About this file
This document is a Quality Assurance Surveillance Plan (QASP) for a sanitary tank cleaning contract at Portsmouth Naval Shipyard. The contract involves cleaning and sanitizing sanitary tanks aboard a US Submarine while in dry dock, with a performance period from March 3, 2026 to June 2, 2026. The QASP outlines detailed performance objectives, surveillance methods, and specific acceptance criteria for the contractor, including strict requirements for personal electronic device prohibitions, tank cleaning standards, disinfection processes, bacteriological testing, and waste disposal.
The plan includes rigorous performance standards with associated risk levels, ranging from low to high, and potential consequences for non-compliance such as corrective action reports, negative contractor performance assessments, work stoppages, financial penalties, and potential contract termination. Key performance requirements include maintaining zero tolerance for personal electronic devices, achieving specific cleanliness standards (SSPC-SP 1), conducting proper disinfection with precise chemical quantities, ensuring bacteriological test results meet EPA standards, and maintaining strict safety protocols including marine chemist certification, proper ventilation, and personal protective equipment usage.
