This is a design-build project to upgrade the existing Lassa Fever Ward, located in the Kenema Government Hospital [KGH] compound, to become a Viral Hemorrhagic Fever Ward , in accordance to the requirements, sketches, and tables included hereby. The facility is not in use.

Since the ward is intended for highly infectious diseases, the circulation must be split in clean and dirty paths that have never to get in touch.

The project site is located at the GPS coordinates: 7.874003, -11.183762 and the current site layout is shown at par. 3.1.

The work shall include a complete design and drawing package as described in this document.

The design shall meet all requirements of Sierra Leone Building Code.

The design shall be developed by licensed architect(s)/engineer(s) in Sierra Leone , either consistently employed in the contractor’s company or working for a design firm hired by the contractor for the purpose of this project.

Design-Build Procedure The Design-Build procurement method consists of a design phase and construction phase. The construction phase shall start only after acceptance of complete final design and pre-construction submittals.

Design Acceptance and Construction Authorization The construction cannot start until all pre-construction submittals required by this contract are received and reviewed by the US Government and shown to meet the requirements of these Technical Requirements and the RFP package. The acceptance of the design and authorization to start construction will be issued by the NAVFAC EURAFSWA designated project manager.

The design shall meet all requirements of the RFP package. The drawings shall be as described below and as required to communicate the design to the US Government, end users, contractor’s staff and sub-contractors. Material selection, specifications and installation to be as described the in the Part 7. Engineering Systems Requirements (ESR), and in the Part 8. Performance Technical Specification (PTS), included below.

The ESR and the PTS of this document provide generalized technical requirements that apply to multiple facility types and include more requirements than applicable to this specific project.

Therefore, only the RFP requirements (as specified in Parts 1 through 6) that apply to the project provide a guideline for the design package. If an item that applies to the project is included in the ESR/PTS, the requirements of the ESR/PTS and applicable local codes shall govern. In case an item that applies to the project is NOT included in the ESR/PTS, the requirements of applicable local codes shall govern.

1.2 LEGAL AND TECHNICAL REQUIREMENTS

The contract is based on the following general requirements:

Strict compliance with American Contracting Regulations, including the contracting requirements of the Department of Defense, the US Navy and the US Naval Facilities Engineering Command (NAVFAC).

Strict compliance with Sierra Leonean Technical, Legal and Administrative requirements, which are applicable for the scope of work described in this PTS.

Compliance with Sierra Leonean safety regulations unless US safety are more stringent and not contrary to Sierra Leonean regulations.

The project is based on the principle of strict compliance with Sierra Leonean technical and administrative regulations, with US Contracting Regulations and with Sierra Leonean Safety

Attachment (1) to N33191-19-R-0411

1. Project Description p. 12/100 regulations, unless US regulations are more strict and not in conflict with Sierra Leonean safety regulations.

2. Project Objectives p. 18/100

2 PROJECT OBJECTIVES

2.1 MISSION STATEMENT

DoD humanitarian assistance activities were first authorized by US Congress in 1986. In FY 1996, DoD was permitted to fund a wider variety of HA activities, including using contracts and deployment of U.S. Government personnel to conduct specific humanitarian projects.

Typical projects include the refurbishment or the new construction of medical and school facilities, digging of wells, improvement of sanitary facilities, and training of host country personnel in internally displaced persons/refugee repatriation operations and in disaster relief and emergency response planning.

The DoS, in an attempt to assist in the upgrade of a DoD Humanitarian Assistance Program, is funding and coordinating the project which is the subject matter of this contract.

NAVFAC EURAFSWA has been designated as the Construction Agent for this project.

2.2 FACILITY FUNCTION

The hospital complex is situated in a region exposed to viral hemorrhagic fever outbreaks. The upgrade of the present Lassa Fever Ward into a facility suitable even to Ebola Fever patients will create opportunities for containing the outbreaks and to offer adequate care to patients as well as safety to health workers.

2.3 PROJECT SPECIFIC PRIORITIES

Sustainable Design Integrate sustainable principles into the design, development and construction of the project.

Reduce the total cost of ownership of the facility using a whole building, life-cycle approach.

Provide integrated sustainable design strategies and features to minimize the energy consumption of the facilities; conserve resources; minimize adverse effects to the environment; and improve occupant productivity, health, and comfort.

Energy Conservation Integrate energy conservation principles into the design, development and construction of the project. Reduce the total cost and consumption of energy in the facility using a whole building approach.

2.4 APPROPRIATE DESIGN

The design is to maintain an indigenous character. The new facility’s style and finishes shall resemble those of Lassa Ward.

As much as possible, materials are to be available locally to promote the local economy and to take advantage of the skills and experience of local trades-persons. Construction methods are to be in-line with those used locally to take advantage of the skills and experience of local trades-persons.

2.5 WORKFLOW PROCESS - HOURS OF OPERATION

The work of this contract is to be done during the regular working hours.

The effect of noise and dust on people in the surrounding area shall be kept as minimal as possible.

If needs arise to work other than normal hours, the schedule shall be coordinated with the facility owner, and approved by or COR.

3 SITE ANALYSIS

3.1 EXISTING SITE CONDITIONS

The Kenema Government Hospital is a large enclosed complex located in Kenema and it is easily accessible from the city roads.

The area occupied by the lassa fever ward is a fenced compound situated at the GPS coordinates:

7.874003, -11.183762, currently accessible from the KGH through an internal gate, and from the public road named Mikalu Street through a main gate which is currently not connected to the road by any drivable passageway.

The LFW complex is composed of Triage, High Containment [HC], Low Containment [LC], Doffing, Laundry, Incinerator, Morgue and Admin Building, plus concrete passageways connecting all facilities in accordance to a clean/dirty circulation system intended to prevent the infectious diseases from spreading out.

The satellite view with details is reported on the side.

The fenced ward area is highlighted with a purple dotted square, and the main facilities are indicated in blue.

The clean and dirty path are roughly indicated in green and red respectively, and the arrows indicate the circulation direction.

A wider satellite view showing the entire KGH compound is reported below:
