PERFORMANCE WORK STATEMENT
1. SCOPE
1.1. Contracted lodging to support project to be completed at Submarine Base New London, Groton, CT.
2. REFERENCES

3. REQUIREMENTS
3.1. PNS Employee Occupant(s) shall not be required to change unit(s) during the course of their stay unless a physical problem with the occupied unit(s) arises with the property that requires the unit(s) to be vacant so it may be repaired.
3.2. All properties shall have safe and secure premises, with unit access limited only to authorized key holders.
3.3. Properties shall be geographically located within twenty-five (25) miles of Subbase New London (NLON), Groton, CT.
3.4. General Room Specifications
3.4.1. Minimum living area size is four hundred (400) square feet
3.4.1.1. Living area that shall be included in the minimum square footage specified under Item
3.4.1 is defined as all living area other than balconies, and closets.
3.4.1.2. Living area shall include a separate bedroom with a door and/or loft for privacy.
3.4.2. Notification to the occupant shall be made a minimum of twenty-four (24) hours prior to building maintenance entering the unit.
3.4.2.1. Vendor shall respond within twenty-four (24) hours to address any issues and forty-eight (48) hours to fix any issues.
3.4.2.2. Property shall provide a twenty-four (24) hour emergency contact number for after-hours issues.
3.4.2.3. Properties must be well maintained and in sanitary condition.
3.4.3. Units must be in a sanitary condition.
3.4.3.1. Free of odors
3.4.3.2. Free of dirt, debris, mold, and/or mildew
3.4.3.3. Free of pests (including but not limited to rodent(s), insect(s), bird(s), or evidence of rodent(s), insect(s), bird(s), or pest waste
3.4.4. All walls, floors, countertops and ceilings shall be damage-free (minor cracks and scratches are acceptable), small holes greater than 1” shall be repaired. Peeling and/or cracked floors shall be addressed on a case-by-case basis.
3.4.5. All units shall be capable of being independently heated and cooled.
3.4.5.1. Heating and Air Conditioning: Heat and A/C shall be available throughout the entire living area. If HVAC is not provided throughout, Air Conditioning Units (A/C) (8000 BTU minimum each) shall be made available within forty-eight (48) hours upon request by the occupant and shall cover the living area and any living space separated by a door. All A/C units shall be properly installed in accordance with manufacturer's installation instructions.
3.4.6. All units shall have a closet, with minimum of sixteen (16) hangers.
3.4.7. Properties shall not be exposed to excessive noise (such as air traffic, highways, hospitals, police/fire stations, schools, and/or industrial/construction sites).
3.4.7.1. Units shall not be located in close proximity of industrial/construction sites, or other areas producing excessive noise levels that could cause disruption in sleep.
3.4.8. Units shall meet all state & county codes, having properly installed electrical outlets in proper working condition to include proper spacing.
3.4.9. Entry door shall be gap-free, and shall be equipped with a properly-installed dead bolt which shall be fastened securely to the wall/door frame.
3.4.10. All windows shall be equipped with security locks in proper working condition.
3.4.11. A current fire inspection certificate shall be posted in accordance with PL-101-391 (or latest revision).
3.4.11.1. Properties shall be equipped with hard-wired, single-station smoke detectors in each room in accordance with National Fire Protection Association (NFPA) Standard 74.
3.4.11.2. Properties shall be equipped with an automatic sprinkler system installed in accordance with NFPA Standard 13 or 13-R, except that properties that are three stories or lower are exempt from this requirement.
3.4.12. Unit upgrades shall only be available on a temporary basis, in the event of overbooking.
3.4.13. Check-in time shall be available no later than 11:00 a.m., EST.
3.4.13.1. Twenty-four (24) hour check-in shall be available if requested by the government a minimum of one (1) day in advance.
3.4.14. Unit occupancy shall not exceed more than one (1) PNS employee per unit.
3.5. Minimum Furniture Requirements:
3.5.1. One (1) lounge chair
3.5.2. One (1) sofa / couch
3.5.3. One (1) dining table with four (4) dining chairs
3.5.4. One (1) coffee table
3.5.5. One (1) entertainment center or wall mount for TV
3.5.6. One (1) overhead light and/or Two (2) lamps per room
3.5.7. Two (2) end tables
3.6. Minimum Bedroom Requirements:
3.6.1. One (1) Queen sized bed (60” x 80”), to include headboard and mattress set
3.6.1.1. Two (2) standard-size pillows with two (2) standard-size pillow cases
3.6.1.2. Two (2) complete sets of queen size sheets
3.6.1.3. Two (2) blankets
3.6.1.4. One (1) bed comforter
3.6.2. One (1) full dressers
3.6.2.1. Full dresser size shall be defined as: 60” w x 20” d x 48”h
3.6.3. One (1) alarm clock radio
3.6.4. Two (2) night stands
3.6.5. One (1) overhead light and/or Two (2) lamps per room
3.7. Minimum Bathroom Requirements:
3.7.1. All units shall have at least one (1) private bathroom.
3.7.1.1. One (1) shower equipped with one (1) anti-slip floor mat
3.7.1.1.1. Shower shall be equipped with door(s) or shower curtain w/ liner.
3.7.1.2. One (1) sink (free of hazards, and in proper working condition)
3.7.1.3. One (1) toilet (in proper working condition)
3.7.1.4. One (1) overhead exhaust fan (in proper working condition)
3.7.1.5. One (1) mirror or vanity with lights
3.7.1.6. One (1) shelf, or counter space, for toiletries
3.7.1.7. A minimum of one (1) properly installed electrical outlet in sink area (in proper working condition).
3.7.1.8. One (1) brand new toilet plunger, unless prohibited for sanitary reasons, or by state and local law
3.7.1.9. One (1) 7 gal min. waste basket
3.7.1.10. Towels to be provided:

