The following items are applicable to this modification:
SUMMARY OF CHANGES
A. BASIS FOR AWARD
1. The Government will award one contract in response to this solicitation.
2. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract and to negotiate with Offerors in the competitive range.
3. The Government intends to award the contract to the Offeror submitting the Lowest Priced, Technically
Acceptable (LPTA) offer.
4. The Government intends to evaluate proposals and award a contract without discussions; however, the
Government reserves the right to conduct discussions should it be deemed necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the range to the greatest number that will permit an efficient competition among the most highly rated proposals.
5. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
6. An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.
Each Offeror’s total price as submitted on Exhibit D will be evaluated to determine the Lowest Price offer submission.
B. EVALUATION FACTORS FOR AWARD
GENERAL. The solicitation requires the evaluation of price and of non-price factors.
Chart A below summarizes which documents must be submitted by each Offeror for the non-price factors:
Chart A
Factor Solicitation Submittal Requirements-Technical (non-price)
I Completed Exhibit A “Experience Providing Electric Supply”
II Two (2) Letters of Financial Capability
III Completed Exhibit C “Regulated Charges Information Form”
The technical offers will be considered acceptable if all the required documentation listed in chart A are properly submitted, complete, accurate, current, and relevant in accordance with the requirements of the solicitation. The technical evaluation will be completed prior to the price evaluation. If the Offerors technical evaluation is rated as technically unacceptable, no price evaluation will be completed.
ADJECTIVAL RATINGS/DESCRIPTIONS
1. Each Offerors technical factors will be evaluated separately. Upon the conclusion of the evaluation of the technical factors, an overall non-price factor rating of Acceptable (A) or Unacceptable (U) will be assigned to each Offerors non-price factor proposal.
2. The following adjectival ratings and rating descriptions will be used to assign an overall rating to each non-price factor and to assign an overall rating to each non-price factor proposal.
Table A-1 Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable (A) Proposal clearly meets the minimum requirements of the solicitation
Unacceptable (U) Proposal does not clearly meet the minimum requirements of the solicitation
C. PAST PERFORMANCE EVALUATION/ CORPORATE EXPERIENCE
In order to be awarded the contract, the Offeror must have a license to provide services as stated in this solicitation.
Offerors are required to submit Factor I of Chart A.
1. Factor I, Completed Exhibit A “Experience Providing Electric Supply:

2. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, without limitation: past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS) using all CAGE and DUNS numbers of any team members (that were, or are, members of any business association, including, without limitation, partnerships, joint ventures, teaming arrangements, or parent companies, subsidiaries, or affiliates); sources identified in the Offerors proposal; inquiries of owner representative(s), and; any other sources.

Factor II. Solicitation Submittal Requirements: Two (2) Letters of Financial Capability

A completed Exhibit D tab “Price Proposal Table” The Table must be signed by the Offeror and includes a statement that the Offeror agrees to hold the offer prices for 7 days from the date of submission.
b) Basis of Evaluation:
The basis of evaluation for Lowest Price Technically Acceptable will be determined by using one or more of the following techniques to ensure a fair and reasonable price:
i. Comparison of proposed prices received in response to the RFP;
ii. Comparison of proposed prices with the Independent Government Estimate;
iii. Comparison of proposed prices with available historical information; and/or
iv. Comparison of market survey results.
The Government’s evaluation of price will be based on the Total Offer Value. The successful Offeror will be the one offering the lowest Total Offer Value.
