The purpose of this amendment is to make the following changes to the specification for the Base Item – One European Pumper, as outlined below:
34.2 From: The pump shall be of a size and design to mount on the chassis rails of commercial and custom truck chassis and have the capacity of at least 1,250 gallons per minute (U.S. GPM) (4732 LPM) performance.
To: The pump shall be of a size and design to mount on the chassis rails of commercial and custom truck chassis and have the capability of at least 1,250 gallons per minute (U.S. GPM) (4732 LPM) performance. If the pumping system is rated at less than 3000gpm (12,000L/min), it shall be capable of delivering the following:
(1.) One hundred percent of rated capacity at 100psi (700kPa) net pump pressure (2.) Seventy Percent of rated capacity at 150psi (100kPa) net pump pressure (3.) Fifty percent of rated capacity at 200psi (1400kPa) net pump pressure
34.7 From: The pump manufacturer shall test the pump for 10 minutes hydrostatically at a pressure of 500 psig. The contractor shall provide the pump manufacturer's Hydrostatic Certification of the pump.
To: The pump manufacturer shall test the pump for 10 minutes hydrostatically at a pressure of 250 psi (1700kPa).
The contractor shall provide the pump manufacturer's Hydrostatic Certification of the pump.
34.24 From: If installed, the pump gearbox shall be cast and completely manufactured and tested at the pump manufacturer's factory. The drive unit shall be of sufficient size to withstand up to 21,700 Nm of torque of the engine in both road and pump operating conditions.

1.0 Scope and Quantity
1.1 This Request for Quotation seeks quotations for the purchase of a commercial cab, four-door flat roof pumper for European Navy Installations. Pumper is to be provided with a 4x2 chassis, 400-horsepower or higher diesel engine, automatic transmission, rear mounted 1250-gpm (4732 LPM) single stage rear mount fire pump, 792 gallon (3000 liter) water tank, aluminum or composite body equipped with at least six (6) enclosed compartments and a hose bed.
1.2 The requirement will be One (1) European pumper for delivery, FOB Destination, to Naval Support Activity Naples, Italy.
In the event the pumper will be transported with possible exposure to snow, ice or any road deicing or pre-treating products or if the pumper will be transported over water, the vehicle shall be protected with transit coating for shipment and shall be provided with an appropriate agent to remove the transit coating upon delivery. The contractor shall remove the protective coating upon delivery and prior to acceptance.
1.3 The verbiage for dashboard instrumentation, pump panel, all warning/caution labels and pump panel controls shall be provided in both English and Italian. The contractor shall submit labels to the Navy for review prior to application to the vehicle.
1.4 The vehicle shall be configured for left-hand drive.
1.5 During manufacture, the partial or completed vehicle shall not be stored outside during winter months or exposed to road hazards and anti-icing chemicals without proper protection.
1.6 All components used in the manufacture of the vehicle must be new, unused and of the most current version.
2.0 Requirements of Bidders: Not used.
3.0 Submittals
3.1 Before manufacture, the contractor shall submit for Navy review, drawings including dimensions for the following at a minimum: overall length, overall height, wheelbase, front bumper to face of cab, center of front wheel to rear of cab, front of body to rear of body, center of rear wheel to rear of back step, width of the vehicle body, all principle compartment dimensions, height from the ground to the bottom of the rear hose bed, height from the ground to the bottom of the crosslay hose beds, actual angle of approach and angle of departure and estimated front and rear axle weights for the loaded vehicle including four (4) personnel, the specified hose load, and 2,000 pounds of tools and equipment. Dimensions will also indicate turning radius wall to wall, curb to curb, and bumper to bumper.
3.2 Before manufacture, the contractor shall submit for Navy review, drawings of the left and right-side pump panels showing all intakes, discharges and components.
3.3 Before manufacturer, the contractor shall submit for Navy review an electrical system current draw analysis including the onboard generator.
3.4 Before manufacture, the contractor shall submit for Navy review catalog cuts for the following:
Cab and Chassis Pumps Pump Control Panel, Display, Actuators, and Valves Water Fittings Nozzles
Hoses and Couplings Reels and Hose storage Emergency Lights Scene Lights Sirens and Horns Tanks PTO and/or Pump Gearbox Backup Camera Fire Extinguishers Communications system (intercom and headsets)
3.5 The contractor shall submit a report of final inspection and operational testing prior to delivery of the vehicle to the Navy that shows compliance with all inspected and tested parameters.
3.6 The contractor shall provide a daily and weekly vehicle inspection checklist in electronic word format for use by the operators after acceptance of the vehicle.
3.7 The contractor shall provide the maintenance plan in editable format.
3.8 Component data including manufacturer technical data and warranty information shall be provided to the Navy at the time of vehicle delivery for all commercial components including cab, body, engine, transmission, axles, tires, fire pump, water tank, generator, and emergency lighting.