3.9.1.3. Free mid-level/2nd cable/satellite service (as defined by the local cable/satellite service provider)
3.9.1.4. Television shall be securely mounted to a wall, or displayed safely and securely upon a TV stand.
3.9.2. One (1) iron and one (1) ironing board
3.9.3. Either one (1) full sized clothes washing machine and one (1) full sized dryer in unit, or on-site washers and dryers with access limited only to authorized key holders.
3.10. Minimum Housekeeping / Cleaning Services
3.10.1. Properties shall be responsible for ensuring that all units are cleaned and well maintained.
Minimum services shall include:
3.10.1.1. One (1) time weekly housekeeping services
3.10.1.1.1. One (1) time weekly dusting of furniture and horizontal surfaces
3.10.1.1.2. One (1) time weekly mopping and/or vacuuming of floor surfaces
3.10.1.1.3. Shampooing of carpeted floors to include both prior to arrival and upon each change of occupancy.
3.10.1.1.4. One (1) time weekly Bathroom cleaning:
3.10.1.1.4.1. Shower (entire bathtub and surround)
3.10.1.1.4.2. Toilet
3.10.1.1.4.3. Bathroom sink
3.10.1.1.4.4. Bathroom vanity/shelves/countertops
3.10.1.1.5. One (1) time weekly kitchen cleaning:

3.10.2.4. One (1) dust pan and brush
3.10.2.5. Trash bags (minimum 25 small and 25 large to fit the specified trash cans)
3.10.3. Upon check-in, the following shall be provided:
3.10.3.1. Two (2) rolls of toilet paper
3.10.3.2. Two (2) rolls of paper towels
3.10.3.3. One (1) hand soap (8 oz. min.) in the bathroom
3.10.3.4. One (1) dish soap (15 oz. min.)
3.10.3.5. Two (2) sets of keys
3.11. Minimum Amenities
3.11.1. Properties shall have free, safe and secure, adequately lit on-site parking in sufficient quantities to accommodate the occupant and adequate overflow parking.
3.11.2. Properties shall have free high speed (50 mbps or greater) internet access
3.11.2.1. Properties shall have plug-in capabilities and provide Wi-Fi access.
3.11.2.1.1. Wi-Fi access shall be password encrypted to ensure private connection(s).
3.11.3. Properties shall be located with-in a four (4) mile radius of a grocery store and a full service restaurant.
3.11.4. Properties shall have daily mail service.
3.11.5. Properties shall have twenty-four (24) hour telephone service with an answering system/service.
3.11.6. PNS occupants shall be afforded access to all property facilities and accommodations provided to commercial guests.
4. NOTES
4.1. All units shall be tax exempt.
4.2. Any offers received must be equal to or less than the full government per diem rate in Groton, CT.
4.3. All properties to be used must be approved via a site inspection by this activity.
4.4. Awards will be made in the best interests of the government.
4.5. Rates for units quoted shall be all inclusive.
4.6. All furniture, fixtures, toilets, faucets, and appliances shall be in a safe, working condition.
4.6.1. Quality of furniture and household goods: Shall be in new, or like-new used condition, with minimal wear and tear. Upholstered and non-upholstered furniture shall be free of mildew and odors, and have minimal to no scratches, dents, chips, holes, or stains.
4.6.2. Quality of fixtures, toilets, faucets, and appliances: Shall be in new, or like-new used condition, shall function properly, and be free of mold, mildew, and odors, and have minimal to no scratches, dents, chips, holes, or stains.

A Pre- proposal question and Answer teleconference will be held with both the contracting department and the Technical Code on Tuesday January 7th 2020 from 12:00 PM EST to 2:30 PM EST. All interested vendors shall contact Contract Specialist no later than Friday January 4th 2020 at 2:30 PM EST to scheduled a timeslot to participate in the Question and Answer teleconferences. All Questions and Answers during any teleconferences will be transcribed and posted to bata.sam.gov as an attachment to the an amended solicitation.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(4) Nongovernment (voluntary) standards must be obtained from the organization responsible for their preparation, publication, or maintenance.
(j) Unique entity identifier. (Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(k) Reserved.
(l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

I. GENERAL
In addition to FAR 52.212-1, “Instructions to Offerors – Commercial Items” and any other instructions contained elsewhere in this solicitation, the following information is provided:
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors. Failure to meet a requirement may result in an offer being ineligible for award.
