2.5. Design Phase - General

The design shall be prepared in compliance with applicable construction codes, urban planning and construction practices in Moldova and in the Municipality of Falesti.

Some general requirements for the design are the following elements:

- For the internal renovations of the group: The contractor shall follow the general standards and level of quality of the groups recently renovated by the kindergarten, with the additional requirements and quality specified in this document. If something is not specified in this document, the contractor shall follow the level of quality and standards used by the kindergarten in their latest renovations.

- For the reconstructed areas: The contractor shall use exactly the same original design but using current Moldovan technical standards. This is a reconstruction or a repair-by-replacement portion of the contract. All layout and dimensions shall be maintained.

However, it shall be new construction with new foundations, structure, roof or electrical installation built to current Moldovan standards.

- The use of gypsum boards to level the walls is not authorized.

- For the façade: It is standard practice in Moldova to apply thermal insulation on the walls to provide thermal insulation and to cover façade defects. Our contract includes the correction of the façade defects before hiding the façade under the new thermal insulation. The plaster of the façade is defective and poorly adhered to the building limestone blocks. The contractor shall remove the plaster as necessary, provide new plaster and then apply the thermally insulated façade system.

- No renovation works shall be authorized without the corresponding design or sketch, certified by the corresponding and pertinent professional and accepted by the Contracting Officer Representative.

The contractor shall hire the services of a licensed architect to design all works with all items described in this document. For those items of work which do not require a formal Construction Permit or design, the licensed architect shall prepare and submit for acceptance the necessary drawings and/or sketches to formalize and explain to the beneficiary and to the Contracting Officer Representative the works that they are proposing to perform.

All works to be executed as required by Moldovan regulations, with the required foreman licensed in Moldova, technical supervision licensed in Moldova and architect.

As required by Moldovan regulations, for those elements that are required by Moldovan regulations, the contractor shall hire (and pay for) the services of a “Revision Entity - Expertise” authorized by the Government of Moldova to supervise and approve each phase of the design and the construction, including final commissioning and acceptance of the completed works. This company would report directly to the US Government representative and the beneficiary if required by the Moldovan regulations, but all their services shall be paid by the contractor.

The contractor’s final designs and sketches shall be signed, stamped and certified by a licensed architect in Moldova. The level of detail of the design (extent of specifications, number and size of drawings, calculations, …) shall be sufficient to verify the compliance with the requirements of this contract and as required by the regulations of Moldova and the Municipality of Falesti and the different agencies involved in the process.

Design and Construction – Renovation Falesti Kindergarten ID-38127

2.6. Construction Permit or Authorization – Construction Permit

The contractor shall obtain formal written authorization from the competent Moldovan authority to perform the works included in the scope of work of this project.

The contractor is required, as part of this contract, to prepare all documentation, designs, reports, information, drawings, coordination and approvals by experts or monitoring entities, and everything that may be necessary as required by Moldovan regulations, in order to obtain these Permits or Authorizations. The contractor is responsible to pay for any third party inspection or expertise that may be required by Moldovan regulations for the scope of work of this project. The contractor shall be familiar with these requirements in order to prepare their bids, regarding the obligatory administrative and technical procedures in Moldova for any renovation and new construction works in kindergarten facilities.

The contract includes third party review of all items of work which are required as per Moldovan regulations. In case the Moldovan regulations do not allow for the contractor to be the client for this independent expert company, the contractor shall pay for the third party review and assign a different party as the client for this independent company, which could be the Contracting Officer Representative or other agency authorized by the Contracting Officer.

The contract requires not only the Construction Permit for the main renovation construction works, but other permits by different agencies, such as the electrical supply, gas, water, telephone or Internet provider that may be required by the scope of work of this contract. The contract includes all necessary coordination with all incumbent Moldovan agencies involved in the design, renovation and construction of kindergartens in Moldova. This includes paying for any official fee or tariff that these companies or agencies may have for the connection and for preparation of the necessary reports and technical studies.

No work shall be performed until the contractor sends to the Contracting Office Representative verifiable evidence that they have obtained all the necessary permits for each element of work included in this contract.

Areas to be demolished

3. CLIN0001 - BASE-BID: GENERAL SCOPE OF WORK

CLIN0001 or Base-Bid is the minimum part of this project that will be awarded and it includes all necessary works to demolish the 2 blocks which are currently in abandoned condition (north-west block and north east block), repair the façade and provide new thermally insulation on the remaining smaller kindergarten building, and repairing one group of children currently not being used. If only this part of the project is awarded, once the works are completed there shall be a kindergarten with the appearance of a new building, with 1 additional operations group of what they have now (January 2020).

Consequently the works under this Base-Bid or CLIN0001 are divided into 3 large categories:

demolitions, façade and interior renovations.

3.1. DEMOLITIONS

The contractor shall completely demolish the areas shown below:

Design and Construction – Renovation Falesti Kindergarten ID-38127

Description of main items of work related with the demolition of the north-east block with 2 groups of children (one on each floor)

The works include the design, obtaining the official demolition permits and necessary modifications to the building to remain.

