TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS

FOOTNOTE A:

1 NON-SEASONAL For the single Normal (–N) capacity Chiller with Pump that supplies chilled water directly to the ship, the machine(s) are continuously needed irrespective of the season and for the entire duration of the drydock period. The asterisk () further identifies the machine(s) as CRITICAL component(s) in which there are extra Contractual obligations as specified elsewhere in the Technical Specification (TS).

Other NON-SEASONAL type machinery and equipment are ITEM C: DDUs & RHCs; ITEM D: TCCs;

AHU, ACU, and DUCT. SEASONAL machinery and equipment (other than the CHLR w/ PUMP ???

identified above) are the HTGC, CLGC, CHLR, PUMP, MANF (includes SP for DD#1), and HOSE.

2 POST–DD#1 There is an unusual requirement for a dehumidifier at the post-dock Berth just prior to undocking from Drydock No. 1 only (POST DD#1). The dehumidified air is necessary for minor hull repair after removal of Buoyancy cans necessary to undock (UD) a submarine from DD#1. Accordingly: (i) the post-dock scheduled season is the autumn; (ii) the capacity for airflow and moisture removal is half of what is normally required; and (iii) there is NO steam utility at the Berths. Correspondingly:

(i) dependent on the actual schedule, the Contractor may either keep the last remaining Normal (–N) capacity dehumidifier (e.g. FWD DDU) on-site for reuse post-dock or schedule a later delivery of some other dehumidifier; (ii) the capacity of the dehumidifier can be anywhere from half (i.e. Medium –M) to the same as for the Normal (–N) capacity dehumidifier, but, the capacity for the post-heater cannot be less than its associated dehumidifier; and (iii) the dehumidifier will use electric Reactivation, i.e.

NO (steam) Reactivation Heating Coil (RHC) will be needed – thus, a combined [CMBD] dehumidifier will not require functioning pre-/post- cooling coils and will use only electric reactivation and the desiccant [DSCC] dehumidifier will not require a separate steam [STM] RHC.

3 RHC CAPACITY For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier only – neither pre- nor post- air treatment), the Vendor has a choice of either a single Normal (–N) or a pair of Medium (–M) capacity steam [STM]

AND Reactivation Heating Coil(s) (RHCs) for all three dehumidifiers. However, subject to footprint, there is the possibility that the SAIL DDU may have insufficient space nearby to accommodate the steam RHC.

4 FOOTPRINT SIZE The Vendor must provide precise footprint dimensions of each capacity type of steam RHC, along with its other machinery, and be prepared to deliver the SAIL RHC as scheduled. Whereas the capacity type of RHC is a VENDOR CHOICE, the decision to deploy the SAIL RHC is a GOVERNMENT OPTION dependent on its footprint and available platform space. The Temporary Systems Design Engineer (C230.1RG) will evaluate as to whether the SAIL RHC could fit within the available space. Contracting will then inform the Vendor, sufficiently prior to shipment, as of whether to commence a lease of the SAIL RHC.

5OVERLAP CLGC For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier only – neither pre- nor post- air treatment), the Vendor must provide an autumnal four week (4 wk) overlap between the previous pre-cool & post-cool coils and the following post-heat coil AT NO ADDITIONAL COST. Only by allowing for this overlap of pre-treatment and post-treatment coils can the Government equate the Bid offers between a Vendor offering the preferred ALTERNATIVE IA combined [CMBD] dehumidifier which integrates pre-cooling, post-cooling, & post-heating and the permitted ALTERNATIVE IB dehumidifier lacking such integrated coils. If the overlap should be greater than four weeks, then the Government is obligated for the additional duration of the previous coil(s) which in this case is the pair of cooling coils. For this particular autumnal four-week overlap, the succeeding post-heat coil must arrive by the scheduled ARRIVAL date and the preceding pre-cool and post-cool coils should depart within four weeks after its scheduled RETURN date so as to not incur any additional fee.

