About this file

This document is a Request for Quote (RFQ) from the Portsmouth Naval Shipyard for fastener manufacturing. Vendors must be registered in the System for Award Management (SAM) and possess the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual. Technical capability requirements include either holding a Basic Ordering Agreement with specific quality certifications or providing non-destructive testing procedures and compliance evidence. Quotes will be evaluated using a Lowest Price Technically Acceptable (LPTA) method, considering technical capability, price, and past performance. Vendors must submit at least three relevant past performance projects from the last five years, and will be rated as either "Acceptable" or "Unacceptable" based on their ability to meet technical requirements and performance history. Quotes should be emailed to Lauren LeDuc and must include pricing for all line items, with failure to do so resulting in quote rejection.