4.0 European Fire Apparatus Compliance, Testing and Certification
4.1 This unit and all associated equipment must comply with the current Italian and European standards for a pumper fire truck in effect at the time of quote submission. A signed certificate stating compliance shall be provided by the manufacturer at the time of delivery. The pumper fire truck shall be third-party, independently, audit certified for compliance with the current edition of the European standards for a pumper fire truck in effect at the time of quote submission.
4.2 The manufacturer shall perform in-service testing of all ground ladders in accordance with NFPA 1932 Section
7.2 prior to vehicle acceptance and provide certification of testing completion in both hard copy and electronic format.
4.3 The manufacturer shall conduct an inspection and operational test of the pumper and all systems prior to delivery to the Navy. The inspection and operational test shall be conducted at the manufacturer, or a third party site at the manufacturer’s expense. Operational testing shall include a road test of the vehicle while fully loaded, covering a continuous run of twenty (20) miles made under average driving conditions. During the road test, the apparatus shall show no loss of power or overheating. The transmission, drive shafts, front and rear axles, etc. shall run quietly and be free from abnormal vibration or noise. Navy personnel are to be invited to observe the inspection and operational testing at Navy expense.
5.0 Engineering Conference and Inspection: Not used
6.0 Delivery and Training
6.1 The contractor shall provide a qualified training technician to provide instruction for fire department and maintenance personnel in the proper operation, care and maintenance of the vehicle and equipment. The contractor shall plan for one 4-day session on vehicle operation and one 2-day session for vehicle maintenance. The contractor shall provide the Government training on the inspection checklists and maintenance plan during the training.
6.2 The training technician or knowledgeable representative of the contractor shall be present at delivery to aid in start-up and address any receipt inspection identified deficiencies.
6.3 The contractor is responsible for all custom or entry fees for delivery to Italy. If the vehicle is delivered by trailer, the contractor shall off-load the vehicle at the final destination.
7.0 Warranty Requirements
7.1 The contractor warrants each vehicle to be free from defects in materials or workmanship under normal use and service. This warranty shall include a bumper-to-bumper warranty for two (2) years after acceptance by the Government. This shall include all required parts and labor to effect required repairs during this two (2) year warranty period.
7.2 The contractor warrants that the chassis frame rails and cross members to be free from structural defects, cracking, corrosion or deformation of components for the lifetime of the vehicle.
7.3 The contractor warrants the cab and body structure against structural defects including cracking, deformation of material and corrosion for a period of ten (10) years.
7.4 The contractor warrants all stainless-steel piping to be free from defects and corrosion for a minimum period of ten (10) years.
7.5 The contractor warrants the fire pump, components and valves for a minimum period of five (5) years, including parts and labor.
7.6 The contractor warrants the cab and body exterior paint finish against peeling, cracking and adhesion for a minimum period of seven (7) years.
7.7 All warranties shall commence with the apparatus being accepted and placed into service upon completion of the delivery and maintenance training as listed in Section 6.3. The contractor shall provide a document that explains the procedures to obtain warranty repairs. The contractor shall provide this in a hard-copy document, as well as in an electronic document.
8.0 Dimensions, Weights and Performance
The vehicle shall not exceed the following dimensions:
Overall length 8,000 mm Wheelbase 4,300 mm Max. width: 2,550 mm Max turning diameter (wall to wall): 18,800 mm Max Height (including all accessories): 3800 mm Max Gross Vehicle Weight Rating (GVWR): 18,000 kg Tilt angle: 26.5° per ECE R29 Acceleration (0-50 km/h): Less than 15 sec Top Speed: 110 kph Approach angle and departure angle: At least 16° Ground clearance: At least 200mm.
9.0 Paint
9.1 The color coat, Candy Apple Red, application shall consist of two to three applications of acrylic urethane color coat. The final finish shall be free of dirt and sags and shall meet a minimum grade of 7 when compared to general orange peel test panels.
9.2 Underbody coating must be provided on all chassis and body parts.
9.3 The final finish of the cab shall exhibit excellent gloss durability and color retention properties.
9.4 The chassis frame shall be black. The mirrors, mirror brackets and step frames shall be stainless steel or chrome.
9.5 The vehicle cab and body shall be painted single color Candy Apple Red.
The front fenders and bumper shall be painted black.
9.6 Wheels shall be polished Aluminum with a polished finish.
9.7 All outside alloy parts shall be polished. All inside alloy part shall be polished or brushed.
10.0 Chassis and Cab
10.1 The chassis and cab shall be designed for use as a firefighting vehicle.
10.2 The vehicle shall be equipped with a firefighting vehicle preparation package from the chassis manufacturer.
10.3 Axles - The vehicle shall be equipped with a two-axle layout. Single wheel steering front axle, and a single rear axle with dual rear wheels with locking differential.
