1 Non-Seasonal

For the single Normal (–N) capacity Chiller with its respective Pump that provides chilled water (CHW) directly to the ship, the machine(s) are continuously needed irrespective of the season and for the entire duration of the drydock period. The asterisk (() further identifies the machine(s) as critical component(s) in which there are additional mandatory Contractual obligations as specified elsewhere in the Technical Specification (TS). Other Non-Seasonal type machinery are several ITEM Cs (C / C1 / C2): DDUs & RHCs; ITEM Ds: TCCs; and ITEM Es: AHUs & ACUs. Seasonal machinery are all other Chillers with their respective Pumps; several ITEM C#s (C3 & C4): HTGCs & CLGCs associated with a desiccant only dehumidifier, hence, do not require a fan; and ITEM Fs: HTGCs & CLGCs that Stand-Alone, hence, do require a built-in fan. Seasonal equipment are the manifolds, hose assemblies, elbows, valves, and standpipes associated with the Seasonal machinery.

2aDD#1: post-DH

There is an unusual requirement for a dehumidifier at the post-dock Berth just prior to undocking from Drydock No. 1 only (Post DD#1). The dehumidified air is necessary for minor hull repair after removal of Buoyancy cans necessary to undock (UD) a submarine from DD#1. Accordingly: (i) the post-dock scheduled season is as scheduled; (ii) the capacity for airflow and moisture removal is half of what is normally required; and (iii) there is no steam utility at the Berths. Correspondingly: (i) dependent on the actual schedule, the Contractor may either keep the last remaining Normal (–N) capacity dehumidifier (e.g. Fwd DDU) on-site for reuse post-dock or schedule a later delivery of some other dehumidifier; (ii) the capacity of the dehumidifier can be anywhere from half (i.e. Medium –M) to the same as for the Normal (–N) capacity dehumidifier, but, the capacity for any post-heater cannot be less than its associated dehumidifier; and (iii) the dehumidifier will use electric Reactivation, i.e. NO (steam) Reactivation Heating Coil (RHC) will be needed – thus, a combined [CMBD] dehumidifier will not require functioning pre-/post- cooling coils and will use only electric reactivation and the desiccant [DSCC] dehumidifier will not require a separate steam [STM] RHC.

2b DD#2: RSCs

For Los Angeles Class submarines (688 CL) undergoing overhaul in DD#2, the newly refurbished Removable Submarine Covers (RSCs) not only shelters the entire submarine within a weather protective structure, but, also encompasses the submarine within an environmentally controlled envelope. Each of the fourteen (14) permanent RSC Temperature Conditioning Coils (TCCs) has an air-handler, steam coil for heating, and a chilled water coil for cooling. The only rental machinery required to effectuate the engineered controlled environment are a 200 ton chiller with its accompanying pump for the port set of RSC stacks and a similar chiller with pump for the starboard set of RSC stacks.

3aRHC Capacity

For Alternative IB (desiccant type [DSCC] dehumidifier only – neither pre- nor post- air treatment), the Vendor has a choice of either a single Normal (–N) or a pair of Medium (–M) capacity steam [STM]

AND FOR SAIL

Reactivation Heating Coil(s) (RHCs) for all three dehumidifiers. However, subject to footprint, there is the possibility that the Sail DDU may have insufficient space nearby to accommodate the steam RHC.

3b Footprint

The Vendor must provide precise footprint dimensions of each capacity type of steam RHC, along with its other machinery, and be prepared to deliver the Sail RHC as scheduled. Whereas the capacity type of RHC is a Vendor Choice, the decision to deploy the Sail RHC is a Government Option dependent on its footprint and available platform space. The Temporary Systems Design Engineer (C230.1RG) will evaluate as to whether the Sail RHC could fit within the available space. Contracting will then inform the Vendor, sufficiently prior to shipment, as to whether to commence a lease of the Sail RHC.

