SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
1. The purpose of this modification is to responsd to Pre-Proposal Inquiries.
PRE-PROPOSAL INQUIRY 007
PTS states in 3.6 Requirements for Obedience Course 3.6.2 Requirements Fence must have no ground clearance. No ground clearance means that the fencing extends the whole way to the ground so that dogs cannot crawl or easily dig under it.
QUESTION: Is it possible the clearance to be avoided by reinforcement concrete structure 30cm in the soil and the fence dived in it.
PRE-PROPOSAL INQUIRY RESPONSE 007
Yes, it is required to provide a reinforced concrete structure minimum 30 cm deep into the ground to avoid dogs digging under the fences.
PRE-PROPOSAL INQUIRY 008
The PTS states in 3.4.11 Sewer System Minimum size for sewer piping outside of the footprint of the new buildings shall be 250 mm (internal diameter) even if Bulgarian regulations allow for smaller diameter piping. Concrete manholes shall be placed at every change of direction, at each connection between piping outside the footprint of the new buildings and at every 40 linear meters of straight sewer line. Minimum slope to be 0.5%.
QUESTION: Because lack of distance to the old buildings south of the site and problematic compacting is it possible the material of the pipes to be fiberglass (GRP). Is it possible the shaft of the manholes to be in modules of fiberglass too?
PRE-PROPOSAL INQUIRY RESPONSE 008
Yes, it is possible to use fiberglass or GRP (Glass Reinforced Plastic) piping, which must comply with all size requirements described in the contract specifications and the corresponding certificate for proper use in city gravity sewage systems must be provided.
PRE-PROPOSAL INQUIRY 009
3.4.3 Electrical Service Connection. “The Contractor must develop the power supply contract and coordinate all work to connect to the existing substation.”
QUESTION: Please inform us on the current power feed capacity of the existing substation. Based on our site visit our understanding is that the additional electrical installation /street lights included/ will need additional power supply to be added by the Electrical Distribution Company.
PRE-PROPOSAL INQUIRY RESPONSE 009
The street lamps mentioned are 50 Watts each and solar powered. These 8 street lights would consume a maximum of 400 Watts which is the same power as would be consumed by a standard to small refrigerator. For estimating purposes, the contractor shall follow the requirements of paragraph 3.4.3 and connect to the substation shown in first picture in page 24. The contract includes the necessary works inside the substation in order to connect the new electrical feeder to the existing transformer, but not providing a new high voltage transformer.
PRE-PROPOSAL INQUIRY 010
3.4.5 Backup Power. “The Contractor must develop the power supply contract and coordinate all work to connect to the existing substation./…/ Generator set (generator and diesel engine) and the automatic transfer switch shall be a complete package provided by the same manufacturer, designed for exterior/outdoor use.”
QUESTION: According to the Bulgarian legislation, the diesel engine shall be installed under the ground based to the written recommendations of the Fire Agency regulations. Is it acceptable to install it on the ground and provide a special fire protection?
PRE-PROPOSAL INQUIRY RESPONSE 011
The generator shall be as described in the contract specifications. There is no need to provide an underground generator and all work shall be done in compliance with Bulgarian regulations.
PRE-PROPOSAL INQUIRY 011
3.7.2 Requirements. The PTS requires “Grass covered and free of trees, rocks, holes, etc.”
QUESTION: Please specify if the contractor shall provide an irrigation system for grass maintenance.
PRE-PROPOSAL INQUIRY RESPONSE 011
An irrigation system is not part of the contract. The contract includes seeding the areas specified to be provided with grass and to irrigate it and to maintain it as long as necessary until it can be mowed at least 3 times and providing a full coverage of at least 99% of the area with the soil not visible, as it would be completely covered with the new grass.
PRE-PROPOSAL INQUIRY 012
PTS states in 3.3 General Design / Construction Requirements for Structures “, Exterior Enclosure: Use traditional solid natural stone bricks or other concrete masonry units (CMU) authorized by Bulgarian construction standards.
Provide masonry walls, with rigid thermal insulation, mesh, plaster, and paint.
QUESTION: Is it possible the rigid thermal insulation to be integrated into the bricks or to be replaced with the masonry blocks fulfilling the requirements for heat protection and 3.4.15 Thermal Facade.
PRE-PROPOSAL INQUIRY RESPONSE 012
Thermal insulation is part of the contract. Any other technical solution or alternatives that provides the equivalent thermal insulation of 8 cm of wool rock, which complies with Bulgarian regulations and fulfills all technical requirements of the contract specifications is technically acceptable as part of this design-build contract.
PRE-PROPOSAL INQUIRY 013
PTS states in 3.6 Requirements for Obedience Course 3.6.2 Requirements. Enclose with a 2.5m tall stainless-steel chain link fence, 316 grade, 4mm diameter. Do not use galvanized or PVC coated chain link fence.
QUESTION: Is it possible the fence to be made by welded stainless panes and adequate steel structure and fastening.
PRE-PROPOSAL INQUIRY RESPONSE 013
Any technical alternatives that provides the same or better technical features to that provided in the contract specifications may be technically acceptable. Welded stainless steel grid is acceptable. Welded steel solid panes is not acceptable as it would not allow wind and would create an unnecessary barrier.
PRE-PROPOSAL INQUIRY 014
3.10 Requirements for CCTV Security System and Installation. The PTS states: “All equipment and installation to constitute a fully operational CCTV surveillance system, including but not limited to: o DVR /o CCTV cameras (indoor/outdoor, day/night (IR) capability)”
QUESTION: Based on our site visit we need to provide cameras for security surveillance and for dog behavior supervision. We need to provide cameras with a resolution higher than a standard security camera. Please confirm.
PRE-PROPOSAL INQUIRY RESPONSE 014
The contractor shall provide high resolution color cameras as described in the contract specifications.
PRE-PROPOSAL INQUIRY 015
SF 1442, Page 1, Item 12:
This block states that both a Performance and Payment bond will be required. The work “bond” is mentioned three times in the SF 1442 and none of these times is there any elaboration on the requirement except that the bond(s) are due within 30 days of contract award.
QUESTION: a). is there really a requirement for Performance and a Payment bond, b.) if such a requirement does exist, what are the details applicable to this requirement? Letter of Guaranty? Letter of Assurance? Terms and Conditions?
PRE-PROPOSAL INQUIRY RESPONSE 015
Yes, bonds are required for this project
Subject solicitation is amended to add the following language:
“Performance Guarantee Requirements: The offeror shall provide a performance guarantee as referenced in NFAS 5252.228-9306 for the duration of the contract. See sample performance guarantee letter provided as an attachment to this amendment.”
NFAS Clause 5252.228-9306 is provided in its entirety.
