About this file

This is a Questions and Answers document for federal contract N3904026Q5451 regarding an Automatic Transfer Switch (ATS) procurement.

A supplier requested technical clarification and contract drawings to accurately quote the custom ATS equipment. The supplier indicated that a one-line diagram or job drawings were necessary to properly design and price the gear. The contracting officer responded that the requested drawings are contract drawings from Navfac/Cobly Co Engineering and require security department approval before release. As an alternative, the contracting officer indicated willingness to address specific technical questions regarding upstream components, including transformer specifications, overcurrent devices, and feeder size, which can be answered more expeditiously than the full drawing release. The document concludes with an invitation for vendors to submit any additional specific questions regarding procurement requirements.

N3904026Q5451 Automatic Transfer Switch Q&A

Question: “ the supplier has a few technical questions that require clarification in order to proceed accurately with your requirement.

I would need drawings from the job or a one-line diagram to reference for this ATS.

This allows us to accurately quote the gear out since this is a custom piece of equipment.”

Answer: “ The drawings being requested would be contract drawings from Navfac/Cobly Co Engineering and I need to check with someone from the security department to make sure I can release that drawing. If the vendor has specific questions regarding upstream components (transformer/overcurrent devices/feeder size) I may be able to answer those questions faster. “

Please let me know if you have any specifics questions regarding the requirements of this procurement.