10.4 Rear axle – The rear axle shall be a rigid axle with parabolic leaf suspension rated to at least 13,000 kg.
11.0 Rims, Tires and Wheels
11.1 The tires shall be recommended by the chassis manufacturer based on the model and shall meet or exceed the weight rating of the axles, suspension and GVW of the chassis. All tires shall be the same brand. The tires shall be an aggressive highway design on the steer axle and an aggressive all season tread pattern on the rear axle.
11.2 Mud flaps shall be installed behind each wheel.
11.3 All six (6) rims shall be polished aluminum with a polished finish and shall meet or exceed the weight ratings of the axles, suspension and overall GVW of the vehicle.
11.4 A tire pressure equalizing and monitoring system In Accordance With (IAW) EUROPEAN FIRE APPARATUS STANDARDS shall be provided.
11.5 A left hand driver ram-assisted power steering system shall be provided with tilt and telescoping steering column.
The steering mechanism shall be capable of turning the front wheels to an angle of at least 30 degrees to either the right or the left for the front axle.
12.0 Chassis Frame
12.1 FRAME: The frame shall be welded ladder type construction with u-shape frame rails and cross members. The chassis shall be provided with corrosion protection that is designed for the lifetime of the vehicle.
12.2 One (1) front and two (2) rear towing eyes shall be welded to the frame rails. Front and rear tow eyes with pintle hooks shall be attached to the frame rails.
13.0 Brakes
13.1 The braking system must meet or exceed EUROPEAN FIRE APPARATUS STANDARDS and GUV D29.
13.2 The system shall be a fully electronically controlled dual circuit brake system with ABS, electronic stability program (ESP) and anti-spin regulator (ASR).
13.3 The vehicle shall have an air brake system that meets Italian requirements.
13.4 The air brake system shall include all of the following components:
13.4.1 Dual air system with dual gauges and a warning light and buzzer:
13.4.2 The vehicle shall have a spring-actuated parking brake built into the rear axle brakes with a manual control and warning light in the cab. These shall automatically apply in case of air system failure.
13.4.3 The vehicle shall have a mechanical means of releasing the spring brake in the event of total loss of air pressure.
13.5 The vehicle shall contain a quick build up system, capable of building enough air pressure to release the spring brake in less than sixty (60) seconds when starting with the entire air system at zero pounds pressure.
13.6 The brake system shall be a split system. The two (2) systems shall be connected with a double check valve that shall automatically shuttle air from the front system to the rear system should loss of air pressure occur. This system shall also modulate the amount of air so the spring brakes shall apply in direct relationship to the amount of pressure applied to the treadle valve. The brake system shall be equipped with a valve to provide modulated spring brakes in the event there is low air pressure in the rear axle air supply reservoir.
13.7 All components (service brake, retarder, exhaust brake) and features (ABS, Hill hold and traction control) of the braking system shall be controlled through a fully integrated electronic control system.
13.8 Compressor: An air compressor shall be provided with a minimum of 360 ccm. All discharge lines shall be made out of stainless steel.
13.9 ABS system: An industry standard four channel, single rear axle model, ABS Braking System shall be supplied.
An electronic control unit (ECU) shall monitor and control wheel speed during braking. Wheel sensors shall constantly monitor wheel speed and shall send information to the ECU. If a wheel begins to lock the ECU shall transmit an electrical impulse to modulator valves that apply, release or hold the air pressure in the brake chambers.
The rapid modulation of air pressure shall prevent wheel lock-up and increase driver control. If a fault occurs in one wheel, that wheel shall have normal (non-ABS) brake function. The other wheels shall continue to provide the ABS function.
If the ABS system should fail completely, the brake control shall be returned to normal (non-ABS) braking. An ABS warning light shall be installed on the driver's dash message center. This warning light shall cycle through a test stage at the point of ignition turn on and remain illuminated until the vehicle reaches approximately four (4) mph (6.5kph). The light shall illuminate in other conditions to warn of an ABS system failure and shall illuminate when the diagnostic function is activated.
13.10 Holding Capacity of service Brake: The service brake shall be able to hold the vehicle fully loaded at least at a 50% slope.
13.11 Holding Capacity of parking Brake: The parking brake shall be able to hold the vehicle fully loaded at a minimum of a 50% slope. The parking brake shall activate brakes on all axles.
13.12 Hill hold function: The vehicle shall contain a hill hold function. As a result of this function, the vehicle shall not roll backwards after stopping on a slope and releasing the brake pedal.
13.13 Traction control system: An electronic traction control system shall be applied using ABS sensors. On slippery surfaces, sensors shall detect differentials in wheel spin on the propulsion axles and selectively apply the brake on an individual wheel (the one spinning) to direct propulsion torque to the wheel with the higher traction and subsequently less revolutions.
13.14 Service brake performance: The service brake shall meet or exceed requirements of EUROPEAN FIRE
APPARATUS STANDARDS.
13.15 Actuation: The service brake shall be a suspended foot peddle. The parking brake shall be a EUROPEAN FIRE APPARATUS STANDARDS compliant lever.