6CLGC CAPACITY As background, the needed chilled water cooling capacity for a post-cooler is only half of what is required for a pre-cooler. The pre-cooling coil uses about half of its energy to process the air (moisture removal – i.e. latent heat of condensation) and the other half to treat the air (temperature reduction – i.e. sensible heat). Whereas, the post-cooler, similar to a post-heater, is used for comfort control for temperature treatment only (i.e. sensible heat). Thus, a pre-cooler would be sized as a Normal (–N) capacity machine of approximately fifty (50) tons, but, the pre-cooler could be sized up to half as much similar to a Medium (–M) capacity machine of twenty-five (25) tons. Although the Vendor has a choice as to the cooling capacity for the post-cooler only as either Normal or Medium (–N/M) capacity, the advantage of making both the pre-cooler and the post-cooler machines the same would be their interchangeability.

TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS (continued)

FOOTNOTE A (continuation):

7OVERLAP HTGC For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier only – neither pre- nor post- air treatment), the Vendor must provide a springtime four week (4 wk) overlap between the previous post-heat coil and the following pre-cool & post-cool coils AT NO ADDITIONAL COST. If the overlap should be greater than four weeks, then the Government is obligated for the additional duration of the previous coil(s) which in this case is the single heating coil. For this particular springtime four-week overlap, the succeeding pre-cool and post-cool coils must actually arrive at least four weeks prior to its scheduled ARRIVAL date and the preceding post-heat coil should depart by its scheduled RETURN date so as to not incur any additional fee.

8 IF DDU REMAIN The scheduled plan is for the Project to complete all Blast and Paint (B&P) operations in the late Spring of 2016 just prior to the requisite pre-cooling and post-cooling of dehumidified air for a second cooling season 2ND CLG SEASON. However, an OPTION has been included in this Technical Specification to allow for an extension (EXT) of the lease of either the 8F FWD DDU and/or the 8S SAIL DDU so that the applicable dehumidifier(s) can REMAIN throughout the second cooling season. Dependent on which dehumidifier remains, specific types of machinery and equipment will be leased as an OPTION to support that dehumidification process. In particular, the 8F FWD DDU, which because of its isolated location on the Drydock floor, would require the lease of a separate chiller (CHLR [4"CAM]–L) with pump (PUMP [4"CAM]–L) besides cooling coils (ALTERNATIVE IB only) and manifold(s). Whereas, the 8S SAIL DDU, because of its proximity between the FWD & AFT TCCS, would connect to the TCC chiller (CHLR [6"CAM]–X) with pump (PUMP [6"CAM]–X) during the second cooling season and would only require the lease of cooling coils (ALTERNATIVE IB only) and manifold(s).

9UNIQUE TO DD#1 Because of the non-existence of balcony platforms for the placement of machinery on the South (submarine Port) side of the drydock and the presence of a clearance zone for a forklift path also along the South (submarine Port) side of the drydock floor, Drydock No. 1 (DD#1) has severely restricted footprint space for machinery either in the drydock or on the North (submarine Starboard) balcony platforms. To resolve the limited footprint issue and during the overhaul evolution when machinery is in peak demand, the seasonal chilled water demand can only be met by a single Gigantic (–G) chiller and pump with other associated equipment located near the Caisson versus within the immediate drydock environs (i.e. drydock floor or balcony platforms). For this overhaul, the peak demand for seasonal chilled water is only for the first cooling season (1ST CLG SEASON).

10 PNS ELECTIVE Dependent on Shipyard availability, the lease of rigid duct fittings DUCT [FTGS]–G and both the positive and negative pressure flexible ducting DUCT [±FLEX]–G/–X/–N are a Government PNS ELECTIVE as to whether an ITEM shall be leased. Also, these lease items have a ONE-TIME fee TERM for the entire duration that its associated machinery are under lease and not subject to a weekly rental TERM. The officially issued Contract will inform the Vendor as to whether each of the subject ITEMs are to be leased. The rigid duct fittings and the positive pressure flexible ducting would be required on-site EARLIER by one week than the LATER negative pressure flexible ducting.

The Contract ARRIVAL DATE will be adjusted so as to provide the Vendor with a three week lead time for the EARLIER ITEMs and a four week lead time for the LATER ITEMs unless the Vendor initiates and/or indicates a desire for the original speculative calendar dates. As adjusted, this lead time should be sufficient for the Vendor to place an order after Contract award if it should have an insufficient supply of a particular lease product.

