3 GENERAL SCOPE OF WORK OF MILITARY WORKING DOG FACILITY IN PLOVDIV

(BASE‐BID)

These PTS describe work for a 100% DESIGN‐BUILD contract. The Base‐Bid includes the design and construction of a new facility to be used as a Military Working Dog training and support area for Plovdiv Military Forces. With details in subsequent sections, the general basis of design includes:

- Support building, single‐level, estimated to be o be subdivided as follows:

o Kennel Master offices o Open area for computer workstations o Multipurpose training, classroom, break room o Combined unisex bathroom, shower, and locker room o Storage rooms, including separate food storage with outdoor access o Mechanical room

- Kennel building that is single‐level and estimated to be 9 m x 14 m indoor area with two additional

3x14m attached outdoor spaces. To be subdivided as follows:

o Kennels for eight military working dogs, with indoor and outdoor portions o Food preparation area o Storage area o Mechanical room

- Sidewalks of 1 m width around the perimeter of each building.

- Covered walkway between Kennel and Support buildings, minimum 6 m length.

- Utility services connection to existing local services including telephone, internet, electrical, water, and sewer.

- Three stainless‐steel chain‐link fenced areas, approximately as detailed in this document, surrounded by 2.5 m tall fencing.

- Creation of specific concrete obstacles for obedience course.

- Access and connecting walkways of 2 m width.

- Exterior lighting

- CCTV security system, with control station in guard shack in separate building.

3.1 General Facility Layout

The facility layout shall conform to the design as supplied in ANNEX B

3.2 Elements interfering with the new construction

It is estimated that new construction shall be placed in an area without any prior construction within its footprint. However, it is possible that there will be underground utility lines which may need to be rerouted in coordination with the construction of the new facilities. The contractor is responsible to survey the area prior to submission of their bid or to place the building where it does not interfere with any utility line.

Anything interfering with the new construction and extending more than 1 meter above or below the new facilities shall be rerouted (if still in use) or demolished by the contractor if no longer in use. The contractor shall locate and reroute any potential utility line (cables, piping, etc.) that may interfere with new construction.

The contractor shall design the construction to minimize removing any tree. The removal of any tree shall be done by the beneficiary following the same principle: contractor to notify the beneficiary with 2 months advance notice and contractor to remove what will be left under grade elevation.

The contractor shall copy the Contracting Officer Representative on any official correspondence related to this PTS between the contractor and the beneficiary.

3.3 General Design / Construction Requirements for Structures

General requirements:

- Emergency Escapes: The building shall comply with the emergency escapes requirements of the

Bulgarian regulations. All exterior doors shall open to the outside and be equipped with the required panic hardware.

- Ceiling height: 2.8 meters from finished floor to suspended acoustic ceiling

- Windows: The contractor shall provide the necessary windows to maximize the use of natural light, to provide ventilation and to provide an esthetically pleasant building.

- Structure: Reinforced concrete superstructure: foundations, columns, beams, deck. No wood shall be used as a permanent structural member.

- It is noted that the design of the foundations depends on the results of a geotechnical report, which is not included in these PTS. For estimating purposes, the contractor shall estimate the worst soil conditions available in this part of Bulgaria. The contractor needs to be familiar with recent construction projects in the area to estimate the necessary foundations for the new facility.

Contractor needs to obtain this information from beneficiary, from Ministry of Defense, or from other local sources, prior to submission of their bids.

- Exterior Enclosure: Use traditional solid natural stone bricks or other concrete masonry units (CMU) authorized by Bulgarian construction standards with masonry walls, with rigid thermal insulation, mesh, plaster, and paint. Provide similar finishes as the existing installation HQ building.

- Internal Partitions: Masonry walls, plastered, and paint. The rest of interior partitions shall be made with ceramic masonry walls, as thin as allowed by Bulgarian regulations to maximize the usable area of the new facility.

- Seismic: Strict compliance with seismic criteria applicable for this region of Bulgaria. It must be noted that the seismic requirements in Bulgaria are very high, which will require very heavy reinforcements and building structure.

- Elevation: Ground floor of new construction shall be 0.3 m higher than average grade elevation surrounding the new building.

- Drainage: Provide adequate drainage system around the new construction. The contractor shall grade the grounds around the new construction as far as technically necessary to guarantee that there will not be any accumulation of rain water next to the new construction. This will require underground drainage or sloping and grading of all the areas.

- Roof: Similar to installation’s existing HQ’s building. Provide thermal insulation on the roof. Provide with minimum 0.8 meter wide roof eaves.

3.4 Requirements for Support Building

Some rooms will have specific requirements that are described in later in this PTS.

3.4.1 Water Service Connection

The contractor is responsible for connecting water service for the new buildings from the main water utility network in the military installation, to include the necessary valves and water meter as required by the Bulgarian MoD and/or the water utility company. The contractor shall prepare a technical project to perform the water connection as required by Bulgarian regulations.

For estimating purposes, the contractor can estimate that the connection to existing water shall be within 115 meters from the construction site. The contractor is responsible to survey the area in coordination with the Bulgarian military representatives to determine the optimal point of connection.

The water line from the connection point to the new building shall be installed underground with the required thermal insulation. All exterior surfaces damaged by the construction activities, but mainly by the required excavations, shall be restored to their original conditions.

The diameter of the new water line from the connection point to the new building shall be the same diameter as the water line to be intercepted. This is to maximize the available pressure and flow in the new facility. If the water line to be intercepted is 50 mm, the new water line from the connection point to the new facility shall be 50 mm. If the water line to be intercepted is 100 mm, the new water line shall be 100 mm.

Local existing water connection and potential point of connection

3.4.2 Water Distribution at Support Building

Provide cold water to all plumbing appliances and faucets and hose bids. Provide hot water to all internal faucets, sinks, and showers. Use water piping certified to be used in domestic potable water systems.

Provide thermal insulation for hot water piping for energy savings and for cold water to avoid water condensation on the piping.

All water piping to be recessed within the floors, walls and ceiling so that they are not exposed to the view.

Where possible the water pipes shall be installed above the suspended ceiling for easier inspection and maintenance.

Pressure test all water lines at least at 2.5 times the maximum operating pressure or as required by Bulgarian regulations (whatever is higher)

3.4.3 Electrical Service Connection

The electrical installation for the new facility shall be designed and installed in strict compliance with Bulgarian electrical code and regulations.

For estimating purposes, the contractor shall estimate that the new facility shall be electrically independent from the rest of the military installation. This will require a separate connection to the electrical utility company, with its required electric meter, separate contract and separate electric feeder. For this reason, the new building shall be electrically fed from an existing substation owned, controlled and managed by the electric utility company, which for estimating purposes the contractor shall estimate that it is located within 200 meter radius of the future construction site.

From the substation, the contractor shall provide underground electrical installation to the new building.

The contractor shall install the underground cables in underground conduits, providing one spare conduit of the same diameter as the one used for the electrical feeder. Provide new necessary exterior concrete manholes to facilitate pulling the cables, or their future replacement in case of malfunction.

The contractor will coordinate and obtain permission from the local power utility company for service connection, including all technical information required.

The contractor will secure the services of a licensed engineer to prepare the necessary electrical design. The contractor shall prepare a full technical project for the electrical installation.

The contractor will provide:

- New cables

- New electrical protection

- New electric panels

- New electric meter

- New underground cable to the main electric panel of the building, in conduit, not direct buried.

- Restoration of any services affecting by the installation