13.16 Retarder: The vehicle shall contain a hydraulic retarder brake. Actuation shall be manually through a steering column mounted lever and automatically when the regular service brake is actuated through the brake pedal.
13.17 The hydraulic retarder shall use the viscous forces between dynamic and static vanes in a fluid-filled chamber to achieve retardation. The retarder shall use vanes attached to a transmission driveshaft. They shall be driven separately via gears off a driveshaft. The vanes shall be enclosed in a static chamber with small clearances to the chamber's walls (which shall also be vaned). When retardation is required, fluid (oil or water) shall be pumped into the chamber, and the viscous drag induced shall slow the vehicle. The working fluid shall heat and circulate through a cooling system.
13.18 Engine brake: An exhaust engine brake system shall be provided. Actuation shall be possible manually through a floor mounted switch or automatically, when the retarder (through lever) or the service brake (through foot pedal) is actuated.
14.0 Engine
14.1 The vehicle shall contain a high performance diesel engine with an electronically controlled fuel injection system.
14.2 Engine shall be diesel rated at least to 400HP.
14.3 The engine shall have a Radiator/cooling system suitable for an ambient temperature range from -25°C to +45°C.
The radiator shall be of a heavy-duty design, with transmission oil cooler, and a remote mounted semi-transparent reservoir tank that is visible from the outside.
14.4 The vehicle shall contain a fuel tank with heated filter element and fuel pump.
14.5 The fuel tank capacity shall be sufficient to provide for a minimum of 48.3km (30mi) of highway travel at 88.5 kph (55mph) plus two hours of pumping at full capacity at the full rated pump discharge. The fuel tank shall have a capacity of not less than 200 liters.
14.6 The fuel system shall be equipped with a heated fuel/water separator and manual drain. The entire fuel system shall meet the engine manufacturers’ requirements.
14.7 The fuel tank and fuel tank hangers shall be constructed from Stainless Steel.
15.0 Transmission
15.1 The vehicle shall contain a fully automatic transmission with integrated transfer case and engine mounted torque converter; or, alternatively, a fully automated clutch operated transmission with split range, at least twelve speeds and integrated transfer case. Any clutches provided should not require operator intervention to operate.
15.2 The transmission shall be specifically designed for emergency services vehicle application and permanent operation. I.e. special pattern logic inhibits tailored to the unique demands of emergency vehicles. For example, general truck calibrations prevent shifts from neutral to a range if engine speed is above 900 rpm; however, emergency calibrations shall tolerate a higher engine speed of 1260 rpm before preventing the shift.
15.3 The transmission shall be able to shift through all gears without operator intervention. The chassis shall be geared for the top speed in high gear.
15.4 The transmission shall contain an automatic transmission cooler as an integral part. The cooler shall be of sufficient size to maintain the operating temperature within the recommended limits of the transmission manufacturer.
15.5 The torque converter (if provided) shall be equipped with a lock up clutch with a torsion damper effective in all ranges.
15.6 The transmission shall be installed between the frame rails.
15.7 The automatic transmission shall be controlled by an electro-mechanical or fully electronic lever type shift control.
15.8 The transmission shall have an internal lock (hold override button) to securely hold the shifter in the position selected. The shifting mechanism shall be accessible by the operator in the normal operating position. The operator shall be allowed to select manually each gear and subsequently to up or downshift. The selected gear and drive mode (manual or automatic shall be displayed in direct sight of the driver.
15.9 The transmission shall provide a kick down feature, when the accelerator pedal is depressed over a defined pressure point, the transmission shall automatically downshift to the lowest technical possible gear, which would not over-rev the engine at the current speed to provide maximum acceleration.
15.10 A solid state electronic audible back-up alarm that actuates when the truck is shifted into reverse shall be provided. The device shall sound at 60 pulses per minute and automatically adjust its volume to maintain a minimum five (5) decibels above surrounding environmental noise levels.
15.11 Power Take off (PTO): The transmission shall be equipped with a power take off. The transmission shall be rated by the manufacturer to provide power to PTO at maximum required power demand from the pump.
16.0 Electrical system
16.1 The "Electrical Distribution System" (EDS) shall meet European safety standards. (UL, CE, etc.)
16.2 The entire system shall be controlled through a Controller Area Network (CAN) type network.
16.3 The contractor shall prepare the electrical system to interact with a firefighting vehicle body and its electrical components. I.e. a provision for the engine to be remotely started from the pump panel when operating the pump is required.
16.4 The chassis electrical system including the starter and emergency lighting shall operate on 24-volt DC power.
16.5 The apparatus will be provided with maintenance free batteries, each at least 140Ah. Batteries shall be mounted in a box rear of the cab on the side of the vehicle. A battery disconnect/isolator switch shall be provided in the cab.
16.6 The electrical harness shall be circuit/function numbered for easy identification. Wiring terminals shall be crimped properly. The wiring harness shall be neatly routed with proper radius and looms or conduits shall be used where necessary.