4aOverlap CLGC

For Alternative IB (desiccant type [DSCC] dehumidifier w/ no built-in pre- nor post- air treatment), the Vendor must provide a spring-time four week (4 week) overlap between its current post heating coils and the following pre- & post- cooling coils AT NO ADDITIONAL COST. Only by allowing for this overlap of pre-treatment and post-treatment coils can the Government equate the Bid offers between a Vendor offering the preferred Alternative IA combined [CMBD] dehumidifier which integrates pre-cooling, post-cooling, & post-heating and the permitted Alternative IB dehumidifier lacking such integrated coils. If the overlap should be greater than four weeks, then the Government is obligated for the additional duration of the previous coil(s) which in this case are the heating coils. To accommodate this particular spring-time four-week overlap, the delivery schedule is such that the preceding post-heating coil may depart up to four weeks after its scheduled RETURN date and not incur an additional fee.

4bOverlap HTGC

For Alternative IB (desiccant type [DSCC] dehumidifier only – neither pre- nor post- air treatment), the Vendor must provide a springtime four week (4 wk) overlap between the previous post-heat coil and the following pre-cool & post-cool coils AT NO ADDITIONAL COST. Only by allowing for this overlap of pre-treatment and post-treatment coils can the Government equate the Bid offers between a Vendor offering the preferred Alternative IA combined [CMBD] dehumidifier which integrates pre-cooling, post-cooling, & post-heating and the permitted Alternative IB dehumidifier lacking such integrated coils. If the overlap should be greater than four weeks, then the Government is obligated for the additional duration of the previous coil(s) which in this case is the single heating coil. For this particular springtime four-week overlap, the succeeding pre-cool and post-cool coils must actually arrive at least four weeks prior to its scheduled ARRIVAL date and the preceding post-heat coil should depart by its scheduled RETURN date so as to not incur any additional fee.

5CLGC Capacity

As background, the needed chilled water cooling capacity for a post-cooler is only half of what is required for a pre-cooler. The pre-cooling coil uses about half of its energy to process the air (moisture removal – i.e. latent heat of condensation) and the other half to treat the air (temperature reduction – i.e. sensible heat). Whereas, the post-cooler, similar to a post-heater, is used for comfort control a.k.a. temperature reduction only (i.e. sensible heat). Thus, a pre-cooler would be sized as a Normal (–N) capacity machine of approximately fifty (50) tons, but, the post-cooler could be sized up to half as much similar to a Medium (–M) capacity machine of twenty-five (25) tons. Although the Vendor has a choice as to the cooling capacity for the post-cooler only as either Normal or Medium (–N / –M) capacity, the advantage of making both the pre-cooler and the post-cooler machines of similar capacity would be their interchangeability.

6Vendor Choice

If the Vendor can provide the desired machinery and/or equipment as listed at or below the Government Estimate, then it is in the Shipyard's interest to lease the designated ITEMs. Please note that Vendor Bid comparisons should either both include or exclude such ITEMs.

7 If DH Remains

The scheduled plan is for the Project to complete all Blast and Paint (B&P) operations in the late Spring of 2016 just prior to the requisite pre-cooling and post-cooling of dehumidified air for a second cooling season 2ND CLG Season. However, an option has been included in this Technical Specification to allow for an extension (EXT) of the lease of either the 8FFwd DDU and/or the 8SSail DDU so that the applicable dehumidifier(s) can Remain throughout the second cooling season. Dependent on which dehumidifier remains, specific types of machinery and equipment will be leased as an option to support that dehumidification process. In particular, the 8FFwd DDU, which because of its isolated location on the Drydock floor, would require the lease of a separate chiller (chlr [4"cam]–L) with pump (PUMP [4"cam]–L) besides cooling coils (Alternative IB only) and manifold(s). Whereas, the 8SSail DDU, because of its proximity between the Fwd & Aft TCCs, would connect to the TCC chiller (chlr [6"cam]–X) with pump (PUMP [6"cam]–X) during the second cooling season and would only require the lease of cooling coils (Alternative IB only) and manifold(s).

