STATEMENT (STMT):

1. After the Project finishes the installation of all TLPA piping system(s), the Vendor is encouraged to pick-up all excess elbows and practically all excess hose assemblies as long as the Government can recall a portion of that excess at no additional cost in case of a system's failure. Specifically, if the remainder of hose assemblies of each size is greater than one-hundred feet (100'), then at least one-hundred feet (100') of hose assemblies of each size (i.e. TLPA: 3"Ø) shall remain on-site in case of hose failure and the remainder should be picked up by the Vendor.

2. The Project's Temporary Systems Zone Manager [TSZM] or their Temporary Systems Execution Support Engineer [TSESE] or the Temporary Systems Design Engineer [TSDE], as applicable, shall effectuate (via telephone and/or E-mail) any request to the Vendor for TECHNICAL ASSISTANCE (TECH [≤4HR]–##) and will log the type / duration followed by a copy of the communiqué to the COR and Contracting Office. As corroboration, the Vendor shall do the same. For Service Calls (ITEMS: W#–W#), both Parties shall follow-up via E-mail with their respective rationale as to whether the fault is with the Government or Vendor. The Project's Temporary Systems Zone Manager [TSZM] is responsible for pre-scheduling non-emergent requests for assistance with the Vendor's Service Manager [VSM].

3. Whenever Service Technician(s) are deployed to / on the job-site within the confines of the Controlled Industrial Area (CIA) for whatever the type of assistance requested (ITEMS: W#–W#), at least one Service Technician shall be in possession of a non-camera equipped cellular telephone (e.g. TracFone®) and the number for that phone shall be conveyed to the Project's Temporary Systems Zone Manager [TSZM]. The Service Technician(s) are expected to have immediate access to the tools, pipe fittings, hardware (bolts / nuts / washers), rubber gaskets, Service Manuals, and whatever is necessary to perform the function for which their presence is required.

NOTE: The [TSDE] may make an information request (e.g. Equipment Data Sheets) on any type and/or size of equipment within the Vendor's inventory and that data will be sent to:

B LEASE SPECIFICATION — TLPAC MACHINERY & EQUIPMENT: ALTERNATIVES (Not Applicable)

C LEASE SPECIFICATION — TLPAC MACHINERY & EQUIPMENT: REMARKS (as enumerated)

L1 100% OIL-FREE AIR COMPRESSOR (CPRSR): Although filtration could be included for safety reasons, the compressor design shall be multiple stages (i.e. two stages or more) and incorporate sealing technology to prevent oil from entering the air side of the compressor, such as the compression chamber, such that essentially no oil (a.k.a. 100% Oil-Free) would come into contact with the compressed air (i.e. Oil Content ≤0.003 mg/m3).

The compressor shall not be a "wet-ended" or "oil-flooded" type in which an oil separator and/or oil filtration is the primary method for removal of most of the oil from the air usually after compression. The compressed air discharged from these types of compressors is Not 100% Oil-Free in that there exists some residual oil, albeit minute (typically Class 2 of ≤0.1 mg/m3 if low ambient temperature plus clean filters to Class 3 of ≤1.0 mg/m3 if high ambient temperature and/or saturated filters). Not only is residual oil incompatible for Breathing [B] air, but residual oil is also incompatible to support Vacuum Blast Recovery [V] machines in that even the most minute amount of oil sprayed on newly blasted near white metal has a deleterious effect for the adherence of coatings.

Residual oil is not even compatible for a compressor isolated to support pneumatic Tooling [T] alone in that the same air hoses are used for all three types of air systems and there is no intent to create a special program to differentiate air hoses by the type of LPA system. This specification is for the lease of "100% Oil-Free Air Compressors" and not merely for "100% Oil-Free Air". Thus, the compressor manufacturer (e.g. Atlas-Copco) should receive certification from an independent association (e.g. TÜV: Technischer Überwachungs-Verein) as to its air purity (i.e. ISO 8573-1 Class 0 / www.ClassZero.com). Also, the compressor shall have the following words boldly stenciled on its housing: "100% OIL–FREE AIR CPRSR".

L2 UTILITY: The utility for the compressor motor(s) (i.e. ELECTRIC-driven or DIESEL-driven) as well its rotation speed (i.e. LS: Low Speed or HS: High Speed) shall be as indicated in the column titled: PERFROMANCE CAPACITY. If the compressor is ELECTRIC-driven, the starting and loaded (START-LOAD) amperages shall be provided as part of the Bidder's submittal package. The starting amperage is approximately three times the loaded amperage.

