About this file

This Statement of Work (SOW) details carrier service requirements for transporting ship's equipment and components between Portsmouth Naval Shipyard (PNSY) in Kittery, ME and Naval Submarine Base New London (SUBASE NLON) in New London, CT. The contractor must provide a fully enclosed vehicle capable of holding six 4' x 4' x 6' pallets with a total net weight capacity of 12,000 lbs, including pallet jack and liftgate services. Specific delivery and pickup requirements include daily operations Monday through Saturday, with precise timing: pickups at PNSY Building 153 immediately after 0630 deliveries, deliveries to SUBASE NLON pier 12 lower base by 1200, and return pickups from SUBASE NLON by 1500.

The contractor is responsible for vehicle maintenance, load securing using straps or chains, and meeting security requirements at both naval installations. No hazardous, sensitive, or classified materials will be transported. The contract includes specific instructions for Saturday operations, with return loads to be delivered by 0630 the following Monday. The Statement of Work emphasizes the contractor's need to maintain good working order of the truck and ensure continuous access to both PNSY and SUBASE NLON facilities throughout the service period.