8 Associated w/

9 PNS Elective

Dependent on Shipyard availability, the lease of rigid duct fittings duct [ftgs]–g and both the positive and negative pressure flexible ducting duct [±flex]–g/–X/–N are a Government PNS Elective as to whether an ITEM shall be leased. Also, these lease items have a one-time fee term for the entire duration that its associated machinery are under lease and not subject to a weekly rental term. The officially issued Contract will inform the Vendor as to whether each of the subject ITEMs are to be leased. The rigid duct fittings and the positive pressure flexible ducting would be required on-site earlier by one week than the later negative pressure flexible ducting. The Contract ARRIVAL DATE will be adjusted so as to provide the Vendor with a three week lead time for the earlier ITEMs and a four week lead time for the later ITEMs unless the Vendor initiates and/or indicates a desire for the original speculative calendar dates. As adjusted, this lead time should be sufficient for the Vendor to place an order after Contract award if it should have an insufficient supply of a particular lease products.

10 Schedule

There are specific Contract Line Items requiring the services (labor) of the Vendor that are non-emergent and are best coordinated in advance and scheduled by the responsible Shipyard Party via communications with the Vendor to include an E-mail (Cc: Vendor / COR / Contract Specialist / TSDE) to document the line ITEM request. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for scheduling (preferably, at least two workdays as advance notice): (a) Vendor installation of E-STOPS (ITEM K1: E-Stop [D&E]≥04); (b) Vendor assistance in the OPERATIONAL aspects of the several TVENT systems especially to include (re)adjustment of temperatures (pre-cool vice post-cool plus post-heat), quantity of air-flows (to achieve desired temperature or Relative Humidity), and manipulating utilities (steam versus electric for Reactivation Heat) (ITEM K2: OPNL [≤⅓DY]–24); and (c) Vendor assistance in the INSTALL of the Chilled Water (CHW) Loop(s) to include Manifolds, Valved Jumper Assembly(ies), Standpipe(s), Hose Assemblies, & Rigid Ducts / Flexible Ducting (ITEM K4: INSTL [≤8HR]–01). The Shipyard's Temporary Systems Design Engineer [TSDE] would be responsible for scheduling (preferably, at least two calendar weeks as advance notice) Shipyard training (ITEM K5: TRNG [≥4HR]–02).

11 Call & E-mail

There are specific Contract Line Items requiring the services (labor) of the Vendor that are emergent and are best coordinated via an immediate phone call to the Vendor followed by an E-mail (Cc: Vendor / COR / Contract Specialist / TSDE) to document the emergent nature of the request by the responsible Shipyard Party. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for coordinating all such emergent requests to include those to be established as not being the fault of the Vendor (ITEM K3: SVCE [≤6HR]–08).

When using the Graphic Date Finder / Schedulator (GDF/S), the actual date for a given duration is one day sooner than the date indicated, or conversely, the actual duration is one day more than the duration indicated (for example 05 Jan – 20 Sep 2016 is actually 37 weeks vice 36 weeks plus 6 days as indicated on the GDF/S).

The critical Non-Seasonal Normal (–N) capacity Chiller with Pump is needed for the entire duration of the drydock period regardless of whether or not that duration exceeds one year. The initial durations for each dehumidifier and its supporting machinery (Standard CLIN) reflect an aggressive programmed Blast and Paint (B&P) guesstimate by the C970 Operations Manager. The programmed EXTENSION reflected in Table V: TVENT Machinery & Equipment Schedule are an extension Option(al) CLIN meant to provide the necessary flexibility to defer the RETURN DATE for the Fwd (O (a), Sail (O (b), Aft (O (c), and/or Post-Dock (O (d) dehumidifiers and to obtain associated seasonal supporting machinery for that particular dehumidifier such as a chiller, pump, manifold(s), and/or hose assemblies.

This initial Standard CLIN (S () is for a Post-Dock dehumidifier or for its associated seasonal support machinery.

This initial Option(al) CLIN (O () is for a machine (Sail RHC) in which there has been insufficient platform footprint to deploy at Drydock No. 1 (DD#1) only. A temporary somewhat larger platform will be constructed after docking in lieu of the previous permanent platforms, so, there may be sufficient platform footprint. Also, this particular unit needs to be listed, regardless of intent to lease, so as to equate bids from Vendor(s) offering Alternative IA dehumidification vice Vendor(s) offering Alternative IB dehumidification. The Temporary Systems Design Engineer [TSDE] can determine the practicality of leasing the Alternative IB Sail RHC from the successful Bidder after obtaining the actual footprint(s) of the single Normal capacity or dual Medium capacity RHC unit(s) as well as the footprints of other adjoining machinery sharing the platform.

