a document that establishes uniform engineering or technical criteria, methods, processes, and practices.
4.0 REQUIREMENTS.
4.1 General Design Requirements.
4.1.1 The ACS shall be designed to:
4.1.1.1 provide reliable continuous service for a minimum of ten consecutive days of use. The ten consecutive days of use will be considered to be twenty successive ten-hour shifts of uninterrupted service, with (no more than) a two-hour break between shifts.
4.1.1.2 permit any required or scheduled preventive maintenance to be conducted during the two-hour breaks between ten-hour shifts.
4.1.1.3 operate in temperatures ranging from 0 degrees Fahrenheit (°F) to 125°F utilizing the criteria identified in section 4.1.1.1 of this document.
4.1.1.4 accommodate routine operator maintenance and minor repairs conducted by junior technicians trained by the Original Equipment Manufacturer (OEM).
4.2 General Operational Requirements.
4.2.1 The ACS shall:

4.2.1.1 have a minimum of 3.25 cubic yards of capacity for each receiving hopper and a minimum of 1.0 cubic yard for each discharge hopper.
4.2.1.2 be able to latch/hitch to, and operate with various makes of commercial dump trucks.
4.2.1.3 be capable of linking with, and being fed aggregate chip material by, alternating dump trucks as it moves forward to uniformly distribute multi-size and different types of aggregate chip material.
4.2.1.4 upon arrival at a site, be capable of transitioning from transportation mode to production/operation mode in one hour or less utilizing no more than two man-hours.
4.2.1.5 have application rate control.
4.2.1.6 have a minimum of one agitator (Vibrator).
4.2.1.7 shall have electronically controlled distribution.
4.3 Power / Electronics.
4.3.1 The ACS shall:
4.3.1.1 have, as a minimum, a 170 Horse Power motor.
4.3.1.2 be self-propelled with a variable. The self-propelled travel speed, at a minimum, shall range from O to 15 Miles Per Hour (MPH).
The lower end of the travel speed scale shall be 0 MPH, and the upper end shall be 15 MPH or greater; examples of greater are 16 MPH, 17 MPH, etc.
4.3.1.3 have a fuel efficiency that is equal to, or less than a consumption rate of seven gallons per hour (GPH); examples of less than are six GPH, five GPH, etc.
4.3.1.4 have Light Emitting Diode (LED) lighting system. This shall include drive and work lighting system that directly illuminate, and are located in the vicinity of, all receiving and discharge hoppers.
4.3.1.5 be equipped with conveyor(s)that are both automatic and operator controllable; i.e. on/off, variable rate of speed control, etc.
4.3.1.6 operate on commercial diesel fuels (DF2/ DF1), as well as JP- 8 (MIL-DTL-83133H) and other high sulfur fuels without degradation in performance or engine/component life (refer to part 4.7.1.1 of this document under the ‘Military Specific Requirements / Modifications’ section).

4.3.1.7 have a 24-volt electrical operating system (refer to part
4.7.1.4 of this document under the ‘Military Specific Requirements / Modifications’ section).
4.3.1.8 be equipped with a standard auxiliary power connections for starting tactical land vehicles (refer to part 4.7.1.5 of this document under the ‘Military Specific Requirements / Modifications’ section).
4.4 Wheels / Mobility.
4.4.1 The ACS shall:
4.4.1.1 have a hydrostatic drive (transmission) system.
4.4.1.2 have at least a two-wheel drive power train.
4.4.1.3 have an Oscillating Front Axle.
4.4.1.4 be capable of left and right side operation.
4.5 Supportability.
4.5.1 To the maximum extent possible, the ACS shall utilize
commercial-off-the-shelf parts.
4.5.2 Off the shelf spare parts and components delivery time frame shall not exceed seven-days.
4.5.3 Manufactured components delivery time frame shall not exceed sixty-days.
4.5.4 Each ACS shall be equipped with a 90-day “Initial” spare parts package.
4.5.4.1 90-day “Initial” spare parts package shall include any normal maintenance items scheduled (based on OEM literature) to be utilized within the first 90-days of use; to include maintenance items utilized following the identified ‘break in’ time.
4.5.4.2 90-day “Initial” spare parts package shall also include any items or parts that would render the equipment functionally inoperable if it failed and has historically required replacement within the first 90-days of use. Historic replacement shall be based on historic failure rate.
4.6 Transportability.
4.6.1 The ACS shall:
4.6.1.1 be capable of being transported by a commercially available standard 55-ton Drop Neck Bed or low bed trailer.

