3.1. Replacement of all wooden windows (PVC – double glazing)

The contract includes the replacement of all exterior wooden windows.

The windows shall comply with Montenegro regulations for public educational facilities. As a minimum the windows shall be manufactured with PVC profile and triple thermally insulated glazing. Minimum requirement is PVC profiles with 5 chambers and double glazing. Each glazing shall have a minimum thickness of 6 mm.

The contractor shall completely remove all wooden windows, including the wooden anchors and the wooden sills and trims. All wood from existing wooden windows shall be removed as part of this contract. The contractor shall make the required adjustments and repairs to the window opening on the walls before installing the new windows. The contractor is responsible to visit the site, to take note of the existing conditions of the window openings and to make all required measurements to quantify the amount of work required by this contract. The contractor is responsible to repair all internal surfaces damaged by the replacement of the wooden windows.

This will be significantly relevant when removing the existing window internal sills. The contractor shall completely remove the exterior wood windows, including all framing, trims, anchors and supports.

The new windows shall operate similar as the existing ones. In other words: if a window has 2 operational panels, the new windows shall have two operational panels of approximately similar dimensions, but the opening panels/leaves of the windows shall open vertically and horizontally.

For estimating purposes, the contractor shall estimate that 50% of the window surfaces shall be operational (horizontally and vertically)

The new PVC windows shall be perfectly finished inside and outside. The joints between the building and the windows shall be perfectly sealed as seen in pictures below for a typical installation (typical “yellow” foam cannot be visible). Contractor to provide PVC sill inside as seen in the pictures below and new outside sills made of aluminum or other approved material (i.e.

natural marble or exterior rated special ceramic tiles or galvanize metal sheet).

The contractor shall estimate that 5 windows need to be provided with non-transparent glazing.

The use of a film to make the glass non-transparent is not authorized, but at least 1 of the 2 panes shall be manufactured as non-transparent.

The beneficiary has stated that they existing security bars can be removed and there is no need to have them reinstalled as part of this contract, and therefore the contractor shall assume that they will remove and dispose of all existing security bars (with the exception of windows in one room that shall be removed, repaired and repainted as necessary)

During dismantling of existing windows, special care needs to be taken so that jambs are not damaged and later installment of joinery is made easier. All removed positions are to be placed in an adequate place on the construction site (facility) for the purpose of easier loading and removal to a city landfill 15 km in distance.

New windows and doors are to be made of highly valuable PVC five chamber profiles that must be of certain thickness (min. 3,5 mm) and with reinforced galvanized steel profiles. Profile should be fully in compliance with RALA quality standard.

Coefficient of thermal conductivity of profile package with metal reinforcement (according to DIN EN 12412-2) less than 1.4 W/m2K). Filling should be double layered glass IZO /20 mm/ (double flat transparent glass with a vacuum between, d=6+12+6 mm).

Inner glass is low emission – LOW E – 1,1W/m2K while the outer is classic - FLOAT.

Sealing is to be done with epoxy rubber (in line with EN410 and EN 673 , Ug=do 2.0 W/m2 K).

Joinery to be supplied with high quality replaceable seals, high quality shackles based on nickel and AL alloys, handles, doorknobs and keys.

All PVC joinery is to be done in line with schemes, in white color. The plan is to have natural flow of air when windows are closed, through especially constructed elements in the frame of the window, type Regel Air, or in some other way, in line with DIN and EU norms. Number and size of elements depends on the size of the window - minimum of two units. No elements should be put in fixed windows and over-lights. Windows should be tightened with wall screws depth 50 mm.

Sealing between wall and window frame should be done with polyurethane foam. Quality certified shackle should enable opening in line with the provided scheme. On the outer side, set an outer bench made of prefabricated aluminium profiles. They are set in the whole width of the window and light box in the prescribed bleed around current facade walls, including the intervention on the facade - construction of thermally insulated facade - the bleed should be six cm more than prescribed bleed. When installing exterior window sill, the sides must lean on the wall, and the part of the facade that is damaged must be fixed. The sill should be tightened with at least two screws in the field. They can be direct or indirect. On the interior side, place parapet benches PVC profile in white color, all in line with producer specifications and joinery schemes. Investor or supervision body (with agreement from investor or contracting authority) can chose to change the color of facade joinery.