11PRE-SCHEDULE There are specific Contract Line Items requiring the services (labor) of the Vendor that are NOT of an emergent nature and are best coordinated in advance and initiated by the responsible Shipyard Party via communications with the Vendor. The Project's Temporary Systems Zone Manager [TSZM] is responsible for scheduling (a) Vendor installation of E-Stops (ITEM K: E-STOP [D&E]–02) and (b) DD#1 only, Vendor assistance for the (dis)connection of the 1ST CLG SEASON Chilled Water (CHW) Loops manifolds to include the standpipe and specialty hose assemblies (ITEMs G & ITEMs H).

The TSZM will endeavor to provide the Vendor at least three normal workdays advance notice. The Shipyard's Temporary Systems Design Engineer [TSDE] is responsible for coordinating with the Vendor Shipyard training (ITEM L3: TRNG [≥4HR]–02) and will provide the Vendor at least two calendar weeks prior notice of the training date(s).

FOOTNOTE B:

These initial STANDARD CLIN (S ) durations span a Leap Day (29th of February) for the Leap Year 2016. When using the GRAPHIC DATE FINDER / SCHEDULATOR, the actual date for a given duration is one day sooner than the date shown on the SCHEDULATOR.

The CRITICAL NON-SEASONAL Normal (–N) capacity Chiller with Pump is needed for the entire duration of the drydock period regardless of whether or not that duration exceeds one year. Other NON-SEASONAL type machinery required for the full or near full duration of the drydock period are just the two AHUs dedicated to the ship's Interior Compartments (FWD & AFT) and all TCCs which happen to also provide ventilation to the ship's Interior Compartments. The scheduled duration for the drydock period is sixteen (16) calendar months. These ITEMs are initially scheduled for fifty-two (52) weeks as an initial STANDARD (S) CLIN and require a semi-automatic extension UNFUNDED CLIN (U ) prior to their scheduled RETURN DATE.

The initial durations for each dehumidifier and its supporting machinery (STANDARD CLIN) reflect an aggressive programmed Blast and Paint (B&P) guesstimate by the C970 Operations Manager. The programmed EXTENSION reflected in TABLE V: TVENT MACHINERY & EQUIPMENT SCHEDULE are an extension OPTION(AL) CLIN meant to provide the necessary flexibility to defer the RETURN DATE for the FWD (O a), SAIL (O b), or POST-DOCK (O c) dehumidifiers and to obtain associated seasonal supporting machinery for that particular dehumidifier such as a chiller, pump, or manifold(s).

This initial STANDARD CLIN (S ) is for a POST-DOCK dehumidifier or for its associated seasonal support machinery.

This initial OPTION(AL) CLIN (O ) is for a machine (SAIL RHC) in which there has been insufficient platform footprint to deploy at Drydock No. 1 (DD#1) only. A temporary somewhat larger platform will be constructed after docking in lieu of the previous permanent platforms, so, there may be sufficient platform footprint. Also, this particular unit needs to be listed, regardless of intent to lease, so as to equate bids from Vendor(s) offering ALTERNATIVE IA dehumidification vice Vendor(s) offering ALTERNATIVE IB dehumidification. The Temporary Systems Design Engineer [TSDE] can determine the practicality of leasing the ALTERNATIVE IB SAIL RHC from the successful Bidder after obtaining the actual footprint(s) of the single Normal capacity or dual Medium capacity RHC unit(s) as well as the footprints of other adjoining machinery sharing the platform.

The duration for this initial STANDARD CLIN (S ) unit (ITEM F1: ACU) of one year happens to exactly match the planned duration. The extension OPTION(AL) CLIN (O ) is just in case the need for this Stand-Alone machine is greater than the planned duration.

The machinery and equipment unique to PNS Drydock No. 1 (DD#1) only in support of the deployment of a 400 ton chiller with a double chilled water loop (1ST CLG SEASON) are indicated in this initial STANDARD CLIN (S ).

