Questions and Answers as of 7/26/16 Q: “The statement of work provides basic dome information in paragraph 3.3, height, weight, base diameter, and that the fiberglass shell is 2" thick. You also state the domes have been prepared for demolishing, but its not quite clear what that means. Is the fiberglass shell encased in the metal outer shell? If yes, how thick is the metal? Is it steel or what kind of metal? Are there rivets involved? Is the outer metal shell, assuming there is one, and the fiberglass shell laminated or adhered together? If yes, with what?”
A: “There is no metal shell surrounding the 2" fiber glass which is laminated with sheets of fiberglass for strength.. The bow domes have less than 5% metal on it and it is in the form of metal nuts molded into the fiberglass at the bottom perimeter for attaching to the boat. The bow dome had tiles removed that were made out of a hazardous material covering the complete fiberglass dome for sound proofing when running in water.”
Q: Is there access for a crane and tractor trailer to hall away?
A: There is access for a crane and tractor trailer to remove the bow domes
Q: How tall are the Domes? Are they set on a foundation or a vessel?
A: The SOW lists the physical specifications of the domes, approx. 25 feet in height; they are on pieces of wood to allow about one foot of space underneath the bow domes
Q: Can they be cut up if the contractor complies with the SOW Environmental and Safety regulations?
A: yes they can be cut up as long as they comply with Environmental and safety regulations
Q: Are photos available? Will there be a site visit?
A: No, the Contract Specialist is not permitted to take photos on the base and certainly not permitted to share photos online. A site visit has not been scheduled; the description in the Statement of Work and the opportunity to ask clarifying questions should eliminate confusion/clarify ambiguities.
Q: What security clearance is required? Why have parts of the Statement of Work been redacted?
A: The redacted portions of the Statement of Work (SOW) are simply technical points of contact that are not permitted to speak directly with vendors during this phase of the acquisition and the exact location of the domes on our base. No additional clearance is required for viewing the SOW, it is redacted to ensure proper source selection procedures are followed. In order to perform work on the contract, the following security measures are taken: contract awardee must be registered in SAM.gov, a United States citizen, and not have a significant/recent criminal record. The domes are not inside the industrial area, so an official clearance is not required.