Certificates to be submitted by the bidder for all joinery:

• Systematic testing of windows, 14351-1 and B 5300

• Certificate for air permeability EN 12207 - Class 4

• Certificate for water resistance EN 12208 - Class E 900 A

• Wind resistance EN 12210 - Class C5

• Mechanical requests EN 12400 - Class 2

• Certificate for sound protection up to protection class 5

• Certificate on the coefficient of warmth conductivity DIN EN 12412-2

• Glass certificate EN 673

• Shackles certificate V ENV 1627-1630, resistance class 3

Prior to production of joinery (windows) that is done in a larger series, it is necessary to make and install a complete typical window that will, upon removal of all possible objections, be recorded and certified and accepted by the Contracting Officer Representative.

The contractor shall completely remove the existing wood and/or metal materials from the window openings on the walls. Some of the existing windows may be double windows, therefore in this case the contractor shall repair and prepare the openings in the walls to install one single window with double glazing.

The new required exterior window sills shall be properly sloped away from the building in order to drain the rain water away from the building. Minimum 5% slope. The lower window frames/profiles shall be properly provided with water drains.

Potential design of new main entrance door with anti-panic hardware and glass on the upper half.

3.2. Glass/Metal Partition at the Main School Entrance

The school entrance is made by two large metal frames glass partition. There are two similar partitions, connected by another similar partition. Each partition is 7.15 x 4.2 meters, and they are separated by approximately 5 meters. This means that the contractor shall estimate a total of approximately:

7.15 x 4.2 x 2 + 4.2 x 5 ≈ 80 m²

The contract includes the replacement of all these metal framed partitions at the main entrance of the school building, as shown in the pictures.

The basis of design is the following:

- Remove all metal and glass partition from main entrance.

- Provide new structure to support the new partition. New structure to be thermally insulated aluminum or reinforced PVC.

- Provide new enclosure. This structure shall be transparent glazing in at least 75% of the areas and with thermally insulated PVC the rest. For estimating purposes, the contractor may estimate 60 m² of double glazing and 20 m² of thermally insulated PVC panels.

- Provide double glazing similar to the ones specified for the new windows, but with the following minimum thicknesses for the doors:

o 8 mm exterior (facing the street) o 8 mm exterior (facing the interior of the building)

This results in a very heavy glazing of minimum 40 kg/m², which the structure shall be designed to hold by the architect.

The new entrance partition wall with double glazing shall be very stable and strongly anchored into the building structure by professional experienced workers.

For testing purposes, the contractor shall apply a horizontal force of 50 kg at any location of the partition without any visible deflection of the panels.

Doors shall be provided with the necessary standard hardware, such as door stops, door openers, anti-panic hardware or heavy duty hinges.

The panel frames, the door hardware and accessories and the double glazing shall all be provided and assembled by the same company or supplier.

3.3. Repair Damaged Reinforced Concrete – Paint all concrete

The school façade is made up of exposed bricks and exposed reinforced concrete structure and elements. These structures and elements are in overall good condition, but in some very localized areas, the concrete is cracked or with exposed rusted reinforcing steel. The basis of design is the following:

- Clean with waterblasting high pressure equipment all the concrete façade. This will remove any piece of concrete not solidly adhered to the building structure.

- Waterblasting to remove all paint.

- In all areas with cracked or defective concrete, and in all areas with concrete removed by the contractor because it was not solidly adhered to the building structure, the contractor shall repair the concrete using a two component epoxy concrete repair product. Before the contractor is authorized to start works, they will need to submit for approval a concrete repair method, including the construction practice and concrete repair products proposed to be used. Only materials specifically designed and certified to be used to repair structural concrete shall be authorized. Repair method shall include:

o Repairing the rusted reinforcing steel o Providing nbew epoxy mortar to cover the concrete

- Once the concrete is repaired, the contractor shall apply 3 coats of paint to the exposed concrete surface. The contractor shall use color different from the existing one to verify new painting of all exposed concrete surfaces.

- Once the work is completed, there shall be no visual difference between the repaired and the non-repaired concrete.

This proposed method shall be designed and certified by a locally licensed architect. The concrete repair method, the pressure of the water-blasting equipment, the products to repair the reinforcing steel, shall all be reviewed and approved by a locally licensed architect.

3.4. Replacement of all Roof Cornice Metal Cover

The school roof is surrounded by a cornice with rusted metal cover. This metal cover serves as a physical barrier to protect the outer walls from inclement weather, but also serve as an esthetic element of the school building.

For that reason, the contractor shall remove all exposed cover of these parapets and replace them with new galvanized metal ones. The contractor shall provide hot-dip galvanized metal sheets, with similar thickness to the existing ones to be removed, and provided with highest commercial coating available in Montenegro of hot dip galvanization. See pictures herein for better description of work included in this contract.

3.5. Clean and Repair and Seal all exterior exposed bricks surface

The school façade is made up of exposed bricks and exposed reinforced concrete structure and elements. The repairs to the exposed concrete is covered in a separate paragraph.

The contractor shall use the same water-blasting equipment and shall use it to remove all paint and defective elements of the exposed brick façade. The contractor shall remove all graffiti. After the water blasting and adequate drying of the brick façade, the contractor shall repair all brick surfaces.

Once all the surfaces are repaired, the contractor shall apply a penetrating brick sealer to avoid water infiltration and to make it easier for future cleaning of future graffiti.

This proposed method shall be designed and certified by a locally licensed architect. The repair method to the bricks, the pressure of the water-blasting equipment, the penetrating sealant, shall all be reviewed and approved by a locally licensed architect.

Berane School

4.1. General Scope of Work

The existing facility is a rural school with 604.53 m² of total built area and 488.08 m² of usable area. This large difference is due to the width of the load bearing walls of the facility.

The facility is located in the cadaster parcel in the Municipality of Berane, cadaster parcel number 22 KO Lubnice, Berane. In the current state, the location is surrounded by a fence and physically separated from other parcels in contact.

In the current state, a part of the toilets that are not subject to reconstruction is to be kept, due to the fact they were recently reconstructed. As such, they are to be kept through this reconstruction.

Ceilings in the toilets are to be reconstructed as part of the reconstruction of ceilings in the whole facility.

Facade and inner walls of facility are made of full brick thickness of 50 cm plastered with gauged plaster.

The roof is classical wooden roof covered with ceramic tiles.

The roof and ceiling is made up of wooden structure, and it is severely damaged/rotten. The entire roof structure and ceiling needs to be removed. The entire wooden structure of the facility needs to be replaced. Reconstruction pertains to complete replacement of roof construction, ceiling and roof cover. Currently the cover is made of tiles, and in the new state it is planned for it to be made of steel plasticized TR sheets thickness of 0.60 mm in the color RAL 6028. All elements of roof construction shall be certified for construction in Montenegro.

The electrical installation is not built to Montenegro code and requires to be completely replaced with new electrical installation in compliance with Montenegro Code and using LED technology lighting system.

The plaster is defective and is falling down in some areas, especially in the exterior of the building.

Most of the walls are wooden with broken windows and damaged frames. All wooden windows need to be removed and replaced with new. All exterior wooden doors need to be replaced.

The facility is of massive construction and in the available technical project, all elements below the roof are to remain as they are before reconstruction.

However, the wall plaster is defective and inevitably the floor surfaces shall be damaged during reconstruction of the ceiling and roof. The new roof structure requires reinforcement of the walls.

The electrical installation will also damage the walls to remain.