The Vendor is to double check its published values with the manufacturer if that is not the case. Knowing the accurate values in advance is critical for the development of an Electrical Distribution Plan for the Project.

The starting and loaded (START-LOAD) amperages shall be at or less than the values indicated in the column titled:

REMARK / NOTE / COMMENT.

TLPAC SPECIFICATION SHEET 3 OF 7

C LEASE SPECIFICATION — TLPAC MACHINERY & EQUIPMENT: REMARKS (as enumerated)

L3 SYSTEM [COMPONENTS]: Each compressor lease shall be an integrated SYSTEM that includes several machinery components downstream of the compressor. The components of a packaged system shall be mutually compatible to each other. The Contractor is responsible for supplying as well as the labor for installing (no more than six man-hours) the interconnecting air lines & fittings between machinery components downstream of the Low Pressure Air Compressor (LPAC) in the following order: [a] Compressor, [b] w/ built-in Coolers, [c] Air Dryer, and [d] Air Tank (a.k.a. Receiver or Holding Tank) terminating in three inch (3") spud male (M) connector(s).

[a] COMPRESSOR [CPRSR]: Because the compressors will be operating in the immediate proximity of the work environment either on the Pier or worse, inside the floating drydock where there is an inherent echo chamber affect, the noise levels when operating at full speed must not be over 85 dB[A] (threshold for hearing protection) and, preferably, less than 75 dB[A]. Because of limited laydown space whether on the Pier or inside the floating drydock, the compressor length shall be less than twenty feet (<20') and in consideration of forklift capacity, the weight shall be less than ten tons (<10 Tn). The compressors will be exposed to the outdoors with no protective canopy. Hence for NBPL, the compressors shall be capable of operating in an ambient range of +50ºF to +115ºF.

[b] AFTERCOOLER [AFTCLR]: Because of limited available footprint on the pier, a separate (i.e. independent) aftercooler will not be used. Instead, all compressors shall incorporate both an intercooler and an aftercooler such that the Cold Temperature Difference (CTD), (temperature differential between the lower ambient air temperature and the higher compressed air temperature) is no greater than 25ºF during the hot weather season (ambient @ 90ºF). Where further cooling is required, a Refrigerant Air Dryer vice a Desiccant Air Dryer shall be deployed.

[c] AIR DRYER [DRYER]: A separate air dryer is the first machinery component downstream of the compressor.

For an LPAC dedicated to Breathing [ B ] air or other exclusive service, the (air) dryer can be either a refrigerant [PREFERRED] or desiccant [PERMITTED] type. Hence, the LPAC [B-DRY]–M SYSTEM (ID: L01) for the TLPA-B service includes either type of dryer. For LPAC(s) designated to service pneumatic Tool [ T ] air or have Multiple [ M ] uses in which a portion may include Vacuum Blast Recovery [ V ], the dryer shall be a desiccant type. Hence, the LPAC [M-DAD]–N SYSTEM (ID: L02) for the TLPA-M service includes a desiccant dryer. If a flowrate calculation demonstrates sufficient capacity for LPAC(s) exclusively for Vacuum Blast Recovery [ V ] air, the dryer can be a desiccant type. Hence, the LPAC [V-DRY]–L SYSTEM (ID: L03 & L04 & L05) for the TLPA-V service most likely includes a desiccant dryer. Because of limited three phase electrical power, Refrigerant Air Dryers (RADs) shall equal, but not exceed more than one-third above the capacity of the delivered LPAC. The RAD shall cool at least fifteen degrees Fahrenheit based on an ambient of ninety degrees Fahrenheit (∆T≥15ºF @ 90ºF). Desiccant Air Dryers (DADs) shall have at least two dew point temperature settings of –40ºF and –100ºF. Desiccant dryer(s) use Low Pressure Air (LPA) from the compressor for its primary power and 120 volt single phase power for its control. The desiccant dryer shall consume no more than 18% of the LPA input volume for purging to a –40ºF setting and no more than 20% LPA input volume for purging to a –100ºF setting. Because pneumatic desiccant dryers operate on LPA, the flowrate rating for the dryer (usually given in CFM) shall be equal to or slightly greater than the rating of the compressor actually delivered and not oversized. Slightly greater for the desiccant dryer is interpreted to be no more than one-quarter above the airflow for the compressor that is actually delivered. Based on the above bandwidth for the air dryer, at least three-quarters of the compressor's rating would be the net airflow at the discharge: 1 – [(1+¼) × 0.20] = 0.75. Because of limited laydown space whether on the Pier or inside the floating drydock, the length for the separate Air Dryer (Desiccant or Refrigerant) shall be no greater than ten feet (L ≤10').

