3.2. Façade on Ground Floor Facing the Street

The contractor’s architect responsible for the design of the thermal façade, as described in the previous paragraph, shall provide a different design for the areas highlighted in green in the drawing to the right.

These areas, as shown in the pictures included in this document are used for a street market, with some people using the façade as the back wall of their display stand and with thousands of pamphlets stapled to the plaster or brick façade. For these reasons, the priorities in the basis of design shall be different than the rest of the façade system.

In this case, the contractor shall provide a façade with the following basis of design:

- Anti-graffiti certified wall coating or paint

- Resistant outer layer to resist continuous staples and nails without destroying the façade.

- With Esthetics compatible with the rest of the thermally insulated façade.

- Removal of all existing paint and plaster of the existing walls. This requires water blasting the façade. Repair all façade defects, after removal of loose pieces of plaster, ceramic tiles, paint, bricks.

Repair of any cracks on the facade. Providing leveling mortar for new façade system. Correct any exposed reinforcing steel by epoxy based product, specifically designed for that purpose. The contractor shall estimate that 10% of the plaster and 100% of the paint will be removed by water blasting. On in other words, the contractor shall adjust the pressure of the water blasting equipment to remove 100% paint and 10% plaster. This shall be done with high pressure water

- Replacement of attached/adhered plastered brick walls on the lowest section. The volume of removed masonry structures shall be similar to the volume of new required masonry structures. Note: In the lowest portion of the exterior enclosure of the building, there are small masonry construction of approximately 40 cm high and 10 cm thick.

These were designed and built to provide protection for the lowest portion of the wall, to be used as benches or to be used for only esthetics. While the main structural wall of the building is in general good condition. These small masonry construction is in poor condition for which this contract includes their replacement. See picture in page 28 for better explanation.

- Railing and other permanent elements of the street which form part of the façade shall be repaired, as described in the pictures included in this document.

3.3. Replacement of Entrance Canopy

The contractor shall repair by replacement the entrance canopy with the following basis of design:

- Same length as existing one, one meter wider. If for example the existing canopy has 2.5 meters wide by 6.0 meters long, the new one shall be 3.5 x 6.0 meters.

- Replacement of steps and all pavement, steps and ramps under its horizontal projection

- Heavy duty metal structure. Columns minimum HEB200, or equivalent metal tubular profile with minimum 60.0 kg/m. Horizontal beams supporting roof with minimum 16.0 kg/m.

- Exposed metal structure, painted with epoxy coating.

- 2 columns.

- Gutters and downspouts in coordination with the finishes of the façade

- Roof: Preformed metal sheet roofing

- Lights: Provide 2 LED floodlights of 15 watts each, with same controls as the ones specified for the façade.

Typical façade cleaning with high pressure water.

Removing paint.

Typical façade high pressure cleaning. Removing plaster.

3.4. Horizontal Extent of Works

The façade works will damage the pavement and sidewalks which are near the School#01 building. In some areas these horizontal surfaces and in good condition, but in other areas these surfaces are in very poor condition. In the areas not facing the streets the contractor will need to excavate to provide new foundations for the heavy walls. This required excavation for foundations may also be required by the contractor’s solution for the ground level façade facing the street.

It is the intent of this project to provide perfect finishes between the new façade systems and the horizontal ground surfaces, but also to provide the building with a uniform coordinated appearance, which requires the work to be extended on the horizontal pavements.

For these reasons, the contractor’s work shall include a 1 meter wide strip of horizontal surface from the façade of the building. It the building has a perimeter of 300 meters, then the contractor shall estimate that they need to provide 300 m² of new horizontal surfaces.

The contractor’s architect shall propose the pavement solution in coordination with School and Municipal authorities. For estimating purposes the contractor shall estimate that they will use new surfaces similar to the surfaces which shall remain over 1 meter away from the building.

3.5. Roof Extent of Works

The contract does not include roofing repair or replacement, but it does include the replacement of all those elements which are affected by the scope of work of this contract. Therefore, it is included the replacement of the metal cover of the parapets surrounding the roof in some areas, the complete repair and painting of the horizontal eaves around the building, or the replacement of gutters and downspouts.

3.6. Replace Wooden Windows (2 units) and door (1 unit)

In the ground floor of the façade, facing the street, there are 2 windows and 1 door that were not replaced by the School Administration. This was because these elements were part of a section of the building rented to a private business. However, these spaces are being returned to the school and should be provided with the same finishes as the rest of the façade in order to provide an uniform appearance.

The contractor shall provide two new windows and 1 new door with the same technical features as the new exterior doors and windows provided by the School Administration on the rest of the building.

In addition to these two windows, it is also included the small ventilation openings for the physical education facility, as shown in the following pictures.

Note: Any exterior door shall be made with metal elements.

4.1. New Canopy from Street to Main Entrance

The Base-Bid includes the replacement of the canopy over the main entrance. This canopy has approximately 6x2.5 meters and shall be replaced under the Base-Bid by a new one with approximately 6x3.5 meters. If this Contract Option-1 is awarded, the contractor shall extend this entrance canopy, using the same basis of design, using heavy duty metal profiles, to connect the entrance canopy with the guard house school yard from the main street.

Basis of design:

- 56 meters long by 3.5 meters wide

- Supported by the building façade and by new columns

- Columns shall be separated by maximum of 6 meters or maximum number of columns = 8.

- Columns: The contractor shall use rectangular structural hollow sections - HSS of EN 10219, cold formed steel rectangular sections, with minimum weight 60.0 kg/m

- Horizontal members: IPE200 or larger IPE beams. European standard universal I beams (I section) with parallel flanges. Dimensions, specifications, accordance with former standard EU 19-57

4.3. Replacement of lighting system in the physical education room

The contractor shall remove the existing lighting system, including lighting fixtures, cables, switches and electrical protection, in order to provide a new energy efficient lighting system in strict compliance with Ukrainian electrical regulations.