4.6.1.2 be design to be transported through the Defense Transportation System (DTS) by air, sea, or highway modes (refer to part 4.7.1.6 of this document under the ‘Military Specific Requirements / Modifications’ section).
4.7 Military Specific Requirements / Modifications.
4.7.1 The ACS shall:
4.7.1.1 operate the prime mover on JP-8 (MIL-DTL-83133H) and other high sulfur fuels as the primary fuel, as well as commercial diesel fuels (DF2/ DF1), without degradation in performance or engine/component life (refer to part 4.3.1.6 of this document in the ‘Power / Electronics’ section).
4.7.1.2 permit the use of JP-8 as the primary fuel without penalty to the warranty (engine or otherwise).
4.7.1.3 In accordance with Code of Federal Regulations (CFR), Title 40, §89.908(a)(1), this equipment has an automatic National Security Exemption (NSE) from U.S. Environmental Protection Agency (EPA) non-road emission requirements. The NSE is based on the equipment being owned and operated by the United States Navy, which is an agency of the federal government with responsibility for national security, and has substantial permanently affixed military features that are required for tactical operations and are ordinarily associated with military combat vehicles.
4.7.1.3.1 The engine manufacturer shall label the engine in
accordance with the CFR, Title 40, Part 89, subpart §89.908(c) national security exemption.
4.7.1.4 have a 24-volt electrical operating system in accordance with STANAG 2601 (refer to part 4.3.1.7 of this document in the ‘Power / Electronics’ section).
4.7.1.5 be equipped with a standard auxiliary power Type 1 NATO receptacle connection for starting tactical land vehicles that is in compliance with STANAG 4074 (refer to part 4.3.1.8 of this document in the ‘Power / Electronics’ section).
4.7.1.6 be transportable by air, sea, or highway modes in accordance with the MIL-STD-1366E (refer to part 4.6.1.2 of this document in the ‘Transportability’ section).
4.7.1.7 be air certifiable to meet the Aeronautical System Center at Wright Patterson Air Force Base to certify the ACS transportability in a C-17 aircraft; for additional details refer to MIL-STD-1791B.
4.7.1.7.1 Contractor will provide required documentation to the Air Transportability Test Loading Activity (ATTLA) office at Wright-

Patterson Air Force Base. This shall include information regarding the equipment, lift and tie-down provisions, and any other required information necessary to obtain an air transportability certification.
4.7.1.8 be equipped with transportation lift and tie-down provisions that meet military transport requirements for air (C-17), sea (roll-on and lift), and highway modes in accordance with MIL-STD-209K.
4.7.1.9 have lift and tie-down provisions validated by engineering analysis and testing. Analysis and testing shall be in accordance with MIL-STD-209K.
4.7.1.9.1 All lift and tie-down provisions shall pass static testing.
Testing shall be conducted at a Department of Defense approved test facility. Testing shall be in accordance with MIL-STD-209K.
4.7.2 The utilization of Major Test Range Facility Base (MTRFB) is authorized per this contract to conduct all testing at Department of Defense (DoD) / Government rate.
4.8 Dimensional Limitations.
4.8.1 The ACS shall:
4.8.1.1 have a variable paving spread width of eight-feet to at least sixteen-feet; but not to exceed twenty feet.
4.8.1.2 have a length of twenty-seven feet or less;
4.8.1.3 have a width reducible to eight-feet or less (when in transportation mode).
4.8.1.4 have a height reducible to ten-feet or less (when in transportation mode).
4.8.1.5 weigh no more than 30,000 pounds empty.
4.9 Coating.
4.9.1 Top coat (finish) color shall be a flat lusterless Green that conforms to color code number 34094 of FED-STD-595C.
4.9.2 Surface preparation and paint application shall comply with coating manufacturer’s recommendations and best industry practices.
4.9.3 Workmanship must be consistent with best industry practices (i.e. commercial automotive). Prior to application of coating system, base materials (i.e. substrates) shall be free of cracks, burrs, sharp edges, and weld splatter that may affect the corrosion performance and coating adhesion.

