Questions & Answers resulting from emails/phone calls received 08/05/2016 ‐ 08/15/2016:
Question 1:
Will the stay pattern be 7 nights / week?
Answer to Question 1: The stay pattern will most likely NOT be 7 nights / week. The duration of each employee’s stay will vary from a few days to a few weeks, or longer.
Question 2:
Will the same 5 employees be staying the entire duration or will they alternate?
Answer to Question 2: It will not be the same 5 employees staying the entire duration. The employees will be rotating in and out throughout the twelve month period of performance.
Question 3:
Are the kitchen requirements of the lodging specifications flexible?
Answer to Question 3: The kitchen requirements of the lodging specifications are NOT flexible. To be determined technically acceptable, all efficiency room kitchens must be in accordance with the lodging specifications.
Question 4:
There is a California Transient Occupancy Tax required if the hotel room is occupied by the same person for 30 days or less. If personnel are rotating, does the tax exemption number included in this solicitation exempt this tax?
Answer to Question 4: The tax exemption number included in this solicitation does not exempt the California Transient Occupancy Tax. Most employees will not be staying over 30 days at a time. Since the duration of each employee's stay will vary (in most cases, it may be less than 30 days, but in others, it may be more than 30 days), Offerors may choose calculate the cost of this tax into their competitive quotes.
Question 5:
Is this a new requirement for the government or does this solicitation contain requirements similar to a current contract?
Answer to Question 5: The contract resulting from Solicitation # N39040‐16‐T‐0222 will NOT be awarded as a follow‐on to an existing contract. This is a new requirement.
Question 6:
Since price is a determining factor in your decision, the period of performance begins 10 days before the new per diem rates become effective which will undoubtedly be increased, can you provide the new rates?
Answer to Question 6: Offerors may consult the U.S. General Services Administration to obtain 2017 Federal Per Diem Rates for California Destinations.
Question 7:
Section K ‐ Representations, Certifications and Other Statements of Offerors has the same information required in the “Representations and Certifications” portion of the SAM certification process. If a vendor has a current SAM certification, is it required that responses to Section K be answered again and included in the proposal submission?
Answer to Question 7: All Offerors must have a current SAM registration. All sections of the Solicitation must be completed in their entirety.
Question 8:
