1. Regarding "50,000 kilometers or less odometer reading" - does this relate to the maximum mileage at (1) the time of delivery to the Government or (2) at any point during the period of rental service?
a. At any point during the period of rental service. Please see revised SOW.
2. Market research within Djibouti and regional sourcing hubs (UAE) indicates that commercially available 15-passenger diesel vans are predominantly manufactured with manual transmissions and do not align with the specified dimensional ranges (wheelbase 130–150 inches and overall length 232–244 inches). These configurations represent standard commercially supported platforms in the region. Please confirm whether vehicles that meet the functional intent (15-passenger capacity, diesel, LHD) but differ in transmission type and/or dimensional characteristics are acceptable.
a. Vehicles must meet the functional intent.
3. Commercially available buses in the Djibouti market (e.g., Toyota Coaster, Mitsubishi Rosa or equivalent) are manufactured with manual transmissions, 30 seater and standard fuel tank capacities significantly below 60 gallons. These configurations represent the prevailing commercial standard and are widely supported for operations and maintenance in the region.
Please confirm whether such commercially available configurations are acceptable when meeting the Government’s functional passenger transport requirements.
a. Commercially available configurations are acceptable.