The elective OPTION(AL) CLIN (E ) is for the gigantic size rigid Duct Fittings (DUCT [FTGS]–G) and for some sizes of Flexible Ducting (DUCT [±FLEX]–G/–X/–N). The proposal is for a FIXED FEE for the lease of ITEMS: J series that is not defined by a particular duration rate (i.e. $ / week), but, with the entire duration of the particular associated machinery (TCC–L/2N, DDU–N/M, ACU–L, & AHU–N as applicable) that the elective ITEMS are affixed to. The Government will make an election as to whether or not to lease such ITEMS prior to issuance of the Contract.

The initial STANDARD CLIN (S ) is for technical expertise with its associated labor and for data on machinery. The proposal is for a FIXED FEE for the lease of ITEMS: K series & L that is not defined by a particular duration rate (i.e. $ / week), but, with the entire duration of the drydock period. The E-STOP [D&E]–02 (ITEM K1) allows for up to two (–02) Contractor trips for connecting Emergency Stops on particular air-handling machinery ([D&E]) to permit partial installations. The CALL [≤6HR]–16 (ITEM K2) allows for up to sixteen (–16) Contractor trips (avg. one per month) of six hours or less onsite duration ([≤6HR]) as a response to Trouble Calls that are not the fault of the Contractor. The TRNG [≥4HR]–02 allows for up to two (–02) Contractor trips of four hours or more onsite duration ([≥4HR]) to perform Classroom and/or Field training other than routine Start-Ups. The TECH [≤8HR]–02 allows for up to two (–02) Contractor trips of eight hours or less onsite duration ([≤8HR]) to facilitate the installation and/or removal of the DD#1 double chilled water loop (1ST CLG SEASON) and its connection and/or disconnection to the 400 ton chiller. The EDS [A–F]–01 allows for the Vendor to provide a set of Equipment Data Sheets (EDS) of all deployed machinery ([A–F]) after Contract award. Further clarification of the above ITEMS are in Section C LEASE SPECIFICATION — TVENT MACHINERY & EQUIPMENT NOTES.

FOOTNOTE B (continuation):

CLIN (CONTRACT LINE ITEM NUMBER)

S STANDARD CLIN: This CLIN will most likely be a known lease for the duration indicated which would initially be limited to not exceed fifty-two weeks (52 wks) or one year (1 yr).

U UNFUNDED CLIN: This CLIN will is either: (a) a known extension for the duration indicated beyond and immediately following an initial known lease limited to one year or (b) a known lease for ITEMS that do not begin until a following Fiscal Year and unfunded until that applicable Fiscal Year begins (U16 = FY'16 & U17 = FY'17).

O OPTION(AL) CLIN: This CLIN is an unknown lease or unknown extension at present, indeterminate as to its necessity and, if necessary, also uncertain as to its precise duration if exercised. The reason for its unknown status is its dependency as to the ability of the Shipyard to achieve an aggressive programmed Blast and Paint (B&P) work schedule in light of manning limitations combined with the normal climatic changes in the season.

The first and majority group of these Optional Items are in the Spring (April or May) of 2016 and are associated with the need to extend the lease of the dehumidifiers and, if extended, the need to lease associated machinery and equipment to provide the necessary cooling. This listing would also vary dependent on the number of dehumidifiers to be extended. The second set of Optional Items are in the early winter (December) of 2016 and are associated with an extension of post-dock dehumidification.

E ELECTIVE CLIN: This CLIN is an elective lease / extension to be determined by the Government prior to issuance of the Contract and conveyed to the Vendor via whether or not those particular Items are listed as a CLIN. The CLIN ARRIVAL dates will automatically be adjusted to allow at least three (3) weeks for positive pressure (DUCT [FTGS]–G & DUCT [+FLEX]–G) and four (4) weeks for negative pressure (DUCT [+FLEX]–X & DUCT [+FLEX]–N) between contract issuance and their required delivery unless the Vendor indicates a sooner availability. This will allow the Contractor to obtain additional rigid ducts and/or flexible ducting assets in case the Vendor is temporarily short of a particular resource.

