About this file
This is a Limited Source Justification (LSJ) document for a Simplified Acquisition Threshold procurement, revised September 30, 2020.
The acquisition seeks off-gas testing and chemical analysis services for government-furnished valves (Qty 1) to ensure they do not emit toxic Volatile Organic Compounds (VOCs) in sealed atmospheric environments. Testing must be performed in compliance with NAVSEA 9510-AB-ATM-010 and NAVSEA SS8800-AG-MAN-010/P-9290A as specified in the Statement of Work. The justification for limited source procurement is based on "Other Reasons"—specifically, the requirement that the contractor must be an acceptable gas laboratory for Deep Submergence Systems listed in the Special Emphasis Program Gram (SEPGRAM) No. 1 Revision (-) 9077 Ser 07Q/0129 of June 20, 2024. Only laboratories listed in this SEPGRAM have been deemed acceptable to perform non-metallic off-gas tests and analyze non-metallic gas samples in accordance with NAVSEA SS800-AG-MAN-010/P-9292 Rev. B CH-1 appendix F.7. The justification document notes that the Shipyard cannot perform this testing as it lacks the authority to do so.
The document was technically certified by Jason Stutting on July 1, 2026, and approved by Contracting Officer Anthony Barker on August 11, 2026. This limited source acquisition applies only to purchases not exceeding the Simplified Acquisition Threshold and requires justification documentation to comply with FAR 13.106-3(b)(3)(i) requirements for acquisitions using FAR Subpart 13.5 procedures.