16.7 The chassis wiring shall be installed on the chassis frame rail and shall be clamped with rubber coated stainless steel clamps. Plastic ties are not acceptable to reduce premature wear.
16.8 The apparatus shall be provided with a 24-volt alternator to maintain electrical system during operation.
16.9 EMI/RFI Protection: The apparatus shall incorporate the latest designs in the electrical system with state of the art components to insure that radiated and conducted electromagnetic interference (EMI) and radio frequency interference (RFI) emissions are suppressed at the source. The vehicle shall have the ability to operate in the environment typically found in fire ground operations with no adverse effects from EMI/RFI. EMI/RFI susceptibility is usually controlled by utilizing components that are fully protected and wiring that utilizes shielding and loop backgrounds where required.
16.10 Battery charger and external power supply: When parked, the vehicle shall be charged through a charging socket with standard 230V / 24 V including inlet box with 4m lubricated flex wiring. A microprocessor operated battery charging system with characteristic curve programming EMV certified with sensor cable, temperature sensor and high-performance relays shall be installed monitoring all intakes. Minimum required performance: 25 Amp @ 24V, designed to charge 24V batteries with a capacity of up to 500Ah. The charger shall be equipped with short-circuit and reverse polarity protection. A minimum of 16 programmable charging cures shall be accommodated on the E-prom Input voltage: 230 VAC 40 - 60 Hz (90-260V) Temperature range: from -25°C to +40°C IP class: IP21, protection class 1.
16.11 An external electrical socket with NATO connectors (IAW VG 96917) shall be installed in the rear of the vehicle to allow emergency jump start with a standardized NATO cable.
16.12 Low Voltage Protection: A low voltage power protection shall disconnect certain electrical devices to ensure there is enough power to always start the engine, including optical and acoustical indication.
16.13 A cut off relay 24 V shall be installed for vehicle battery and additional battery, to ensure charging is guaranteed via charging socket when the engine is parked. (The installed relay cannot be used because it only operates when engine is running).
17.0 Audible Warning Devices
17.1 Electronic siren: An electronic siren with separate control head shall be provided. The control head shall be equipped with a microphone for announcements and shall be mounted in direct reach of both officer and driver. The siren shall be capable with at least these sound patterns: Wave, Yell, Hi, Lo, PA.
17.2 Air Horns: Dual air horns shall be installed on or in the bumper or at the front side of the vehicle with one on each side. Noise output shall be at 85 dB (A) at five feet (1.20m).
17.3 To eliminate inadvertent operation, the chassis air horns shall operate only when the battery selector and ignition switch are in the "ON" position.
17.4 The chassis air horns shall be controlled by a lanyard with a 'Y-chain' or by activation switches mounted in direct reach of the driver and officer. The lanyard chain shall be mounted to the center of the overhead console within reach of both the driver and officer and shall terminate at the cab center. Alternatively separate actuation switches (two) for the driver and officer may be provided.
17.5 A “Martin” type air compressor fanfare with four amplifying horns and tone tracker circuit shall be fitted at the front of the vehicle above the front bumper at the radiator grill. All electrical/pneumatic installation shall be performed by the contractor. Performance shall be - 200 Watt, 125db in 1 m distance, DIN 14610EG, DIN B03, ECE E1-10 R- 022601, tuned 435 +450/ 580 + 600 HZ.
18.0 Visual Warning Devices
18.1 European standard warning light package: The vehicle shall be equipped with a complete warning light package meeting European Fire Apparatus Standards. All warning lights shall be blue in color.
18.2 All warning lights shall be activated with individual switches in a center console mounted panel with LCD screen panel and all together with one master switch.
18.3 The master switch shall allow for drive and “on scene setting”. Drive will engage all warning lights. “On scene” will disable horns and front flashers. It will at a minimum activate scene lights, engage pump (once transmission is in neutral) and hazard flashers.
18.4 Low level front warning lights: Two (2) light emitting diode (LED) warning lights shall be mounted on the front of the chassis above the headlights at the upper outermost corners in vertical position. These two (2) lights fulfill the requirements for Lower Zones A, B & D lower-level warning devices.
18.5 Front intersection lights: Two (2) LED warning lights shall be mounted one (1) on each side of the bumper/gravel shield. There shall be a stainless-steel guard installed to protect the light.
18.6 Cab side warning lights: Two (2) LED warning lights, with flasher, shall be mounted one (1) on the driver’s side and one (1) on the officer’s side of the vehicle, over the front tires, placed no greater than 25 feet between the front and rear lower warning lights.
18.7 Cab roof light bar: A cab roof warning light bar shall be furnished and rigidly mounted on top of the cab roof.
Light bar shall be equipped with all LED modules filled with outward modules angled to provide coverage to the front and the side. Lenses shall be blue except for center lenses (clear). The light bar shall be programmed in conjunction with the control head to meet European Standards.