The contractor shall hire the services of a licensed engineer or the official services of the manufacturer in order to design the lighting system, including the number and location of the LED technology lighting fixtures in order to provide the highest possible uniformity in the lighting level of the main gymnasium room (approximately 27 x 12 meters), with a minimum illumination level of 300 lux, as required for Army buildings. See table below:

Partial payment for any component of the new lighting system shall not be authorized until the design is provided to the Contracting Officer. Payment above 60% of the lighting system shall not be authorized until the final test if done and certified in presence of School representatives. Testing shall consist of measuring the lighting level with a light meter at the floor level and in different locations throughout the gymnasium room. All results should show lighting levels at or above 300 lux.

Lighting fixtures shall be LED technology, with each individual lighting fixture with minimum of 100 Watts of capacity and ceiling or wall mounted, as required by the contractor’s lighting design. Lighting fixtures shall be specifically designed to resist typical impacts in a gymnasium room, or they shall be provided with adequate protection.

The contractor shall provide minimum of 4 switches, in order for the beneficiary to choose lighting level or areas of the room to be lit. The requirement of 300 lux is with all lighting circuits connected at the time of acceptance testing with the lighting meter.

It is the intent of the project to provide the lighting circuits (new cables) recessed within the walls.

However, this contract option does not include wall repairs. For that reason, the contractor can choose to recess on the walls the new conduits in which to install the new cables (which would require significant wall repairs to leave them with original appearance), or to provide new heavy duty surface mounted conduits (impact resistant). The installation of the cables without conduits at any location is not authorized. The preferred solution is to install as much as technically possible the new cables on the conduits or electrical canalization that may be available, as long as this complies with Ukrainian electrical regulations.

The minimum 4 switches for the lighting fixtures shall be installed near the main entrance, and they shall be heavy duty industrial switches. The operation of the lighting fixtures with the circuit breakers is not authorized.

The lighting circuits shall be provided with new circuit breakers and shall be connected to an electrical panel in the school with sufficient capacity for the estimated electrical loads.

5. CLIN0003 - DETAILED SCOPE OF WORK OF CONTRACT

OPTION-2

The work included and described in this paragraph shall be performed if, and only if, contract option-2 is awarded to the successful offeror by the Contracting Officer. The US Government will unilaterally decide whether to award or not this portion of the contract based on availability of funds, as well as other factors.

The Contract Option-2 includes designing and providing and constructing a hot mix asphalt pavement resurface for the patio areas of the school as indicated in this document.

Hot mix asphalt shall be composed of aggregate bound together into a solid mass by asphalt cement. The aggregates total ninety-three (93) to ninety-seven (97) percent by weight of the total mixture and are mixed with three (3) to seven (7) percent asphalt cement. It is manufactured in a central mixing plant where the asphalt and aggregates are heated, properly proportioned, and mixed. The completed paving mixture is hauled by trucks to the mechanical spreader where it is placed in a smooth layer and compacted by rollers while still hot. (Hot mix asphalt may be placed by hand when it is impractical to use a paver.)

The works includes:

- Providing new hot asphalt resurface o Minimum thickness: 4 cm compacted bituminous pavement.

o Average thickness: 6 cm compacted bituminous pavement.

This typical deviation is to cover the imperfections and minimum ponding in the area. Prior to starting the works, the contractor shall send a topographer to mark the required benchmarks to properly guide the bituminous hot mix mechanical spreader. In some places only 4 cm shall be required, and in other 8 cm or more shall be required, but the average shall not be greater than 6 cm.

- Provide a tack coat of asphalt (usually emulsified asphalt) to ensure bond between the existing surface and the asphalt overlay. It should be applied in an even, thin coat at a rate of application of 0.2 liters per square meter with a tolerance of .03 liters per square meter.

Excessive tack coat can cause slippage or can flush to the surface. All longitudinal and transverse joints shall be properly tacked.

- Mechanically applied with asphalt spreader, with minimum width 4 meters.

- Compact hot mix asphalt with vibrating roller with minimum 5,000 kg

- Raising all manhole rings to the required elevation of the new pavement. Any extension to the existing manholes shall be done with cast-in-place reinforced concrete elements.

- Removing and reinstalling all equipment currently on the pavement, such as benches or sport equipment.

Typical required overlay of hot mix bituminous pavement

- Providing one new basketball board and support fully anchored on the ground. The post, board and rim shall all be provided by the same manufacturer and certified FIBA or NBA. The basketball post shall be fully anchored under the pavement, the rim shall be flexible as the ones described in the Contract Option-1 and provided exactly at 10 feet from the new pavement surface.

- Modifying as necessary the doors facing the areas to be paved, so that they are adjusted to the new elevation of the ground. It was noted that there are several new metal doors which would need to be removed, modified as necessary for the new elevation and reinstalled.

- Removing all asphalt around the trees and providing adequate tree well, with minimum 40 cm of exposed soil between the tree trunk and the asphalt. The edge of asphalt can be provided with concrete curbs or with thicker asphalt, with minimum thickness of 20 cm. The trees shall not be damaged or even affected by any works in this contract.

- Once all works are completed, the contractor shall provide horizontal stripes or marks. The contractor shall provide a design with the proposed patterns for the new pavement, with maximum of 400 meters of horizontal lines or 40 m² of painted areas (whatever is greater).

These lines shall be used for sports (such as basketball field around the new required basketball board) and for ceremonies that take place in the school patio.
