About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide rental and maintenance of material handling equipment, including forklifts, for the Portsmouth Naval Shipyard.

The SOW outlines the specific requirements for five different forklift models, including capacity, lift height, and other technical specifications. It also details the general service terms, such as unlimited usage hours, delivery and pickup, and maintenance and repair responsibilities. The contractor is required to provide various attachments and capacity data plates, and ensure the equipment is in compliance with all applicable laws and regulations. The SOW specifies the delivery timeline, inspection process, and access requirements for the shipyard. The related federal contract opportunity is solicitation number N3904024PSE585, which is seeking responses from sources capable of providing the required forklifts in accordance with the SOW.

General Service Terms:

Rentals will include unlimited usage hours within the contracted period of performance.

Delivery and pick-up of the equipment at the address noted above is the responsibility of the contractor.

The contractor shall provide alternate forks specified by the Government, on request, up to one time per machine during the period of performance, at no charge to the Government.

Alternate forks will also be provided with an appropriate updated Capacity Data Plate.

In addition to those attachments listed in the specification tables above, Capacity Data Plates will be provided for attachments specified by the Government, on request, up to one time per machine during the period of performance, at no charge to the Government.

Equipment shall be fully functional and in safe operating condition. It will be in compliance with any and all applicable laws governing internal combustion material handling equipment and its operation in the State and/or jurisdiction where the rental will be used. All units for use in California will have an CARB EIN clearly visible on each machine.

The contractor shall notify the Contracting Officer’s Representative (COR) or Technical Point of Contact a minimum of 48 hours prior to delivery of units. Delivery will occur on or before the required start date noted in the period of performance. Initial delivery will take place during normal first shift hours. The vendor should account for potential delays at the pass-office and security when planning the delivery. For the purposes of this contract, normal first shift hours will be considered week-days that are not federal holidays, between the hours of 07:00am and 02:00pm.

An inspection of each forklift shall be performed by a shipyard licensed operator using a PNSY provided MHE Inspection Sheet on delivery. Any machines not meeting the requirements of this statement of work, or having defects or damage that negatively affect the operation of the machine will be refused.

If there are deminimis defects or damage found that are determined to be superficial in nature and that do not affect the operation of the machine, they will be noted on the inspection form.

The Vendor’s representative will sign the PNSY inspection form or attest in writing that the damage was pre-existing and does not affect the operation of the machine. This will be completed before the unit is accepted by the Government.

The rental period does not begin until the government has accepted the forklift.
