AMENDMENT 0002
The purpose of this amendment is to:
Revise the proposal due date.
Provide Pre-Proposal Inquiries Responses (PPIs) to # 4, 10, 11, 12, 13, 14, 15, 16, 18, 22, 23, 24, 25 and
26.
Revise the Attachment title for the Construction & Design Experience project Data Sheet from Attachment
1 to Attachment A.
Revise the Attachment title for the NAVFAC/USACE Past Performance Questionnaire Form from
Attachment 2 to Attachment C.
All Pre-proposal Inquiries shall be submitted on the Pre-Proposal Inquiries template sheet provided as part of the Solicitation as Attachment 3.
All other terms and conditions remain unchanged.
Proposal Due Date:
The proposal due date is hereby revised; the proposals are due Wednesday 09 May 2018 at 02:00PM Central European Summer Time (CEST).
Pre-Proposal Inquiries Responses:
Q4. We have existing, completed NAVFAC PPQ's for some of our potential project experience examples, can we re-use those for this RFP?
They are an exact match to the PPQ form included in the Djibouti RFP documents.
A4. Past Performance Evaluations shall be submitted on the Past Performance Questionnaire form and shall be concerning the performed relevant projects submitted under Factor 2 Experience.
Q10. What is the Governments intent for phase 2 regarding the solicitation and award of the 8 possible IDIQ contracts? Is it the Government’s intent to issue one Task Order with 8 options to be bid on, or will the Government issue individual Task Order to be competitively bid, during Phase 2?
A10. This procurement consists of one solicitation with the intent to award approximately eight (8) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to the offerors whose proposals, conforming to the solicitation, will be most advantageous to the Government resulting in the best value, price and non-price factors considered. The Government reserves the right to award less than or more than eight (8), should it be deemed to be in the best interest of the Government to do so. Successful offerors will compete for future work during the term of the contract.
Q11. Page 15 references “Attachment A” when the attachment on pg. 19 is titled “Attachment 1” A11. The title has been revised, please refer to Revised Attachment A incorporated as part of Amendment 0002.
Q12. Page 17 references “Attachment C” when the attachment on pg. 21 is titled “Attachment 2” A12. The title has been revised, please refer to Revised Attachment C incorporated as part of Amendment 0002.
Q13. Section 00800 Special Contract Requirements, page 53 of 54, paragraph 21 – Payments, indicates payments will be ‘percentage of performance’. Will the Government add FAR clause(s) 52.232.31 and/or 52.232.32 to the RFP and/or Task Order(s)?
A13. The Government will not be adding these clauses to the Solicitation.
Q14. Will awarded Task Orders require completion within the period of performance (POP) of the overarching IDIQ Contract or will Task Orders have independent POPs.
A14. Each Task Order when issued will have its own period of performance.
Q15. Would like to inform you that the Pre-proposal Inquiry (PPI) Template - ATTACHMENT 3 of the Solicitation document for the subject project is not editable. Also, the ATTACHMENT 1 - CONSTRUCTION & DESIGN EXPERIENCE PRODJECT DATA SHEET as well as the ATTACHMENT 2 - NAVFAC/USACE PART PAST PERFORMANCE QUESTIONNAIRE (Form PPQ-0) of the same document are not editable. Therefore, you are kindly requested to provide us these documents in an editable format, most probably via an Amendment of the Solicitation/Modification.
A15. It is the offerors responsibility to edit the provided attachments and documents. The Government will not provide any additional or different versions of the solicitation nor the attachments.
Q16. Page 17 of Solicitation- (2) Design Experience: According to this paragraph: ''The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor....etc)''. The inquiry is: If an experienced Architect-Engineer (A/E) firm - Designer of Record - will be utilized by our Joint Venture with a letter of commitment as supporting document, our understanding is that this A/E firm is not necessary to have a DUNS and NCAGE number in PHASE I of the RFP. And generally, is it necessary an A/E firm, which is utilized as subcontractor and has signed a formal agreement with our Joint Venture as Designer of Record (DOR) to have a DUNS and NCAGE number and be registered in SAM?
A16. The DUNS and NCAGE number and SAM registration requirements are concerning the prime contractor whom the Government might ultimately have a contract with. In cases where the prime contractor is a joint venture (JV) then the above requirement is needed for the JV as well as each member of the JV.
Q18. Page 6 of Solicitation, para 1.4 - JOINT VENTURES (JV) AGREEMENTS, last sentence of first paragraph: ''EACH JOINT VENTURE MUST BE REGISTERED IN THE CCR USING THE NAME OF THE JOINT VENTURE''. What CCR stands for? Can you explain this abbreviation? Do you mean registered in SAM?
A18. CCR stands for Central Contractor Registration currently the System for Award Management (SAM).
Q22. 2.2 EVALUATION FACTORS FOR AWARD, Phase I Non-Price Factors, Factor 2 – Experience, (a) Solicitation Submittal Requirements,(1) & (2); No dollar value of the individual projects is indicated for either Construction experience nor Design experience.
Please confirm if there is a specific minimum and maximum dollar value of individual projects to be deemed relevant under Factor 2 - Experience.
A22. A dollar value is not part of the relevancy requirements under Factor 2 Experience.
Q23. Are their WORD-based forms available for completion versus the PDF forms included in the RFP document? We are sending these forms out to our teaming partners, and the ability to complete them in WORD is easier than a PDF version, thereby by making more efficient for all.
A23. It is the offerors responsibility to edit the provided attachments and documents. The Government will not provide any additional or different versions of the solicitation nor the attachments.
Q24. For contractors who worked as subcontractors, who should fill out the PPQ? The prime contractor or original client who awarded project to prime contract.
A24. Past Performance Questionnaires (PPQs) shall be filled out by the Clients.
Q25. Will you be requiring a Performance Guarantee document for Phase I submissions?
A25. Performance Guarantee is not required for Phase I.
Q26. We kindly request to extend the proposal submission date by one week. Our team is working on proposal but need more time to prepare a competitive proposal.
A26. The proposal due date has been revised; please refer to Amendment 0002.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.