18.8 Lower body mounted strobes: At least two blue LED warning lights shall be installed on each side of the body at the front and rear lower corner.
18.9 Upper body mounted strobes: At least two blue LED warning lights shall be installed on each side of the body at the front and rear upper corner.
18.10 Cab ground lights: One (1) light shall be mounted beneath each door. These lights shall be designed to provide illumination on areas under the driver and crew riding area exits. All cab ground lights shall be switchable and shall automatically activate when any cab exit door is opened.
18.11 Step lights: The vehicle shall be equipped with four (4) step well lights. These lights, one in each step well, shall have a light hood to direct the light downward toward the step and the ground. All step well lights shall be illuminated when any door is opened and the battery selector is on.
19.0 Headlight, Marker, Stop, Turn and Taillights
19.1 Driving lights: The vehicle shall be equipped with a complete set of driving lights in accordance with European standards to include headlights (low and hi beam), turn signals, marker light and backup lights for operation on public roads.
Headlights shall be a daytime running light configuration.
The front of the vehicle shall be equipped with separate fog lights . All lights on the vehicle front shall be equipped with brush guards.
A high-pressure washer system shall be provided for head and fog lights.
19.2 Marker lights: The vehicle shall be equipped with marker lights in accordance with European standards. All marker lights shall be LED type and activate when the headlights are turned on. The vehicle shall be equipped with five (5) amber LED cab face mounted clearance lights mounted above the windshield. The vehicle shall be equipped with five
(5) red body mounted clearance lights mounted at the rear body side. The vehicle shall be equipped with three amber marker lights in accordance with European standards on each side of the vehicle.
19.3 Corner lights. The vehicle shall be equipped with two corner lights (one at each side) mounted at the rear of the vehicle. The lights shall be visible from the rear-view mirrors to allow the driver to gauge the dimensions of the vehicle.
19.4 Taillights: The vehicle shall be equipped with four (4) LED taillight units (one in each corner) at the rear body. The taillight units shall consist of brake light, tail light, sequential amber arrow turn signal and blue strobe light (as part of the emergency lighting package).
19.5 Two (2) white backup lights and rear fog lights shall be provided in the lower light units. The backup lights will activate when the automatic transmission is placed in reverse gear.
19.6 Backup and maneuver lights: Safety and maneuver lights (45 Watt incandescent (IC) or LED equivalent) shall be installed on rear view mirrors for additional illumination of the side and rear.
19.7 Engine compartment maintenance lights: At least two (2) engine maintenance lights shall be in the engine compartment. These lights shall illuminate automatically when the cab is tilted to the full tilt position.
20.0 Scene Lighting
20.1 The vehicle shall be equipped with one (1) scene light on the right, one (1) on the rear and one (1) on the left side of the vehicle all mounted in the upper part of the superstructure. Lights shall be powered from the chassis 24-volt system. The scene lights shall be able to be switched in the cab and at the pump panel.
20.2 Light pole: The contractor shall install a flood light pole with extendable LED lights (8 ea with 42 Watt incandescent (IC) or LED equivalent each) with a remote control operated from the pump panel and electrically wired to the generator. The flood light pole shall be installed on the cab roof. The light pole expansion shall be pneumatically operated. The light pole shall extend to a height of at least 5.5 meters above ground. It shall be controlled through a graphic display integrated into the pump panel. It shall be possible to select each light individually.
21.0 Cab
21.1The cab shall be a fully trimmed commercial cab over engine four-door crew cab style.
21.2 The complete cab in four-door configuration shall be a standard off the shelf product provided from the chassis manufacturer.
21.3 The cab shall be fully insulated against heat and cold.
21.4 The cab shall be mounted with an air suspension and stabilizer to the chassis.
21.5 The windscreen shall be made of laminated safety glass. The side windows shall be made of tempered safety glass.
21.6 All windows shall be tinted, and any moveable windows shall be power operated.
21.7 The cab shall be equipped with a heater and air conditioning.
21.8 The access steps shall be designed and fabricated in accordance with EN 1846 part 2 requirements and shall include LED step lights.
21.9 The contractor shall mount yellow access handles next to the access doors. The contractor shall mount 2 additional handles close to or on the seats.
21.10 Interior lights shall be operated automatically on door opening as well as manually by means of integrated switch.
21.11 The floor must be covered with anti-slip rubber or equivalent material.
21.12 All interior surfaces shall be water repellent and easily washable.
21.13 The cab model (door configuration, roof height, length) shall have successfully passed the requirements ECE
(Economic Commission for Europe for the United Nations) R29-3 roof strength and pendulum test, respectively, as described in Annex 3 of standard ECE -Regulation 29/3.