4.9.4 The coating system applied to the ACS, and all its components, shall be clearly designed by the coating manufacturer to provide corrosion resistant to equipment intended on operating in a heavy salt-air coastal environments.
4.9.5 The coating system applied to the ACS, and all its components, shall withstand cleaning with high pressure steam or water jet cleaner (2500-3000 psi) at a distance of 0.3 meters (1 foot) to any surface.
4.10 Warranty.
4.10.1 The Contractor shall provide a warranty that complies with the statutes of this section. Additionally, the warranty shall not be less than the most favorable commercial warranties it provides any customer for the same or similar supplies and services.
4.10.2 At a minimum, the ACS shall have a one-year, total coverage warranty from date of acceptance at FOB point of destination.
4.10.3 The warranty shall be one that is redeemable within the 48 contiguous United States (CONUS). For warranty claims outside the 48 CONUS (OCONUS), the Contractor shall be responsible for expediting, at no cost to the Government, repair and/or replacement parts.
4.10.4 The warranty shall be inclusive covering the ACS as a whole;
including all installed components, assemblies, and subassemblies.
4.10.5 The Contractor shall include any additional warranties received from suppliers or subcontractors, on whole or in part, for any individual component. These warranties shall be transferred to the Government at no additional costs.
4.10.6 At a minimum the warranty shall provide protection against parts failure and malfunction due to design, construction or installation errors, defective workmanship, and missing or incorrect parts.
4.10.7 The warranty shall be comprehensive to include: labor, repair or replacement parts, transportation, and shipping.
4.10.7.1 The Government shall not be responsible for any proration or deductibles regarding labor, per diem, travel, travel time, service hours, transportation of equipment, repair or replacement parts cost, shipping cost 'to' and 'from' the unit's fielded location, re-testing, or any other warranty related expense.
4.11 Technical Manuals.
4.11.1 The Contractor shall provide one set of Operation, Maintenance, and Parts (O&M) Manuals with each delivered ACS; plus two additional sets, one set to the primary points of contact for the two delivery locations indicated in Table II. In addition, the Contractor
SOW ACS v18-04-02 Page 9 of 13 shall delivered, within thirty days after contract award, four additional sets of comparative, readily available commercial technical manuals to the address identified in Table I of this document.
4.11.1.1 A set of O&M manuals shall consist of one complete hard copy and one complete electronic copy (on CD-ROM) of all Operator, Maintenance, and Parts manuals.
4.11.1.2 The O&M manuals (hard and electronic copies) shall accompany its respective ACS upon delivery.
4.11.1.2.1 The two additional sets, one set per delivery location, shall either be mailed to the respective recipient (indicated in section 4.11.1 of this document) or accompany the first unit being delivered to that location as part of this contract.
4.11.1.2.2 If mailed, the additional O&M manuals are required to be received by the respective recipient prior to receiving the first unit at their respective site.
4.11.1.2.2 If accompanying the first unit, the additional O&M manuals shall be individually packaged (as a complete O&M manual) and addressed to the respective recipient for that respective site.
4.11.1.3 The electronic copy the O&M manuals shall in an editable Portable Document Format (PDF) format.
4.11.1.4 Each O&M manuals (hard and electronic copies) shall be properly labeled to include with the manufacturer’s name, equipment (make and model), manual version, and contract number.
4.11.1.4.1 At a minimum, labeling information identified in section above shall be located on the cover page of hard copies and on the face of the CDs that contain the electronic copies.
4.11.2 The O&M manuals shall cover the delivered system as a whole (to include commercial components and military modes) and contain:
4.11.2.1 OEM preventive maintenance schedules, procedures, and safety precautions applicable to each maintenance task.
4.11.2.1.1 The O&M manuals shall contain procedures for the safe operation of all system and sub-system components along with associated safety cautions and warnings applicable to equipment operation.
4.11.2.2 Instructions and procedures for inspecting, testing
calibration, service, repair and overhaul of all equipment systems and sub-systems (e.g. trailer, brakes, transmission, engine, electrical system, etc.).

4.11.2.4 A Parts Manual(s) with comprehensive illustrated parts breakdown.
4.11.2.5 A pictorial representation (i.e. exploded view) of all system and sub-system components, indentured to the item level, identified by individual item numbers, and shall list complete item names, original equipment manufacturer parts numbers, quantity per end item, and the quantity per assembly.
4.11.3 All printed and computer materials shall be written in English.
4.11.4 Supplemental manuals for all work tool attachments shall be included as applicable.

5.0 NEW EQUIPMENT TRAINING.
5.1 The Contractor shall provide three OEM New Equipment Training (NET) Events. Each NET event shall provide operator and maintainer training for junior level technicians. NET events will take place at the user’s location. NET shall include a complete equipment system overview and operations demonstration.
5.2 Each NET event shall provide students with the knowledge and understanding of the capabilities, limitations, interfaces, operations, preventive and corrective maintenance tasks/skills required to support the system.
5.3 Each NET event shall include location of fuses; general safety;
personal protective equipment; capabilities; functions and installation of the system; preventive and corrective maintenance procedures; external diagnostics and other tests.
5.4 Each NET event shall be of sufficient depth to ensure that students are qualified to properly operate and maintain the system in the field.
5.5 Each NET event shall be comprised of classroom instruction and practical application.
5.6 NET events shall take place at the Government facility located in Gulfport, Mississippi and Port Hueneme, California. The Contractor shall conduct training for up to fifteen Government instructors and key personnel per NET event. Each individual NET event shall consist
SOW ACS v18-04-02 Page 11 of 13 of a minimum of three eight-hour training days for Operators and a minimum of two eight-hour training days for Maintenance.
5.7 The OEM shall provide the Government two electronic (MS Word) copies of all training material for the training courses to consist of lesson plans and student guides; as well as any videos, Visual Information (MS Power Point) and/or presentations. All developed training materials shall be delivered on CD-ROM media. The Government shall be granted right to reproduce training material.
5.8 The OEM shall provide all references and training material required to conduct the training, including Operator Training Materials and Maintainer Training Materials at least forty-five days prior to training to the Government.
5.9 The Contractor shall provide all operational materials required for the training of Government personnel (with the exclusion of chip material), to include actual parts (filters, etc.) used during the training for contractor technician to demonstrate removal and replacement of parts, as applicable.
5.10 The initial NET event shall be conducted within 60-days after delivery of first unit. The remaining training shall be completed no later than 120-days after delivery of first unit.
5.11 Specific training dates and daily training times shall be coordinated between the Government (NAVFAC TSA) and the OEM.
6.0 SHIPMENT AND DELIVERY.
6.1 Shipment. The contract/purchase description shall identify what quantities will be distributed to the two Government receiving sites identified in Table II of this document; the Contractor shall ship equipment to the appropriate destination. The Contractor shall be responsible for all shipping and shipping related costs; to include any labor and weight handling equipment.

6.1.1 Deliveries are accepted 0800 to 1500, Monday through Friday, except on Federal holidays.
6.1.2 Prior to shipment, the Contractor shall inform the appropriate Receiving Officer of the date of shipment, estimate date of receipt, and destination of delivery.
6.1.3 Any equipment delivered that fails to meet the minimum
standards established by the contract as a receivable item, or any requirement set forth in this specification, shall not be accepted by the Government. Any resulting expenses shall be solely the Contractor’s responsibility.
