About this file
This Statement of Work (SOW) details requirements for temporary chemical toilet units at Portsmouth Naval Shipyard. The specification requires portable chemical toilets to be equipped with one toilet, one urinal, toilet paper dispenser, and hand sanitizer dispenser. Each unit must have lifting eyes for drydock placement and a unique identification number. The vendor must service the units twice weekly, which includes sanitizing, cleaning, deodorizing, restocking supplies, draining waste, and disposing of waste at approved facilities.
Key responsibilities include the vendor obtaining necessary emissions permits, maintaining unit cleanliness to the Contracting Officer's Representative (COR) standards, and providing documentation of service visits. Security requirements mandate that vendor personnel be US citizens with appropriate identification. The government will provide access to the units and can provide forklift services for equipment placement. Final acceptance requires inspection by Shipyard personnel, and invoices must be supported by signed service records documenting maintenance dates, times, and service descriptions. The specification is marked as Revision A and is specifically numbered 2017-22 Chem Toilets.