21.14 The cab shall have the following overall dimensional requirements:
21.14.1 Cab full tilt height – at least 4300mm maximum
21.14.2 Cab interior dimensions at a minimum shall include:
21.14.2.1 Clear interior width at least 2100mm
21.14.2.2 Clear interior width driver’s and operators’ seat (door to doghouse) at least 650 mm
21.14.2.3 Clear interior width between rear seat and rear wall at least 103 cm
21.14.2.4 Clear height cabin interior at least 1500 mm
21.14.2.5 Clear length cabin interior at least 3100mm
21.14.2.6 Driver’s seat: Cushion to Roof at least 1050mm
21.14.3 The cab shall tilt at least 28 degrees for ease of serving.
21.15 Tilting the cab shall be accomplished by electric or hydraulic means and shall have a manual tilt pump connected to heavy duty lift cylinders. It shall be equipped with a positive locking mechanism (service lock) to hold the cab in the full tilt position.
Tilting to 30 degrees shall not require any further actions other than operating the electric/hydraulic system or manual pump.
21.16 The cab lift system shall have a cab tilt interlock. The cab tilt shall not be able to be activated unless the parking brake is set.
22.0 Exterior Cab equipment
22.1 The exterior cab shall be equipped with a heavy duty steel bumper to protect the lower cab section.
22.2 The exterior of the cab shall have a complete set of mirrors meeting EU standards:
22.2.1 Main rearview mirrors with a glass area of not less than 387.1 cm2 shall be provided on each side of the vehicle.
22.2.2 Additionally each side shall be provided with a minimum 45.2 cm2 wide-angle (convex) mirror.
22.2.3 A single convex mirror covering the front end shall be provided on the passenger side.
22.2.4 All mirrors, shall be all electrically adjustable and heated.
22.3 The vehicle shall be equipped with at least two (2) windscreen wipers with jet washers. The jet washers shall have at least three speeds and an intermittent setting.
22.4 The cab roof shall be equipped with a manually operated roof access hatch for ventilation.
23.0 Interior cab equipment
23.1 The instrument panel shall be equipped with a full set of instruments, illuminated switches and a complete warning system with indicator lights and audible alarms.
23.2 The interior of the cab shall be equipped with four (4) grab handles for passenger entry assistance
23.3 The vehicle shall be equipped with two (2) sun visors
23.4 The vehicle shall be equipped with non-slip vinyl floor mats
23.5 The vehicle shall be equipped with two (2) green dome lights with manual activation
23.6 The vehicle shall be equipped with two (2) white dome lights, which shall activate once the doors are opened.
23.7 The vehicle shall be equipped with a dedicated central switch to disable the system and to turn on the lights permanently with a dimming function.
23.8 The vehicle shall be equipped with a heater with dash mounted control.
23.9 The vehicle shall be equipped with air conditioning.
23.10 The vehicle shall be equipped with a fully enclosed and latched compartment for the storage of helmets.
24.0 Dashboard
24.1 The dashboard shall be padded and ergonomically angled to the driver.
24.2 A glove box capable to store all chassis manuals shall be installed in front of the officer’s seat.
24.3 A map reading light mounted on a flexible arm shall be installed on the dashboard in front of the officer’s seat.
24.4 At a minimum the controls and gauges specified below shall be installed. Control panel for driving operation:
All gauges, meters and indicators shall be calibrated in metric standard (km/h, bar/kPa, °C). Multiple gauges may be consolidated into a single multifunction display:
24.4.1 Speedometer, electronic with trip odometer
24.4.2 Tachometer electronic with engine hour meter
24.4.3 Oil pressure indicator or gauge
24.4.4 Coolant temperature indicator or gauge
24.4.5 Automatic transmission temperature indicator or gauge
24.4.6 Voltmeter
24.4.7 Hazard indicator light
24.5 A red flashing or rotating light, located in the driving compartment, shall be illuminated automatically whenever the parking brake is not fully engaged and any of the following conditions exist:
24.5.1 Any passenger or equipment compartment door is not closed.
24.5.2 Any other device permanently attached to the vehicle is open, extended, or deployed in a manner that is likely to cause damage to the vehicle if the vehicle is moved.
24.6 Air pressure gauge.
24.7 Turn signal control and indicator lights.
24.8 Headlight switch.
24.9 High-beam headlight switch and indicator.
24.10 Fuel level gauge.
24.11 Master ignition switch (if a key is provided, it shall be unable to be removed from the driving compartment interior).
24.12 Heater/defroster controls.
24.13 The vehicle shall not be equipped with a tachograph.
24.14 Warning lights and siren switches.
24.15 Master electrical load switch.
24.16 “Battery on” indicator light.
24.17 Windshield wipers and windshield washer control.
24.18 PTO-engaged indicator
24.19 The following indicators shall be provided on the dash:
24.19.1 High coolant temperature, warning light and alarm.
24.19.2 Low pressure brake air supply, warning light and alarm.
24.19.3 Low coolant level, warning light and alarm.
24.19.4 Low fuel level.
24.19.5 Stop engine.
24.19.6 Check engine.
24.19.7 Differential locks.
24.19.8 Turning direction, left/right.
24.19.9 Hazard, 4-way flasher.
24.19.10 High beam.
24.19.11 Park brake engaged.
24.19.12 Battery ON indicator.
24.19.13 Stop engine warning light, indicating any severe problems to the engine requiring immediate action such as low coolant levels, low oil level etc.
