Vendors must possess the 2021 Portsmouth Naval Shipyard C.R. Gilbert/E.F. Dickson Fastener Program Manual and either hold a Basic Ordering Agreement meeting specific quality requirements or provide non-destructive testing procedures and compliance evidence. Evaluation criteria include Technical Capability (possessing the program manual and meeting quality standards), Delivery Schedule, Price, and Past Performance.
Submission requirements include: registering in the System for Award Management (SAM), emailing a quote to Lauren LeDuc, providing lowest pricing terms, and including at least three relevant past performance projects from the last five years. The government will evaluate vendor responsibility using sources like CPARS, PDREP, and SPRS. Vendors with no past performance will be rated "Acceptable," while those receiving an "Unacceptable" rating will be eliminated from consideration. The solicitation aims to award a delivery order to the vendor offering the best value to the government.