NOTE

Even though a Desiccant Air Dryer (DAD) is far superior to a Refrigerant Air Dryer (RAD) in driving out residual moisture from compressed air, the Compressed Air Outlet (CAO) temperature from a DAD is somewhat warmer.

A DAD needs two utilities, namely a significant proportion of Low Pressure Air (LPA) bleed from its compressor (up to 20%) as well as electrical power, albeit single phase. A Refrigerant Air Dryer requires only electrical power for its utility, albeit three phase. An RAD is preferred whenever the Compressed Air Outlet (CAO) temperature must remain fairly cool (≤100ºF). However, RADs are not as readily available as DADs especially in larger sizes.

Thus, for Temporary Low Pressure Air system dedicated to Breathing [ B ] air services (TLPA–B), the dryer should be a refrigerant type [PREFERRED] where available or a desiccant type [PERMITTED] if not available.

[d] Air Tank (TANK): The air tank size is based on providing about thirty seconds (~30") of reserve air as an accumulator for surges as computed below. For the Breathing [ B ] 400 scfm compressor, the tank capacity shall be approximately 250 gallons. For pneumatic Tooling [ T ] and/or Vacuum Blast Recovery [ V ] air systems' 800 or 1,500 scfm compressors, respectively, the tank capacity shall be approximately 500 or 1,000 gallons, correspondingly. All tanks shall be ASME rated to 150 psig minimum.

250 gal [tk] ÷ 400 std-atm – ft3 / min [cprsr] × 60 sec / min ÷ 7.48 gal / ft3 × 90 psig [brthg min set] ÷ 14.7 psia / std-atm = 30.7 sec 500 gal [tk] ÷ 800 std-atm – ft3 / min [cprsr] × 60 sec / min ÷ 7.48 gal / ft3 × 105 psig [tool min set] ÷ 14.7 psia / std-atm = 35.8 sec

1000 gal [tk] ÷ 1500 std-atm – ft3 / min [cprsr] × 60 sec / min ÷ 7.48 gal / ft3 × 105 psig [tool min set] ÷ 14.7 psia / std-atm = 38.2 sec

TLPAC SPECIFICATION SHEET 4 OF 7

D LEASE SPECIFICATION — TLPAC MACHINERY & EQUIPMENT: NOTES (as ITEMized)

C# LPAC–M/–N/–L SYSTEM : Besides being a "100% Oil-Free Compressor" as defined by REMARK L1, the compressor shall be a two-stage rotary screw air-cooled compression design typical of those manufactured by Ingersoll-Rand to include the Sierra® brand or the H (Higher pressure) series as manufactured by Kobelco or the Oil Free Compressor Electric (OFCE) Drive as manufactured by Aggreko in Scotland, UK or the ZT / PTSE Series as designated by Atlas-Copco. The compressor shall be after-cooled, inter-cooled, and/or oil-cooled so that the outlet temperature (TO) of the pressurized air is no greater than twenty-five degrees Fahrenheit above the ambient temperature (TA) when the ambient is at or below ninety degrees Fahrenheit i.e. Cold Temperature Difference (CTD) does not exceed 25ºF (If TA ≤ 90ºF, then TO ≤ TA + 25ºF; i.e. CTD ≤ 25ºF).

C3 LIFTING & HANDLING (L&H) COMPRESSOR EXCEPTION: Only the Large capacity compressor (LPAC [V-DAD]–L) SYSTEMS with their associated heavy components are to be deployed onto the Pier and not inside the floating Drydock. Therefore, there is a L&H exception in that lifting padeye(s) are not required for overhead crane lift.