24.20 The contractor shall install three permanently mounted engraved information plates in both English and Italian in the driver's compartment in easily viewed location:
• One plate shall provide information on all fluids to include fluid levels (quantity), Fluid types (weight, ISO number or type).
• The second plate shall provide appropriate filter, belt and accessory drive part numbers. Part numbers shall be provided for both the OEM part number as well as a readily available after market part that meets the OEM requirements for warranty coverage.
• The third plate shall list the height, width, length, and weight of the vehicle.
The combination of the three plates will show the appropriate fluids, filter and belts for all chassis, fire pump, air conditioner, generator components, power racks and aerial devices on the apparatus as appropriate.
25.0 Doors and Steps
25.1 The vehicle shall be equipped with large Cab doors, two (2) on the left side and two (2) on the right side. Cab doors shall be at least (1,300mm x 940mm) wide.
25.2 Cab windows shall have power roll down windows. Window controls shall be mounted on the door so that the driver can open or close and door window from the seated driver’s position.
25.3 The front door windows shall have at least 0.45m2 area of viewing glass per door. Each window shall have an exterior glass weather seal to prevent the influx of exterior air.
25.4 The doors shall be able to be opened up to at least 85° to provide maximum safety for the crew members entering and exiting with SCBA.
25.5 All doors shall have interior door locks and exterior keyed door lock controls.
25.6 The inside of the cab doors shall have tomato red and lime yellow chevron reflective material that will match the chevron striping on the edges of shelves and the rear of the vehicle.
25.7 All doors shall be keyed alike and equipped with power door locks.
25.8 The doors shall be equipped with appropriate safety interlocks to prevent accidental locking of the doors when closed.
25.9 The doors shall have interior and exterior paddle latches and shall be mounted in an easy to reach location.
Interior latch shall not be blocked by the seat occupant.
25.10 The contractor shall supply at least three complete sets of keys to the vehicle.
25.11 The front doors shall be equipped with door pockets sufficient in size to hold a standard clip board for letter size paper.
25.12 The driver and passenger doors shall be equipped with at least two doorsteps in accordance with applicable European safety regulations.
25.13 The rear doors shall be equipped at least with two door steps each in accordance with applicable European safety regulations.
25.14 The doorsteps shall extend over the full length of the rear doors.
25.15 Each doorstep shall have a usable depth of at least 40 cm in depth.
25.16 The doorsteps shall retract or fold when not in use and the door is closed and deploy automatically when the door is opened.
25.17 Each doorstep shall be equipped with at least two (2) yellow flashing lights, which engage automatically, when the doorstep is deployed.
25.18 The cab shall contain a storage tray to securely store at least four (4) firefighter helmets.
25.19 The contractor shall provide a complete tool set for basic maintenance and repair of the chassis and body.
25.20 The contractor shall supply one complete set of all chassis filters, belts and windshield wiper blades stored on the vehicle.
25.21 The chassis shall be equipped with one (1) set of EUROPEAN FIRE APPARATUS STANDARDS approved hazard triangles and a first aid kit. They shall be stored in a case and shipped loose with the chassis.
26.0 Seats
26.1 Driver Seat: The driver’s seat shall be an air-suspended high back seat (no. 1) with integrated headrest. The seat shall be adjustable (horizontal, vertical and lumbar support) and have a 3 point, red safety belt integrated in the seat assembly. The seat back shall be adjustable for incline. The seat color shall match the interior trim. The air suspension shall be coupled to an adjustable shock absorber which allows adjusting to the driver’s weight. A location for helmet storage shall be provided in direct reach of the seated person. The helmets shall be stowed in a fully enclosed and securely latched compartment. A label stating “DO NOT WEAR HELMET WHILE SEATED” shall be visible from each seating location
26.2 Officer’s Seating position (passenger seat): The seat shall be a Self- Contained Breathing Apparatus (SCBA) seat with a fixed bottom cushion and a split head rest. A red lap type, metal to metal quick release seat belt, with automatic seat belt retractor plus a red 3 point, shoulder harness type seat belt shall be supplied for the seat. The seat shall be equipped with an approved interlock mechanism. The seat color shall match the interior trim.
The officer’s seat shall be a high back with head rest and double locking fore and aft slide adjustment. The seat shall have adjustments for back incline and be equipped with a contoured thigh support bottom cushion. The chassis seats shall have vinyl material.
26.3 Crew area-rear left outboard seat: The seat shall be a Self- Contained Breathing Apparatus (SCBA) seat with a fixed bottom cushion and a split head rest.
