About this file
This document is a Request for Quote (RFQ) for fastener manufacturing from Portsmouth Naval Shipyard. Vendors must submit quotes via email to Lauren LeDuc at lauren.w.leduc.civ@us.navy.mil and must be registered in the System for Award Management (SAM) database for consideration.
Vendors must possess the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and demonstrate technical capability through either a Basic Ordering Agreement satisfying MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C, or by providing applicable Non-Destructive Testing and/or Coating procedures and evidence of quality compliance. Evaluation criteria follow a Lowest Price Technically Acceptable (LPTA) standard based on: (1) Technical Capability, (2) Price, (3) Past Performance, and (4) Delivery Schedule. Vendors must provide pricing for all line items; incomplete pricing results in quote rejection. Past performance information should include at least three relevant projects or contracts performed within the preceding five years, evaluated through Federal, State, and local databases including CPARS, PDREP, and SPRS. Vendors with no past performance records will receive an "Acceptable" rating, while those rated "Unacceptable" are disqualified from further competition. The delivery schedule must match the government's requested production timeline.