The contractor shall perform the demolitions without affecting the structural integrity of the existing building to remain. For that reason, a detailed technical project is required and it is also required for the architect who signs the technical project to be present on site full time during the demolition activities which could affect the existing building to remain.

For the north-east block, the contractor shall remove everything, including foundations. The contractor shall make the necessary adjustments to the existing building, which includes providing a new exterior door with a new canopy and extending the existing sidewalks. New entrance canopy shall be minimum 2 m² to protect the people using the door during inclement weather and the design shall be done by the same team doing the design for the new thermally insualted façade system.

Design and Construction – Renovation Falesti Kindergarten ID-38127

Description Of main items of work related with the demolition of the north-west block with 4 groups of children (two on each floor)

For the north-west block, the work is similar to the other block, with the main difference that this block has a basement which is used for the utility connections of the entire kindergarten and therefore it shall be maintained. The contractor shall demolish everything except the utility basement which shall be cleaned and maintained. For this reason, it is estimated that the contractor shall maintain and reinforce and waterproof as necessary the existing floor slab, in order to maintain the existing utility basement and its access. Additionally the contractor shall convert the existing interior doors into exterior doors over new canopy. The works include cleaning all basement areas in order to make them more accessible for maintenance, including the repair of the access and the replacement of the entrance door.

Design and Construction – Renovation Falesti Kindergarten ID-38127

3.2. FAÇADE REPAIRS AND THERMALLY INSULATED FAÇADE (10 cm)

In all exterior surfaces of the building to remain after the two blocks are demolished, the contractor shall provide a thermally insulated façade with the following basis of design:

- Façade Design: The contractor shall provide a façade design (Façade Passport) in compliance with the basis of design described herein, signed and certified by licensed architect in Moldova, to be accepted by the Contracting Officer Representative and approved by the competent Moldovan authorities after coordination of the design with the beneficiary. This design shall include as a minimum:

Repair of the existing façade.

Typical section of thermal façade systems Special cover of the lowest section of thermal facade Color and finishes or “façade passport” with the new proposed finishes.

Details of finishes of the thermal façade system in the top and bottom. In the top it is required to provide adequate joint with roof to avoid possibility of water infiltration between the existing façade and its new thermal insulation.

Details for special finishes and reinforcements in the corners and around the windows and doors.

- Thermal façade system elements to be provided by same manufacturer or application company and to be applied by the same company:

o Thermal insulation rigid panels o Glue o Fixing elements for thermal insulation on brick surface o Fiberglass nets o Metallic profiles o Plaster layers o Paint

o Reaction to fire classification of A1 as defined in EN 13501-1.

- Outer protective plaster layer with minimum 1 cm thickness and minimum 5 layer as in the picture included in this paragraph. There are several systems available in the market to cover the thermal insulation. The contractor shall apply over the rigid thermal insulation a protective plaster, designed to resist physical impacts, with minimum 5 different layers.

Design and Construction – Renovation Falesti Kindergarten ID-38127

- Esthetics: Façade shall be designed by the architect hired by the contractor with the following basis of design:

o Architect to provide several designs for Kindergarten Director to choose o Municipality of Falesti to approve design o Combination of maximum of 10 colors o Window frames of different colors than the adjacent façade

- Emergency Escapes from 2nd Floor: To be removed and replaced with new in compliance with Moldovan regulations.

- Other Installations on the façade: All those installations to remain operational shall be removed and reinstalled in compliance with Moldovan regulations and with the particular technical requirements of the owner. The cables shall be installed in conduits or channels to be recessed within the new facade surface. This applies to elements such as security cameras, communications and electrical cables, street and building signs, grounding systems,…

- Other attachments to the façade: The façade works include all the elements that are attached to the façade, although they may not require thermal insulation. This includes entrance steps, ventilation for the basement, or metal sheet roofing for passageways. See pictures for better definition of these elements of the contract.

- Railings: The contractor shall provide stainless steel railings on all exterior steps and ramps, as required by Moldovan regulations.

- New Roof: Replace roof of hallways in coordination with the new façade finishes.

- Roof Repairs: This contract does not include any major roof replacement, but only those for the entrance canopies and the hallways; but it includes the perfect adjustment between the all existing roofs and the new façade. This will require some works on the roof and in the metal roof cover of the parapets.

- Replacement of gutters and downspouts from the roof to the ground, or reutilization of existing gutters and downspouts after they are properly modified in order to be adjusted to the new façade surfaces.

- Window replacement: All windows shall remain (except any wooden window unit), but they will need to be removed, modified as necessary and reinstalled for the adjustment of the existing windows to the new façade finishes.

- Window sills: The contractor shall estimate that they will need to replace all existing exterior window sills, or provide new ones, in order to adjust the sills to the new façade width, which will be a minimum of 11 centimeters wider.

- Final certificate: Once the thermal façade is complete, the contractor shall provide a copy of a certificate from the architect and from the “expertise” certifying that the thermal façade has been properly installed in accordance with their recommendations and as required by Moldovan regulations. Payment for thermal façade over 50% shall not be authorized until the contractor provides such certificate.