However, the machinery and its associated heavy components do require a foundation base with multiple slotted pockets (i.e. box beams) for forklift handling. exception exemption

TANK LIFTING & HANDLING (L&H) AIR TANK EXEMPTION: Air Tanks, being relatively lightweight and compact, are not required to be enclosed in a steel frame. However, the remaining Lifting & Handling requirements pertain in that the unit will be handled by forklift and the 250 gallon (–M) & 500 gallon (–N) tanks could be lifted by crane.

C1 LPAC [B-DRY]–M SYSTEM: Being a more critical system as to its Oil-Free status, the Air Tank shall also TANK be clean and Oil-Free. If an existing Air Tank has not been controlled as clean & Oil-Free status or the

Contractor has doubt as to its status, then the Contractor shall flush with very warm to hot water and thoroughly drain the Medium size Air Tank and then dry with compressed air.

H-3 OIL-FREE HOSE ASSEMBLIES AND THE INTERCONNECTION (HOSE & FITTINGS): All hose assemblies to include the interconnection between compressor components (i.e. hose-wyes-tees-fittings) shall be clean and Oil-Free. If the components has not been controlled as clean & Oil-Free or the Contractor has doubt as to its status, then the Contractor shall flush with very warm to hot water and thoroughly drain then dry the hose and components.

ELEC ELECTRICAL CABLES (NLON & NBPL): Each electrically powered high voltage machine (i.e. 460 VAC) shall include a single length of fifty feet (50') for each phase plus ground of appropriately rated electrical cable. If a machine requires more than a single cable connection per phase (e.g. LPAC–L, FLA ≥400A), then include multiple cables per phase. Electrical power cables shall be single-conductor copper, mineral-insulated 90ºC or better (e.g. Type R90 / RW90 / T90 Nylon). Electrical cables shall have ends that are compatible to the unit's panel-mounted cam-lock connectors. There shall not be a separate fee for electrical cables so furnished. The Shipyard will install and electrically connect the leased equipment to the appropriate power source.

ELEC DEAD FRONT CONTROL PANEL OR EXTERNAL CONTROLLERS: Access to basic machinery controls such as via a Dead Front Control Panel or External Controllers should (i.e. shall for refurbishment or for new design followed by construction) be such that there is no exposure to energized "live" electrical circuits or other components, regardless of voltage to include control wiring, by "a person on the operating side of the equipment". Control access as described above would allow for non-electrically qualified workers, such as Temporary Services [Pipe] personnel, to exercise control over machinery without the need to be accompanied by electrically qualified workers. Even though work on energized equipment less than 30V [OSHE] or 50V [NFPA] presents minimal risk to personnel, general safety practices to include a Job Safety Briefing with the electrical worker's Supervisor must be exercised to protect both sensitive electrical components from damage and personnel from hazards albeit minor. Also, Shipyard electrically qualified technicians would not necessarily have advance knowledge of the true voltage of exposed electrical components, whether it be control wiring or load circuits, unless such signage is posted (rarely the case) or various circuits have undergone a voltage check. Of course, access or a key to such a Dead Front Control Panel (DFCP) or, if not a DFCP, than to a Low Voltage Control Panel (LVCP), must be provided. An example of an access key would be the triangular head bolts recently observed to lock control panel doors to the CLOSED position. For this circumstance, a triangular head tool or key shall be attached via a lanyard near the applicable Control Panel.

TLPAC SPECIFICATION SHEET 5 OF 7

D LEASE SPECIFICATION — TLPAC MACHINERY & EQUIPMENT: NOTES (as ITEMized)

MACH MACHINERY QUALITY CHECKLIST (MQC): A Quality Checklist unique for each type of machine shall be developed by the Vendor; abided by in the performance of an operational check to include the functional testing of each machine prior to its shipment; and completed copies demonstrating execution of the operational check shall both accompany each machine and be electronically sent to the Temporary Systems Design Engineer [TSDE].