The elective Option(al) CLIN (E () is for the gigantic size rigid Duct Fittings (duct [ftgs]–g) and for some sizes of Flexible Ducting (duct [±flex]–g/–X/–n). The proposal is for a FIXED FEE for the lease of ITEMS: J series that is not defined by a particular duration rate (i.e. $ / week), but, with the entire duration of the particular associated machinery (TCC–L/2N, DDU–N/M, ACU–L, & AHU–N as applicable) that the elective ITEMS are affixed to. The Government will make an election as to whether or not to lease such ITEMS prior to issuance of the Contract.

C( Conditional CLIN:

This CLIN is a conditional ITEM for an (un)known duration / extension that is indeterminate by the Government as to its necessity prior to Contract issuance and, if necessary, also uncertain as to its precise duration if exercised. Rather, this conditional ITEM is dependent on the Project's work progress as compared to its programmed work schedule. The reason for its indeterminate status is the uncertain ability of the Project and/or Shipyard to achieve an aggressive Blast and Paint (B&P) work schedule in light of manning limitations combined with the normal climatic seasonal changes expected with a significant delay. The normal expectation are that the conditional ITEMs will not be required. Hence, the Project must document (E-mail) to the Contracting Office as to their need and/or duration prior to initiating the lease or extension of the applicable conditional ITEMs.

E( Elective CLIN:

This CLIN is an elective ITEM for a known duration / extension to be determined by the Government prior to Contract issuance and so conveyed to the Vendor via whether or not those particular ITEMs are listed in the issued Contract. If an elective ITEM is listed in the Contract, the CLIN ARRIVAL date(s) may be adjusted to allow more time for the Contractor to obtain additional assets in case the Contractor has an insufficient quantity or is out of stock for that particular resource. Examples of elective ITEMs are negative pressure ducting (i.e. DUCT [−FLEX]–X & DUCT [−FLEX]–N) in which its listing as a CLIN ITEM is dependent on the delivery timeliness of previous Government Purchase Orders. For negative pressure ducting, the Contract should allow at least four (4) weeks between the issuance of the Contract and the required date for its ARRIVAL unless the Vendor indicates a sooner availability.

O( Option(al) CLIN:

This CLIN is an option(al) ITEM for an (un)known duration / extension to be determined by the Government either prior to or after Contract issuance, but, at present, indeterminate as to its necessity or uncertain as to its precise duration. For this Project, the option(al) ITEMs are the two sets of 200 ton chillers (ITEMs V35 & V36: chlr [6"CAM]–X) with their accompanying pumps (ITEMs V39 & V40: PUMP [6"CAM]–X) for the RSCs only. Although the issued Contract is immune to the source(s) of Government funding, funding source(s) other than the Project may be involved and/or the actual durations could be substantially reduced.

S( Standard CLIN:

This CLIN is a mandatory standard ITEM for a known duration / extension as indicated which would initially be limited to not exceed fifty-two weeks (52 wks) or one year (1 yr).

U( Unfunded CLIN:

This CLIN is a mandatory unfunded ITEM for either: (a) a known extension for the duration indicated beyond and immediately following an initial known lease which is limited to one year or (b) a known duration for ITEMS that do not begin until in that Fiscal Year and presently unfunded (e.g. U17 = FY'17). These CLINs should be automatically extended / leased for the duration shown when that year's Fiscal Year funds become available.

The dehumidification machinery is equipment supported by twenty inch nominal diameter rigid duct fittings (duct [ftgs]–g) and discharge (positive pressure) flexible ducting (duct [+flex]–G).

