Submission Instructions The Government will award a contract resulting from this solicitation to the responsible Vendor whose submission conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Submit your company’s quote in writing via email. Contact Contract Specialist Tom Fuller at (207) 690- 1655, or thomas.g.fuller17.civ@us.navy.mil by September 16th, 2024 at 9 AM EST. The Government may also chose to accept late quotes if it determines it is in the best interest to do so. The Government reserves the right to award on initial quotes. The Government is not obligated to seek completion or clarification of technical and/or past performance information.

Terms and content of your quote. Your quote must be based on the terms of this Combined Synopsis/Solicitation. Any quote that is not based on these terms in their entirety may be rejected. Your quote should contain all of the information described below.

The quote package should address the following areas and the three evaluation factors that their proposal will be evaluated against:

Factor 1: TECHNICAL ABILITY Vendors must request access to the following controlled Maintenance Indexes prior to submitting a quote:

1. 5833-34A

2. 5833-060

3. 5833-355

4. 5833-417

The Government will assume that any vendor that submits a quote without requesting access to the Maintenance Indexes has not appropriately familiarized themselves with the technical aspects of the requirement and is submitting a technically unacceptable quote. These indexes are available to all DoD Contractors with an active CAGE Code and can be requested via email from thomas.g.fuller17.civ@us.navy.mil and charles.e.chase23.civ@us.navy.mil.

Vendors are also directed to submit as much information as may be required to demonstrate their technical ability to perform. Such information may include:

Technical Capability Statements or Narratives Information that speaks to their Workforce’s Technical Aptitude and availability to mobilize to adhere to maintenance schedules as requested by PNSY Any current industry standard qualifications and certifications to perform maintenance and repairs in the SOW

In order to facilitate the Government’s evaluation of this factor, the Vendor must provide sufficient detail and articulation of their capabilities so that the Government can reasonably determine that the Vendor possesses the ability to successfully perform the contract.

Factor 2: PAST PERFORMANCE Vendors should include in their Past performance submission:

Past Performance Information Form (attached to this solicitation) Past Performance Report Form (attached to this solicitation) Other Recent (within the past 5 years) historical sources or references that speak to the vendor’s past work performance

Factor 3: PRICE

Please provide your company’s best pricing terms on each applicable line item. Vendors must utilize the RFQ form above and/or the Extended SOW, attached to this solicitation.

The completion and submission of the above items will constitute a quote and will be considered the vendor’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. An objection to any of the terms and conditions of the solicitation will constitute a deficiency which will make the quote unacceptable.

Evaluation Procedures The following factors shall be used to evaluate quotes:

The quotation shall consist of: (1) Technical Ability, (2) Past Performance, and (3) Price Information.

*Note: Vendors receiving a rating of “Unacceptable” for the non-price factor will not be considered for an award and will not be further evaluated.

Quotations will be evaluated as follows:

1. Technical Ability Submission

2. Past Performance

3. Price

(1) TECHNICAL ABILITY

The Government will evaluate whether the Vendor has demonstrated an understanding of and the capability to perform this requirement in a manner that conforms to the contract as determined by the Portsmouth Naval Shipyard C740 Master Diver/TPOC. The Technical Capability factor will be rated at the Factor level. The Government’s evaluation of the elements, individually or collectively, will affect whether a quotation is rated Acceptable or Unacceptable.

Technical Evaluation Ratings Rating Description

Acceptable

Based on adequate information provided in technical narratives, and/or certifications, the Government has distributed the required technical data for review and determined the Vendor is Technically Capable of performing repairs and maintenance set forth in Section 4.0 of the Statement of Work.

Not Acceptable

Based on the technical narrative, and/or certifications (or lack thereof), the Government has determined the Vendor is not Technically Capable of executing repairs and maintenance set forth in Section 4.0 of the Statement of Work.

The vendor has submitted a quote without requesting access to and reviewing required technical data

If the technical submittal is determined “Unacceptable”, it will render the entire quote technically unacceptable. Technical submissions that do not meet the minimum requirements will be rated as “Unacceptable”, and will no longer be considered for further competition or award.