MACH LPAC EQUIPMENT (I.E. MACHINERY ONLY) DATA SHEETS (EDS): A requirement for all overhauls regardless of location, but, especially needed for deployed sites, is an Equipment Data Sheet (EDS) for each and every machine type and size. If not included in the EDS for a particular machine type and/or size (LPAC: compressor & air dryer), then additional details to be provided are: for just the Compressor, [1] the Starting Amperage Draw (SAD); for the Compressor & Air Dryer, [2] the Full Load Amperage (FLA); [3] the recommended Circuit Breaker (CB) size; and [4] {i} the MANUFACTURER / TYPE: (Make & Model); {ii} the PERFORMANCE DATA: Design Flow (capacity or rating in scfm) – Operating Pressure (minimum / maximum or range in psig) – Main Drive Motor (nominal shaft power in Hp); {iii} PHYSICAL CHARACTERISTICS: footprint (length × width in feet and/or inches) and gross or shipping or wet weight (lbs); and {iv} NOISE INTENSITY: the noise level at full speed in dB[A]. This information is essential for developing an Electrical Distribution Plan (EDP) at deployed locations (NLON or NBPL) and/or other technical products. The information (EDS plus) may not necessarily be exactly the same as the submissions provided directly to Contracting when acting as a Bidder in order to evaluate whether the proposed machinery would be viable in meeting the requirements of the Technical Specification (TS). Rather, this line ITEM: W6 deliverable to the Temporary Systems Design Engineer [TSDE] is a Contractor requirement after Contract award for the exact, precise, and complete information of the actual machinery just delivered or about to ARRIVE on-site similar to the need for As-Built vice Construction drawings. As shown color coded in TABLE

L3: TLPAC REQUIREMENTS, missing but needed data are the Noise Intensities (Atlas-Copco & Aggreko) and validated Starting Amperage Draws (Atlas-Copco & Aggreko).

ALL VENDOR IDENTIFICATION (ID) OF ITEMIZED AND ANCILLARY (W/ MACHINERY) EQUIPMENT: The Contractor shall tag or permanently mark all of its ancillary and itemized equipment / hardware (for LPAC: e.g. hose assemblies, pipe fittings} tees-wyes-elbows-SPUD, electrical cables, etc.) so as to differentiate from that owned by either the Shipyard or other Vendors. Oftentimes, tagging alone is not sufficient. Suggest etching or painting the ferrous metal on hardware and the end fittings on hose assemblies with unique and distinct color(s) associated to that Vendor. Also, suggest affixing onto all pipe fittings an industrially fabricated sticker with the Vendor's name and/or emblem pre-printed to which an identifying Serial Number can be indicated with a permanent marker.

ALL FUNCTIONALITY OF MACHINERY & EQUIPMENT: The FUNCTIONALITY DOCTRINE states all leased products, whether it be machinery–equipment–ancillary components that accompany the products leased, must fully function as intended.

ALL FIT-UP OF MACHINERY & EQUIPMENT: The FIT-UP DOCTRINE states all leased products, whether it be machinery– equipment–ancillary components that accompany the products leased, must fit-up as intended.

ALL LPAC UTILITY MARKING: Compressed Air Inlet(s) and Outlet(s) (CAIs & CAOs) for the compressors and their accompanying SYSTEM components as well as other utility line(s) must be clearly marked.

ALL LPAC MACHINERY & EQUIPMENT TAGS / LABELS: All machinery to include itemized and/or significant pieces of equipment (LPAC: Compressors, Air Dryers, & Tanks) require tags or labels so as to identify them as follows:

Project Boat Number / Alphanumeric ID: / Alphanumeric ITEM: / Contract Line Item Number (CLIN:)

(e.g. / ID: L01 / ITEM: C1} Compressor or Air Dryer or Tank / CLIN: 0001).

It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to each shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. The Government can provide forklift services for removing machinery from Vendor’s transport during work hours (NBPL: 6A to 3:30P). Documentation [B/L] shall accompany each delivery.

Machines shall be functionally tested to include performance of the Quality Checklist prior to its delivery.

3. LITERATURE: Although the Bidder shall make known any variances to the Technical Specifications, synopsized literature describing the proposed machinery, i.e. Equipment Data Sheet (EDS), shall be submitted with the bid to Contracting for probable review by the Technical Liaison as to whether the proposal conforms to the requirement.

4. PROPOSAL: As a standard format for comparing potential Vendors, the Contractor shall quote the weekly lease rate for each ITEM type and capacity based on a minimum lease duration of twelve (12) consecutive weeks or as scheduled in the RFP, whichever is less, with the option to extend thereafter. The cost of shipping (RT: round-trip), hook-up, start-up, initial operation, and training shall be included as part of the entire lease. Due consideration for transport fees may be accorded by the Contracting Office to the Vendor if the actual rental period is less than the minimum or scheduled lease duration. Daily extensions for each ITEM with its associated ancillary hardware shall be billed at no greater than one-seventh of the stated recurring weekly lease rate. Price comparison is based on the Government's approximation as to the expected lease duration to include anticipated EXTENSIONS.

5. REPAIR: The Contractor shall formally (in writing, E-mail sufficient) inform the: (a) Contracting Officer / Supervisory Contract Specialist / and/or applicable Contract Specialist (PNS Code 410: );

(b) Shipyard Administrator Point-of-Contact i.e. COR, if above $150K off-site (PNS C420: );

(c) Execution POC (Project TSZM▐ NBPL TSZM: ); and/or

(d) Project's POCs (NBPL APS[OUT]▐ APS[NUC]: ); as well as display on each machine the name and telephone number to request repairs. The machinery will be operating around-the-clock under a rigorous off-site deployment performance schedule. Within twelve (12) hours (half-day) of initial notification of the need for repair, the Contractor shall have a knowledgeable and equipped technician on the job-site fully prepared to repair the rental equipment. The defective unit(s) shall be repaired within twenty-four (24) hours (one day) of initial notification or, if the original defective unit(s) cannot be made operational, replaced within forty-eight (48) hours (two days) of initial notification. If the equipment failure is not the fault of the Government, the Contractor shall bear all costs associated with its repair and/or replacement. After three days, the Government will no longer pay for the lease of the defective unit, nor accordingly, shall the Vendor bill until such time as the unit has been repaired / replaced. After one week or more, the Contract may even stipulate a Penalty Clause in which the penalty charge is equal to the Vendor's own lease rate on the Bid.

6. RETURN: The Government will dismantle the equipment and provide a temporary storage location convenient for Contractor pick-up. The Government will notify the Contractor as well as the Contracting Office as to when the rental Item has been released and is available for pick-up. The last day of the rental period shall be the next normal workday after the Contractor has been so notified. The Contractor shall be responsible for shipping. The Government can provide forklift services during work hours for placing the equipment onto the vendor’s transport.

7. SERVICE: Except for daily surveillance checks i.e. liquid levels, the Contractor is responsible for and shall perform all maintenance (e.g. refrigerant charge, oil changes, replace / clean filters, lubrication, coolant refills, liquid top-offs, etc.) for the duration of the lease. Coordinate maintenance w/ Executing POC particularly shut-downs.

8. START-UP: If requested by the Project, the Vendor shall: (i) start and run the equipment to verify its operability;

(ii) confirm that a set of operating instructions was previously delivered; and/or (iii) instruct designated Shipyard personnel on how to properly run the equipment to include its operation, control, daily checks, & service contacts.

For multiple sets of comparable equipment with essentially similar operation, the orientation given to a specific Project on a particular type and/or capacity of machine can be accomplished just once regardless of delivery.

TLPAC SPECIFICATION SHEET 7 OF 7

F LEASE SPECIFICATION — TLPAC MACHINERY: GENERIC REQUIREMENTS

1. CONSTRUCTION: Except as noted for a particular machine type, units shall be a single integrated framed structure manufactured as a complete entity to include all devices, accessories, and fittings necessary to perform the function for which it was designed. Each unit shall be capable of continuous, year-round, outdoor, unmanned operation even at minimal loading while exposed from inclement (NBPL) to extremely harsh (PNSY & NLON) weather (e.g. deep snow, strong & gusty winds, and/or heavy rain) and varied ambient conditions (–14 to +110ºF & 0 to 100% RH). Machines shall meet State and federal requirements for its type such as the National Electrical Code (NEC) for electrical devices / components and the American Society of Mechanical Engineers (ASME) for pressurized vessels / components. For emission producing machinery as required by the State, the Contractor shall obtain permits for the duration of the lease and affix them onto the units. Machines shall be modular in design so as to act as a stand-alone unit; compact so as to fit in the tight confines of a drydock; portable so as to be transported by forklift and then lifted by crane; and ruggedly constructed so as to endure a marine industrial environment. Multiple machines of the same type and capacity shall be of similar design and construction. The FUNCTIONALITY DOCTRINE applies in that all leased ITEMs and their associated accessories must work as intended.

Machines shall either be newly built or completely refurbished and factory tested within twelve (12) years.

2. DOCUMENTATION: Documentation will be located within a water proof case affixed to each machine. Minimally, the documentation shall consist of: (i) Technical Instructions (TIs) such as an Operations & Maintenance Manual, Controls Manual, and/or Electrical Manual with Schematics; (ii) instructions and a diagram on Lifting & Handling the equipment with its padeye(s) Certification; (iii) government Contract Number to include the cover sheet to the rental Contract; (iv) an Equipment Data Sheet (EDS), preferably on a single sheet of paper (can be double-sided), of the quintessential aspects of the rental machine to include a fan curve for machines with built-in air-handlers; (v) simple Operating Instructions, if not in the TIs; (vi) points of contact with telephone numbers for requesting emergency repair regardless of the time or type of day; and (vii) a copy of the Quality Checklist.

3. ELECTRICAL: Electrical components shall conform to a NEMA standard (NEMA 3 or 4) that allows for unsheltered outdoor use of the unit. Unless by exception, each machine shall require only one type/source of electrical power of either 115 VAC +5% / single-phase / 60 hertz or 460 VAC +5% / three-phase / 60 hertz. The type of electrical power required (voltage & amperage) must be clearly indicated on the outside of the equipment, readily detected, and collocated with all other electrical information. If not included in the synopsized EDS, the Vendor shall provide the Project Technical Liaison with the following details: (i) electrical power type (amperage & voltage);

(ii) type of electrical connectors (for 3 Φ, specify whether or not equivalent to Duraline E1016); (iii) breaker type/size or recommended capacity for the electrical source; and (iv) whether the machine is furnished with over-current protection. Three phase powered (i.e. 460V) machines shall have panel-mounted male camlock connectors equivalent to a single Duraline E1016 for each phase if ≤285A (preferred, permits 2/0 cable) or ≤385A (minimum, but restricted to 4/0 cable) or below and equivalent multiple connectors for greater amperages.

4. LIFTING & HANDLING: Unless exempted in advance, machines shall be firmly attached to a single rigid metal (steel if ≥3K#) caged frame (base boxed w/ four vertical corner posts and four horizontal perimeter beams at top) with both multiple slots for forklift handling and, preferably, welded lifting padeye(s), which would result in and permit for safe single point lift operation using an overhead crane without special lifting or handling gear. To minimize a rigging delay or postponement, lifting points other than the preferred welded lifting padeye(s) (e.g. holes drilled thru structural members or bolted padeyes / eyelets) will require an advance design review - consultation -analysis by the Shipyard's Rigging Engineer (Code 713). The design safety factor for each lifting padeye or point shall be at least five (5) times the load based on ultimate strength. For equipment with two (2) or three (3) padeyes / points evenly spaced, the machine’s weight can be considered equally distributed. For equipment with four (4) padeyes / points, the loading shall be as if each lift point would support half of the machine’s weight. The strongest preference is for multiple padeyes to be aligned in the plane of the lift (i.e. padeyes point towards the center) and to be located above the machine’s Center of Gravity (CG). If the lift points are located below the CG, then the machine’s CG shall be accurately indicated as to both its elevation and position. The Contractor shall provide certification that each lift point meets the criteria described above by design (5 to 1 ultimate strength & 3 to 1 minimum yield) or by load test (2 to 1 w/ no yield). Such certification to include the Lifting Schematic along with any other lifting data shall be included with the documentation attached to the machine.

NOTE: The precise weight of each machine to include its caged frame shall be prominently displayed.

5. NOISE: When operating at full speed, noise levels must not be over 105 dB[A] (assumes hearing protection of 20 dB[A]) and preferably, 85 dB[A] or less (threshold for hearing protection) at six feet from the unit or frame unless a quieter noise level is specified. A hearing protection safety placard shall be posted on each machine generating more than 85 dB[A] at the unit's edge or frame. For equating noise ratings of a particular unit, noise intensity (energy) is cut in half, i.e. reduced by 3 dB[A], as the distance is doubled. Hence, a noise rating of 88 dB[A] at 3 feet and conversely, a noise rating of 82 dB[A] at 12 feet is equivalent to a noise intensity of 85 dB[A] at 6 feet.

6. PROHIBITION: For a nuclear shipyard with radiological controls, the colors yellow or magenta on either machinery or associated equipment are strictly prohibited unless approval is requested w/ pictures showing the colors prior to bid submission so that the particular machine / equipment color would be known for an RC List of Exceptions.

File details come from the government source that posted it.