FOOTNOTE C:

The summation of the TOTAL Government ESTIMATE for the entire Contract to include all CLINs whether STANDARD (S), UNFUNDED (U), OPTIONAL (O), or ELECTIVE (E) is at the end of the TVENT MACHINERY & EQUIPMENT SCHEDULE.

However, some ITEMS are a Vendor's choice as to the machinery type being an ALTERNATIVE A (preferred) or an ALTERNATIVE B (currently acceptable). Whether ALTERNATIVE A or ALTERNATIVE B, the Government Estimate for that particular alternative is exactly the same. The alternative type is annotated in the (last) Government ESTIMATE column as IA or IB / IIA or IIB / IIIA or IIIB. The ALTERNATIVE B ITEMS are shown in a white font with a black background. Thus, the summation of the TOTAL Government ESTIMATE for the entire Contract to include all CLINs is the sum of all non-alternative ITEMS plus let's say ALTERNATIVE A ITEMS, and would not total both alternatives.

Hence, one can compute the TOTAL Government ESTIMATE by adding all line ITEMS with a white background.

TVENT DESIGN CRITERIA: [Non-IA & DD#1 @ PNSY]

[1a] [Non-IA] Single Non-Seasonal Normal capacity (–N) chiller and pump is required for the ship's TCHW system.

Only for an IA overhaul would a second similar, but seasonal chiller & pump be required for a nuclear complex.

[2a] [Non-IA @ PNSY] Three Temporary Desiccant Dehumidification (TDD) systems (FWD / SAIL / AFT) are required to support Blast and Paint (B&P) operations. The Vendor has a choice of either the combined dehumidifier (DDU [CMBD]–N) that integrates steam reactivation, post-heating, pre-cooling, and post-cooling (ALTERNATIVE IA: PREFERRED for now to be required in the future) or a dehumidification group consisting of separate machinery components (RHC [STM]–N/2M / HTGC [ELEC]–N / CLGC [PRE]–N / CLGC [POST]–N/M) (ALTERNATIVE IB: PERMITTED for now to be precluded in the future). The routine home station (PNSY) evolution requires dehumidification for close to an entire year or longer in which pre-cooling & post-cooling would be followed by post-heating and/or vice versa. The dehumidification machinery is supported by twenty inch nominal diameter rigid duct fittings (DUCT [FTGS]–G) and discharge (positive pressure) flexible ducting

(DUCT [+FLEX]–G).

[2b] [Post-DD#1 @ PNSY] Besides the dehumidification machinery to support the overhaul during the drydock evolution, a single Temporary Desiccant Dehumidification (TDD) system is only required post Drydock No. 1 [Post-DD#1] to support Blast and Paint (B&P) repairs after first removing the "Buoyancy Cans" for floating the ship of can cleats. This system does not require steam reactivation and is season specific (either just post-heat or just pre/post-cool as specified).

[3a] [Non-IA @ PNSY] Four (4) very powerful exhaust blowers (AHU [EXH]–N: ≥10K cfm @ 14" WG & ≥40 Hp) are required to support both exterior Blast and Paint (B&P) operations (Hull / Fwd & Aft MBTs / Mud Tank) and an interior healthy work environment (via Dirty Air Exhaust) in the Ship's Forward and Aft Compartments. Two units will be deployed near the Bow and likewise for the Stern. The Shipyard will designate each unit either solely for air exchange of the exterior to counterbalance the supply air from the dehumidification systems or solely for air exchange of the interior to counterbalance the supply air from temperature conditioning coils.

Each exhaust blower has a pair of fourteen inch nominal diameter suction inlets which wye to three each eight inch nominal diameter suction lines (Y = 14"Ø : 8"Ø × 3). The net effect is that each exhaust blower will provide six each exhaust lines of eight-inch nominal diameter (8"Ø) rated for a minimum of 1,600 cfm per exhaust branch run. The exhaust blowers are equipment supported by strong suction (negative pressure) semi-flexible ducting of fourteen inch (DUCT [−FLEX]–X) and eight inch (DUCT [−FLEX]–N) nominal diameters.

