3.1.4. Grading, Excavation, and Compaction
Perform site grading in accordance with standard practices.
Prior to excavation, Contractor must contact the host nation. Contractor will be responsible for obtaining dig permits.
Finished grade shall slope away from buildings at 1:10 for a distance of six feet (3 m) from building.
Finish floor elevations for new facilities shall be 12-inch (30 cm) minimum above the highest adjacent finished grade.
Establish finish floor elevations so that the floor is a minimum of four inches (10cm) above highest grade adjacent to the building. Provide a slope away from the building of 1:10 for a distance of five feet (150cm) from all sides of the building.
The Contractor shall preserve natural topographic features to minimize the impact on the existing drainage patterns at and adjacent to the site.
Finish grading shall provide drainage towards new and existing drainage features. Finish grading shall not result in low spots that hold water or that direct runoff towards new or existing facilities and/or site amenities.
The Contractor shall preserve natural topographic features to minimize cut and fill requirements. Re-use suitable excavation material as fill material as needed. All unsuitable material and surplus excavation shall become the property of the Contractor and shall be disposed of as specified above.
Requests for additional compensation shall not be made by the Contractor for degree of hardness or difficulty encountered in removal of material. All unsuitable material and surplus excavation shall become the property of the Contractor and shall be disposed of as specified above.
If necessary, provide borrow and select fill from acceptable sources in accordance with the Geotechnical Report.
Where sufficient topsoil and satisfactory materials are not available on the project site, provide suitable borrow materials.
Remove unsatisfactory soil materials from the site as specified above and replace with satisfactory soil materials.
Soils that are determined as clean fill via testing shall be backfilled and compacted in accordance with these requirements.
Blasting is not permitted.
Compact in accordance with ASTM D698 (or Tunisian equivalent) except for roads, airfields, lay-down areas, and other heavily loaded areas, which should use ASTM D1557 (or Tunisian equivalent) compaction; or the recommendations of the Contractor’s Geotechnical Engineer, whichever is greater.
Stabilize slopes through appropriate grading and site design for a minimum factor of safety of 1:5 or slope that does not exceed the maximum slope per local code requirements.
Ensure that all designated ground surfaces have the proper compaction necessary for structural foundations, concrete pads, parking areas, etc. and other improvements as necessary.

During hauling, prevent spillage on roads, or adjacent areas.
Provide the minimum erosion control necessary to prevent sediment transfer to the proposed landing zone.
3.1.5. Site Drainage & Stormwater Runoff
Grading design must convey stormwater runoff away from each facility and is transported around the facility in a safe manner based on standard practice, preventing standing water. Design must account for offsite drainage if applicable. Identify if any existing drainage problems exist, such as flooding, ponding or erosion, and propose grading and drainage solutions to alleviate this.