[2b] [Post-DD#1 @ PNSY] Besides the dehumidification machinery to support the overhaul during the drydock evolution, a single Temporary Desiccant Dehumidification (TDD) system is only required post Drydock No. 1 [Post-DD#1] to support Blast and Paint (B&P) hull repairs after first removing the "Buoyancy Cans" for floating the ship. This system does not require steam reactivation (no steam utility at the Berths) and is season specific as far as post-heating only. Being a small tented principally unmanned temporary enclosure, pre-cooling and post-cooling for comfort with its ancillary machinery support infrastructure would not be required.

[3a] [Non-IA @ PNSY] Four (4) very powerful exhaust blowers (AHU [EXH]–N: ≥10K cfm @ 14" WG & ≥40 Hp) are required to support both exterior Blast and Paint (B&P) operations (Hull / Fwd & Aft MBTs / Mud Tank) and an interior healthy work environment (via Dirty Air Exhaust) in the Ship's Forward and Aft Compartments. Two units will be deployed near the Bow and likewise for the Stern. The Shipyard will designate each unit either solely for air exchange of the exterior to counterbalance the supply air from the Dehumidification Systems or solely for air exchange of the interior to counterbalance the supply air from Temperature Conditioning Coils. Each exhaust blower has a pair of fourteen inch nominal diameter suction inlets which wye to three each eight inch nominal diameter suction lines (Y = 14"Ø : 8"Ø × 3). The net effect is that each exhaust blower will provide six each exhaust lines of eight-inch nominal diameter (8"Ø) rated for a minimum of 1,600 cfm per exhaust branch run. The exhaust blowers can be equipment supported by strong suction (negative pressure) semi-flexible ducting of fourteen inch (duct [−flex]–X) and eight inch (duct [−flex]–N) nominal diameters.

[4a] [PNSY] For industrial ventilation, two Temperature Conditioning Coil (TCC) systems (FWD & AFT) support an interior healthy work environment (via Clean Air Supply) from all ambient (100% outside fresh) treated (cooled or heated, as necessary) air to the Ship's Forward and Aft (pressurized) Compartments. For each of the two TCC systems, the Vendor has a choice of either a single Large (–L) capacity unit (tcc [H&C]–l) having four outlets (Alternative IIA: PREFERRED) or a pair of Normal (–N) capacity units (tcc [H&C]–N) having two outlets per unit (Alternative IIB: PERMITTED). Penetrations to the ship's interior are via the Submarine Hatch Ventilation Enclosures (SHVEs) on top of the hatches (WSH[FWD] / FEH[FWD] / AEH[AFT]) or the Hull Cut Ventilation Enclosures (HCVEs) surrounding the Hull Cuts (HC#1-1A[FWD] / HC#39A[FWD & AFT] / HC#49[AFT]). For redundancy, the internal ventilation system is designed for a minimum of two (2) and preferably up to four (4) Supply Air ducting runs for each of the ship's interior Compartments for a maximum total of eight (8) runs. This temporary industrial ventilation Supply Air system is equipment supported by twenty inch nominal diameter rigid duct fittings (duct [ftgs]–g) and discharge (positive pressure) flexible ducting (duct [+flex]–G).

[5] [some Non-IA @ PNSY] For comfort conditioning where treated air can be recycled (i.e. retreated with no or very little fresh air intake), a Stand-Alone Air-Conditioning Unit (ACU) with cooling and reheat is available.

[6] Emergency Stops (E-stop [TCC & AhU]–02) will provide a certain measure of Fire Fighting security at the Watch Shack by permitting the instantaneous shutdown of air-handlers that either exhausts air from (ahu [exh]–N) or supplies air to (tcc [H&C]–L/2N) the Forward and Aft Submarine Compartments.

[6b] [DD#2/3 @ PNSY] About half of the seasonal chilled water will run along the drydock floor on the submarine's Port side in support of the Temporary Blast and Paint (TB&P) systems' cooling coils at three locations (FWD / SAIL / AFT). The corresponding other half of the seasonal chilled water is to run along the drydock balcony on the submarine's Starboard side in support of the Temporary Ship's Ventilation (TSHIP) systems' cooling coils positioned on two balcony platforms with its accompanying chiller / pump on a third platform. Hence, this particular docking evolution is best resolved via the lease of two each duplicate capacity (200 ton) chillers.

