About this file
This is a Statement of Work (SOW) for the rental of Material Handling Equipment (MHE) to support equipment and material movement operations at Portsmouth Naval Shipyard (PNSY).
The Government requires one 10,000-pound capacity telehandler that must meet specific operational and safety requirements. The equipment must achieve a minimum capacity of 6,000 pounds at 50-feet elevation with 30-feet forward reach on outriggers, and 4,000 pounds at 50-feet elevation with 40-feet forward reach on outriggers. Additional specifications include: maximum stowed length of 25 feet, maximum width of 8 feet with outriggers deployed, 48-inch minimum fork length (60-inch preferred), internal combustion power, equipment no older than 5 years, solid pneumatic or foam-filled tires, enclosed cab with heating and cooling capability, side-shift carriage, hydraulic fork positioners, crane lifting attachment points, front and rear working lights, audible backup alarm, and manufacturer's capacity load chart. The equipment must arrive fully fueled, assembled, and functionally tested. Bidders must complete a compliance checklist (Table 2) indicating yes or no for each specification and submit technical specifications including dimensions and capacity charts.
The Contractor is responsible for unlimited usage hours during the contract period, repair and replacement of defective units within 24 hours of notification (or replacement within 48 hours if repair is not feasible), preventative maintenance coordination, spill containment and cleanup, and hazardous material disposal. The Government will conduct daily fluid level checks but the Contractor must ensure fluids are maintained and investigate whether fluid loss indicates mechanical problems. Delivery must occur ground-level without requiring a loading dock. Receipt inspection will be performed by a shipyard-licensed MHE operator using a PNSY-provided inspection sheet, and the rental period does not begin until Government acceptance. All contractor personnel must be U.S. citizens with appropriate identification to access the shipyard and comply with OSHA safety standards, personal protective equipment requirements, and lockout/tagout procedures per 29 CFR 1910.178 and relevant OSHECM guidelines.
