About this file
This document is an amendment to a solicitation for the design-build renovation of an infectious disease clinic in Skopje, North Macedonia. The amendment provides responses to three pre-proposal inquiries. It clarifies that the contractor must paint entire exterior walls where windows are replaced, not all interior walls. It confirms that damaged plumbing lines must be repaired or replaced to prevent leaks into the new facade. And it specifies that the contractor must certify installed medical gas lines comply with local regulations, which may require replacing existing non-compliant piping with new lines embedded in the renovated facade.

AMENDMENT 00001
Subject amendment is issued to respond to Pre-Proposal Inquiries. Original version of the PTS shall be posted with this amendment.
PRE-PROPOSAL INQUIRY 001
Section 2.5 Replace existing aluminum windows/doors, Performance Technical Specification (p.29) states: “The works include all necessary internal repairs so that there is no evidence of window replacement. In case there is difference between the existing paint and the new repaired wall paint, the contractor shall paint the entire wall where the window was replaced.” Due to the poor condition of the interior side of all of the walls there will definitely be a difference between the existing paint and the new repaired wall paint. Does this imply that we need to repair entirely all walls where windows are replaced?
Response: Yes, there shall be no evidence of window replacement. If this requires painting the entire wall, the contractor shall paint the entire wall as part of this contract. However, this applies only to the exterior wall where the window/door is installed and not to all the walls of the room where the window/door is located.
PRE-PROPOSAL INQUIRY 002
Section 2.11 Picture to better describe the scope of works, Performance Technical Specification (p. 41, picture #1) states:
“The building has cantilevered surfaces whose ceiling parts are damaged or missing. These metal plates forming the soffit shall be replaced with new similar metal plates, in coordination with the finishes of the new façade. This is optimal solution for inspection and maintenance of utility lines”.
The plumbing lines placed on the building cantilevered ceiling parts that need to be covered with new metal plates are very damaged and leaking. In order to prevent damages to the new façade shall the existing damaged plumbing lines need to be replaced with new ones prior the new metal ceiling is installed?
Response: Yes. The contract includes the repair or replacement of damaged pipes in order to provide a sealed piping system. Any leakage from the pipes shall be repaired by the contractor in compliance with regulations of North Macedonia.
PRE-PROPOSAL INQUIRY 003
Section 1.25 Damages/Impact to Existing Facilities, Performance Technical Specification (p. 20) states:
“The contractor is responsible to repair any damage or impact caused by their construction activities to any premises. This includes potential damages such as: - Damages to any utility infrastructure, such as electrical cables, gas lines, water lines or communications cables”, and Section 2.11 Picture to better describe the scope of works, Performance Technical Specification (p. 47, picture #1) state: “Remove and reinstall on the new thermal façade system. Coordinate with the owner or everything attached on the existing facade. All technical requirements of the agency responsible for these systems are part of the contract. These would need to be recessed within the new façade system”. Compliant to the technical specification, the pipeline of the existing medical gas system need to be removed and reinstalled after the completion of the construction work. Due to it is an old installation with potential to be damaged and become non-functional after the removal, shall new medical gas pipelines need to be estimated?
On the other hand, medical gases suppliers do not recommend once dismantled medical gas pipelines to be reused.
Response: Due to the criticality of this medical infrastructure, once the works are completed and the medical gas lines are installed over the new facade surface, the contractor shall provide an official certificate to state that the
N3319123R4007 medical gas pipes on the facade of the building are in compliance with regulations of North Macedonia. This certificate shall be signed and stamped by the company responsible for the maintenance of the medical gas infrastructure in the hospital or by an authorized and certified independent agency in North Macedonia. The contractor shall perform as part of this contract any effort required by regulations of North Macedonia that may be necessary to install the gas lines over the new façade surface. If this allows for the installation of the existing piping over the new surface, the contractor will reutilize the existing piping. If regulations of North Macedonia does not allow the reutilization of the same piping, the contractor shall provide a new piping installed over the new facade surface.