(2) PAST PERFORMANCE

The Government will evaluate Past Performance information provided on the Past Performance Information Form and the Past Performance Report Form to assess how well the Vendor and any proposed subcontractors, teaming/joint venture partners or affiliates (hereafter, subcontractor) performed on prior contracts / projects and to assess the likelihood of successful performance of this solicitation’s requirements. The Government will only evaluate Past Performance information that is recent and relevant and will focus on how well the contractor performed on the referenced contracts in the following areas:

Quality of Product of Service: The degree to which the services provided meet the requirements of the contract and the degree to which they were similar to this solicitation.

Delivery/Completion Schedule: The extent to which the vendor satisfied customer requirements for contract completion in accordance with the agreed upon schedule.

The Government will use the following definitions to guide its evaluation:

Recent is any contract or project that has been performed within five (5) years, measured from the date this solicitation was issued. Information that fails to meet this condition will not be evaluated.

Relevant is defined as any contractor or project that is similar in scope and complexity to this effort.

Scope: Measures the similarity between the Past Performance information and requirements or tasks to be performed in the solicited effort.

Complexity: Measures the similarity of technical and managerial intricacy and required coordination and disciplines between the Past Performance information and the solicited effort.

The Government may consider past performance information obtained from sources other than those identified by the vendor, including Federal, State and local Government agencies, better business bureaus, published media and electronic databases including, but not limited to, Contractor Performance Assessment Reporting System (CPARS), the Product Data Reporting and Evaluation Program (PDREP), and the Supplier Performance Risk System (SPRS). The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews and existing data sources. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.

This information will be used for the evaluation of past performance.

The Government will use the following ratings and definitions to evaluate the Past Performance factor.

Past Performance Relevancy Ratings

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Unknown Relevance (Neutral)

No recent/relevant performance record is available or the Vendor’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

For past performance submissions determined to be relevant or somewhat relevant, the Government will then evaluate the quality of those submissions by reviewing all available, current information on the contractor’s performance.

The consideration of each Vendor’s Past Performance references in terms of scope and magnitude will result in the assessed overall relevance of that Vendor’s individual past performance reference.

Quotations lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quotation of a Vendor with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government. In this instance, the Vendor will receive a rating of "Neutral" in the past performance factor.

Confidence Assessment:

The Past Performance Confidence Assessment is an evaluation of the likelihood (or Government’s confidence) that the Vendor will successfully perform the solicitation’s requirements.

Past Performance Confidence Assessments

Satisfactory Confidence

Based on the Vendor’s recent/relevant performance record, the Government has a reasonable expectation that the Vendor will successfully perform the required effort.

No Confidence Based on the Vendor’s recent/relevant performance record, the Government has no expectation that the Vendor will be able to successfully perform the required effort.

Unknown Confidence (Neutral)

No recent/relevant performance record is available or the Vendor’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

This evaluation is based upon all of the gathered past performance information.

*NOTE: In the case of a Vendor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Vendor may not be evaluated favorably on past performance (see FAR 15.305(a)(2)(iv)).

(3) PRICE

The vendor shall submit one (1) copy of the completed Request for Quote form and a completed Extended Statement of Work. The prices quoted shall be in accordance with the solicitation, and will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3. Priced Quotes shall be held firm for ninety (90) days.

Vendors shall include pricing for all line items listed. Failure to do so may be cause for rejection of the quote for all line items.

Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.

Availability of Government Documents. The controlled or technical documents as part of this solicitation may be made available upon request. Requests for additional or controlled information should be directed to Tom Fuller at thomas.g.fuller17.civ@us.navy.mil or (207) 690-1655.

System for Award Management (SAM). Unless exempted by the Contracting Officer, Vendors must be registered in SAM from the time that they submit a quote through contract award. Go to https://www.acquisition.gov for information on SAM registration and annual confirmation.

The completion of the above will constitute a quote and will be considered the vendor’s unconditional assent to the terms and conditions of this solicitation and any attachments and/or exhibits hereto. An objection to any of the terms and conditions of the solicitation will constitute a deficiency which will make the quote unacceptable.
