About this file

This is a Questions and Answers document for Solicitation N3904026Q3078 addressing clarifications on sanitary tank cleaning and preparation work.

There is no incumbent contractor currently performing these services. No post-award submittals are required beyond the Quality Management System (CDRL A001) and Bacteriological Test Results (CDRL A002) explicitly outlined in the Statement of Work. Regarding surface preparation standards, the loose and flaking epoxy paint on Tank #2 (estimated at 100 to 400 square feet) that is already coming off the substrate may be removed using hand tools while chasing grease underneath; contractors are not authorized to remove adhered paint. For Government-furnished utilities, the document does not provide the flow rate (GPM) or pressure (PSI) specifications for the fresh water connection used for pressure washing and filling the 2,350-gallon tank. The one-hour waste holding time limit specified in SOW Paragraph 2.8.7 applies to waste products and wastewater stored on board the ship outside a Sanitary Tank; the document does not explicitly clarify whether this restriction applies to contractor vacuum/pump trucks actively extracting and temporarily holding waste before departing the base. Regarding tank access, only Sanitary Tank #2 is authorized for work per the Approved Work Plan, and the Government will address all interferences to access at the tank's manhole prior to contractor entry.

QuesƟons and Answers

SolicitaƟon: N3904026Q3078

1. Incumbent InformaƟon: Can the Government confirm if there is an incumbent contractor currently performing these services? If so, could you please provide the incumbent's name, the Purchase Order/Contract number, and the total contract value?

No.

2. Post-Award SubmiƩals: Are there any post-award submiƩals that we should be aware of beyond the deliverables explicitly outlined in the SOW (such as the Quality Management System under CDRL A001 and Bacteriological Test Results under CDRL A002)? If so, could you please provide the relevant informaƟon and requirements? No.

3. Surface PreparaƟon Standards: SOW Paragraph 2.3.3 requires all tanks to be cleaned to Society for ProtecƟve CoaƟngs Surface PreparaƟon Standard No. 1 (SSPC-SP 1), which governs solvent cleaning for oil and grease removal. However, SOW Paragraph 2.3.3.2 states that for Tank #2, 100 to 400 square feet of loose and flaking epoxy paint requires removal to the steel substrate using only hand tools. Because SSPC-SP 1 does not govern paint removal, can the Government clarify if SSPC-SP 2 (Hand Tool Cleaning) or SSPC-SP WJ-4 (Light Waterjet Cleaning) is the intended standard for the paint removal porƟon of this requirement? The loose flaking paint is already coming off and is not being removed accept to be liŌed of the substrate, It refers to already loose falling off paint. So really what it’s saying is that in the process of removing grease there will be loose and flaking paint with grease underneath. They are only authorized to chase the grease with hand tools. At no point are they to take paint that is adhered. The 100 to 400 feet is an esƟmate based on history. Let me know if that helps or if you need more fidelity to the explanaƟon.

4. Government-Furnished UƟliƟes: SOW Paragraphs 1.2.2 and 2.4.2.4 state that the Government will provide fresh water, which will be used for pressure washing and filling the 2,350-gallon tank to full capacity for the saniƟzaƟon hold period. To ensure accurate schedule and labor esƟmates, what is the approximate flow rate (GPM) and pressure (PSI) of the Government-provided fresh water connecƟon?

5. Waste Holding Time Limit: SOW Paragraph 2.8.7 states that waste products and wastewater shall not be stored on board the ship, outside a Sanitary Tank, for more than one (1) hour. Does this 1-hour restricƟon apply to the Contractor's vacuum/pump trucks acƟvely extracƟng waste and temporarily holding it before deparƟng the base, or does it only apply to intermediate staging containers leŌ on the pier or ship?

6. Tank Access and Interferences: SOW Paragraph 2.2.3 details procedures for the Government to disconnect flexible piping (PL-38 and PL-58) at the top of Sanitary Tank #1 prior to cleaning. Are there any similar piping connecƟons, interferences, or obstrucƟons inside or directly above the access manhole for Sanitary Tank #2 (Base CLIN 0001) that the Government will need to disconnect or remove prior to Contractor entry?

Only San 2 is authorized to be worked per the AWP. Interferences to access San 2 will be taken care of.