[4a] [PNSY] For industrial ventilation, two Temporary Temperature Conditioning (TTC) systems (FWD & AFT) support an interior healthy work environment (via Clean Air Supply) from all ambient (100% outside fresh) treated (cooled or heated, as necessary) air to the Ship's Forward and Aft (pressurized) Compartments. For each of the two TTC systems, the Vendor has a choice for Temperature Conditioning Coils (TCCs) of either a single Large (–L) capacity unit (TCC [H&C]–L) having four outlets (ALTERNATIVE IIA: PREFERRED for now to be required in the future) or a pair of Normal (–N) capacity units (TCC [H&C]–N) having two outlets each (ALTERNATIVE IIB: PERMITTED for now to be precluded in the future). Penetrations to the ship's interior are via the Submarine Hatch Ventilation Enclosures (SHVEs) on top of the hatches (WSH [FWD] / FEH [FWD] / AEH [AFT]) or the Hull Cut Ventilation Enclosures (HCVEs) surrounding the Hull Cuts (HC#1-1A [FWD] / HC#39A [FWD & AFT] / HC#49 [AFT]). There shall be four (4) supply air runs for each of the ship's interior Compartments for a total of eight (8) runs. The temperature conditioners are equipment supported by twenty inch nominal diameter rigid duct fittings (DUCT [FTGS]–G) and discharge (positive pressure) flexible ducting

(DUCT [+FLEX]–G).

[5a] [Non-IA @ PNSY] For comfort conditioning where treated air can be recycled (i.e. retreated with no or very little fresh air intake), [6a] [DD#1 @ PNSY] A single seasonal chilled water system is required.

[7] Emergency Stops (E-STOP [TCC & AHU]–02) will provide a certain measure of Fire Fighting security at the Watch Shack by permitting the instantaneous SHUTDOWN of air-handlers that either exhausts air from (AHU [EXH]–N) or supplies air to (TCC [H&C]–L/2N) the Forward and Aft Submarine Compartments.

[6b] [DD#2/3 @ PNSY] About half of the seasonal chilled water will run along the drydock floor on the submarine's Port side in support of the Temporary Blast and Paint (TB&P) systems' cooling coils at three locations (FWD / SAIL / AFT). The corresponding other half of the seasonal chilled water is to run along the drydock balcony on the submarine's Starboard side in support of the Temporary Ship's Ventilation (TSHIP) systems' cooling coils positioned on two balcony platforms with its accompanying chiller / pump on a third platform. Hence, this particular docking evolution is best resolved via the lease of two each duplicate capacity (200 ton) chillers.

For the │C│{C'}│C1│ as an example, in the QTY column 3 dehumidifiers are indicated for the initial deployment with { 1 } dehumidifier to be redeployed Post-Dock after the RETURN of the original deployment of three dehumidifiers (although, at the election of the Vendor, one DH may remain on-site vice incurring the cost of round-trip transport). Thus, the total minimum inventory required by the Vendor is for only three dehumidifiers.

6. For the Manifolds and Standpipe, the quantity of valves indicated under the PERFORMANCE CAPACITY column is for each individual manifold (double for the pair). But, the quantity of HOSE listed under the PERFORMANCE CAPACITY column and ELBOW(S) under the REMARK / NOTE / COMMENT column is for each pair of Manifolds / Standpipe. Of course, the ELBOWS for the Universal Manifolds have Male and Female cam-lock type end connection fittings.

7. All flange and bolt dimensions shall be ASME / ANSI B16.5, preferably, Class 150# (eight bolt pattern) and not Class 300# or greater (twelve bolt pattern). Vendor is to provide a sufficient quantity of correctly dimensioned hardware (bolts, nuts, washers, and gaskets) to make-up all of the potential flange to flange connection points.

Gaskets shall be new (virgin) and of the proper size, durometer, and quality for an environment exposed to ambient conditions. Two (2) each washers are normally required for each of the eight bolt holes. For Class 150# flanges, the eight each bolts are three-quarter inch diameter (¾"Ø × 8 EA). Hardware (bolts, nuts, and washers) shall be almost new or better and of a superior metallurgical quality as to not show any signs of rust after its first season of use. If agreed to by the Project, this hardware can remain in the possession of the Vendor's technician as long as it is all made available to the Project on the very first workday that the systems installation is to occur.
