About this file

This document provides responses to questions from industry regarding solicitation number N3904021Q0098 from the Naval Sea Systems Command for motor/generator refurbishment services. The solicitation seeks firm fixed price proposals to refurbish motors and generators on a stiff leg derrick at the Portsmouth Naval Shipyard in Kittery, Maine, including rewinding AC motors, refurbishing DC motors, and performing tests such as megger, eddy current, and voltage drop tests. Questions from industry cover issues such as dimensional drawings, conduit disconnect workscope, motor testing procedures, and inclusion of additional tests in the workscope. The period of performance is from August 9, 2021 to October 15, 2021. A mandatory site visit is scheduled for March 18, 2021 and requests to visit must be submitted by March 11, 2021. This is a total small business set aside solicitation with an anticipated award date in August 2021.

N3904021Q0098 Amendment 0001: Responses to Questions from Industry

Questions Received: March 19, 2021 Posted: March 24, 2021

1. Are there any dimensional drawings of the skid? And drawings of the Building, primarily the exit?

GenSet Skid is 26.5’ long x 5’ Wide x 9.5’ tall at the highest point. Garage Door is 10’ tall x 8’ wide with a .5’ lip.

The contractor is solely responsible to verify by field measurement the provided measurements.

2. Conduit disconnect- will that be performed by awarded contractor? Or is that performed by

PNSY?

This will be performed by the contractor.

3. The AC Motor Overhaul/Refurbishment workscope requires a megger test of the AC Induction motor rotors. Induction Rotors do not get megger tested as there is no insulation between the bars and laminations. It is more appropriate to conduct a single phase broken rotor bar at 25% rated voltage to check for broken bars on the 1000HP motor and perform growl tests for the two small AC Motors.

This is acceptable.

4. An as found and post megger test of the coupling insulation should be performed.

If the contractor would like to perform this for evidence of no damage to the insulating material of the coupling after re-install this is acceptable.

5. As the specification requires inspection for Eddy Currents it is recommended that the AC 1000HP motor have grounding brushes added Perform the test to the best of your ability without adding ground brushes.

6. As the specification requires inspection for Eddy Currents it is recommended that the DC motors have grounding brushes added.

Perform the test to the best of your ability without adding ground brushes.

7. The AC overhaul scope is out of sequence if it is the intent of the Customer to have the AC

Motors Rewound. The core loss should also be mandatory prior to burnout and stripping and after to verify core is acceptable for rewind.

The scope isn’t necessarily in a required sequence (besides incoming steps). Perform the required work in order of your choosing as long as the deliverables are met.

8. DC Motor Refurbishment does not call out voltage drop tests for fields.

This would fall under verify electrical performance. If this is a test normally performed on a newly rewound DC generator/Motor we would like it included in the report.

9. DC Motor Refurbishment does not call out commutator bar to bar or growl testing.

This would fall under verify electrical performance. If this is a test normally performed on a newly rewound DC generator/Motor we would like it included in the report.

10. Recommend replacing Brush Springs as well as Brushes on all DC Motors

If the brush spring tension is not met they will need to be replaced.