4. NAVSEA Technical Publication 8010: Industrial Ship Safety Manual for Fire Prevention and Response compels the Shipyard to have the ability to immediately stop airflow into the submarine's interior (pressurized) Compartments (Fwd & Aft) in an emergency Fire Fighting situation. Hence, E-Stops (Emergency Stops a.k.a. ECS: Electrical Control Stations) are required for Fire Safety for machines with a Process Air (PA) blower (i.e. tcc [H+C]–L/2N) and for Exhaust Blowers (i.e. ahu [exh]–n) that either supply or exhaust air into the submarine. Thus, up to four E-Stops (one E-Stop per machine) may be required if the Vendor elects to provide two pairs of Normal (–2N) capacity TCCs (Alternative IIB) vice the requirement for only two E-Stops for two each Large (–L) capacity TCCs (Alternative IIA). Exhaust Blowers (ahu [exh]–n) are consigned as to their designated application such as Fwd or Aft interior and/or exterior. The two Exhaust Blowers having some or all of its ducting runs routed to the submarine's interior Compartments (COMPTS: Fwd & Aft) do require E-Stops regardless of location (PNSY / NLON / NBPL). However, for the non-deployed location (PNSY) which may have two additional Exhaust Blowers (Non-IA) with all of its ducting runs routed solely to the submarine's exterior Main Ballast Tanks (MBTs: Fwd & Aft), E-Stops are not required for exterior only Exhaust Blowers.

5. If the Vendor chooses to deploy either one or two pairs of Alternative IIB: a pair of Normal (–N) capacity temperature conditioning type Coils (ITEM C1 V23a&b and V24a&b: COIL [H+C/LSP]–2N) vice a single Large (–L) capacity unit (ITEM C2 V21 and V22: COIL [H+C/HSP]–L), then supplemental pair(s) of Large (–L) capacity Wye type Manifolds (ITEM M2 labelled V23c and V24c: manf [4":3"×2]–L) are needed for each pair of COIL–2N. These supplemental Large (–L) capacity Wye Manifolds will be provided for each cooling season at no additional cost to the Government with dates of ARRIVAL & RETURN similar to those of the other manifolds. Also, supplemental three-inch hose assemblies (ITEM H1: HOSE [3"CAM]–N) are necessary for each cooling season at no additional cost to the Government with similar delivery dates (add 200 feet of hose for each COIL–2N pair).

6. As an industrial type ventilation machine (i.e. 100% ambient air) that provides fresh air to the submarine's interior Compartments, only the temperature conditioning type Coils (ITEM C1/2: COIL [H+C]–l/2N) has the potential of supplying fully saturated non-tempered or barely tempered air to a common work environment. Especially during inclement weather (moisture-laden air) when the air is not or barely treated (heated or cooled), the resultant condition can be uncomfortable (excessively high) humidity levels in the common work environment. A Moisture Separator and Mist Eliminator Filtration Bank would completely eliminate such a scenario. Besides enhancing comfort, such a filtration bank rids the air of high moisture levels which would require much higher latent energy inputs to either heat or cool. The savings in energy reduction should be much greater than its lease rate. The Moisture Separator and Mist Eliminator Filtration Bank must fit within the built-in filtration housing of the machine. The Moisture Separator and Mist Eliminator (MS&ME) filter elements shall be washable; function as a low efficiency particulate filter; and be constructed of corrosion-resistant materials such as stainless steel (preferred), galvanized steel, or aluminum. The MS&ME filter elements must completely fill-up the filtration housing so that there is essentially no air-gaps for unfiltered air to penetrate. The machine's filtration housing may require some modification so as to allow for the drainage of water droplets from the filter elements; the collection of the water from the filter bank; and then the eventual diversion of such fluids away from the filtration housing. The MS&ME filter elements shall be permanently etched as to which side is up as well as which side is down. Although highly encouraged to offer such a Filtration Bank, the Vendor has a choice as to whether or not to include such in its Bid proposal. However, the Vendor must clearly state in the Bid proposal as to whether or not the Moisture Separator and Mist Eliminator Filtration Bank is provided and, if so, the exclusive lease rate for only that MS&ME line ITEM.