For all these reasons, the scope of work includes implementing the available technical project, but with complete reconstruction of the entire building. The contractor shall:

- Demolish roof

- Demolish ceiling

- Demolish all wooden structure of the building

- Water-blast all wall surfaces to remove paint together with all defective plaster. The contractor shall estimate 50% plaster removal and 100% of paint removal. The existing walls are very uneven. The contract includes leveling all interior and exterior walls. The use of gypsum board to level the walls is not authorized.

- Remove and replace all electrical installation. New electrical installation to be recessed within the walls, and installed in CE certified cable conduits.

- Remove and replace all wooden windows and exterior wooden doors

- Remove and replace all wooden interior doors

- Remove and replace all floor surfaces

- Provide new porcelain stoneware flooring

- Provide new wall plaster where needed and paint, interior and exterior.

- Provide new electrical installation with LED technology for lighting

- Provide new stoves or furnaces to replace the existing ones.

- Provide new roof structure over new reinforced concrete perimeter beam around the upper sections of all load bearing walls. Provide roof as described in the available technical project.

- Provide new suspended ceiling with recessed LED lighting throughout the entire building

- Provide new fire control panel as required by Montenegro for this public education building. This includes fire detector, smoke detectors, horns, strobe lights, automatic communication with ire department, and everything that is mandatory by Montenegro regulations for this type of building.

In summary, the contract includes the complete reconstruction of the existing facility, demolishing everything except the foundations and walls structure, and demolishing the minimum absolutely necessary to perform the scope of work in the areas recently renovated by the beneficiary, such as the Director’s Office or bathrooms, and reconstructing the school providing new floors, wall finishes and ceiling surfaces, new windows and doors and electrical installation, new heating and ventilation system, and providing everything necessary to have a perfectly operational school facility with the same layout as the existing one.

Note: Due to the extent of the required repairs to the existing building, as a completely technical alternative, the contractor can propose the repair by replacement of the existing school. In this case, the contractor shall completely demolish the existing school building, including its foundations. And provide a new rural school building within the same footprint, but with approximately 35% less surface. If this technical alternative is chosen, the contractor shall design and build a new facility, with the following technical characteristics:

- Built area ≥370 m²

- Usable area ≥310 m²

- Layout as coordinated with the beneficiary, including:

o Classrooms (≥3) o Office (1) o Break room (1) with small kitchenette o Multipurpose area (1) o Bathrooms for boys and girls o Mechanical room

- Reinforced concrete foundations, structure and ceiling deck

5. GENERAL SCOPE OF WORK OF BASE-BID – ROZAJE

(ELEMENTARY SCHOOL 25 MAJ)

This is the description of the scope of work for the Base Bid portion of the contract at the Rozaje School.

The school is in good general conditions, and this project in the base-Bid includes the following repairs and improvements to its roof. All these repairs were extracted from a technical project provided by the Ministry of Education of Montenegro, and prepared by the company “V PROJEKT

D.O.O. NIKSIC”

School in Rozaje – Main Entrance

Berane School

5.1. Scope of Work

The works in the Base-Bid includes the execution of the works in the previously mentioned technical project as outlined herein:

The roof has a complex geometry, with several roof skylights -dormers, roof windows are also present. The slope of the roof is about 27 degrees - measured on site.

The total gross area of the facility at the terrain level is 2015 m2, and the horizontal projection of the roof is 2271 m2. The roof cover of the building has been changed over the previous period.

The on-site inspection found that the larger part of the roof is covered with tegola (bituminous tiles), and one smaller part - sports hall and roof surface that has a common valley with this part of the hall is covered with trapezoidal sheets.

The horizontal internal gutters, are replaced with galvanized external gutters that are deformed, and the vertical pipes are damaged and largely missing. Reinforced concrete and wall bricks are partly broken by this intervention, the works are not completed so, functionally and aesthetically this represents a big problem. In some places the parts of the roof coverings and dormer’s walls bricks are missing or damaged.
