4. GENERAL SCOPE OF WORK OF CONTRACT OPTION-1

PITCHED OR SLOPED METAL SHEET ROOFING

The work included and described in this paragraph shall be performed if, and only if, contract option-1 is awarded to the successful offeror by the Contracting Officer. The US Government will unilaterally decide whether to award or not this portion of the contract based on availability of funds, as well as other factors.

The Contract Option-1 includes designing and providing a new preformed metal sheet roofing over the roof deck of the kindergarten building, with the following basis of design:

- Perform a design for the new roof. This design shall be properly certified as required by Bulgarian regulations.

- Provide new perimeter beam of reinforced concrete or metal above the exterior perimeter walls of the facility, where currently there is a metal cover to cover the parapet. All the weight of the new roof shall be supported by this perimeter beam, which shall evenly distribute the vertical forces on the exterior walls of the building.

- The slope of the new roof shall be the minimum of 30 degrees (57.73% slope).

- Design and provide a minimum of 2 windows or dormers on the new roof. Provide for ventilation of the roof and for esthetics of the building, but provide with metal screens to avoid birds from getting inside the roof when windows are opened.

- Provide metal eave of minimum 0.8 meters wide.

- Provide new metal roof structure. The wood for the roof structure is not authorized.

- Provide new traditional flat ceramic roof tiles or preformed metal sheet for roofing.

- Provide vapor barrier under the new roof system.

- Thermal insulation is already part of the contract. If this contract option is awarded, the contractor can decide to install the thermal insulation on the roof deck as described in the base-bid, or they can decide to install it under the inclined roof included in this contract option. However, with or without this contract option awarded, all areas under the roof shall be provided as a general storage area and therefore it shall be “walkable”.

- Provide snow stops.

- Install a new lighting protection for the roof in strict compliance with applicable Bulgarian

Electric Code, if required, given the existence of higher buildings in the area. Provide a new grounding system (<5Ω).

- Remove existing downspouts and provide new gutters and downspouts. Use non-ferrous material, of cooper, PVC or PVC coated aluminum.

5. GENERAL SCOPE OF WORK OF CONTRACT OPTION-1

REPLACE ALL LIGHTING OF THE FACILITY WITH LED LIGHTS

The work included and described in this paragraph shall be performed if, and only if, contract option-2 is awarded to the successful offeror by the Contracting Officer. The US Government will unilaterally decide whether to award or not this portion of the contract based on availability of funds, as well as other factors.

The Contract Option-2 includes the design and installation or a new interior lighting system for the kindergarten building.

If this contract option is awarded, the contractor shall hire the services of a lighting system specialist to perform a full technical illumination project, including all necessary electrical works in order to have the interior of the kindergarten building 100% compliant with EN 12464-1 (from November 2011).

Basis of design and contract requirements:

- Hire the services of a lighting system specialist

- Prepare a technical project with all necessary electrical works required to have the interior of the kindergarten building compliant with EN 12464-1

- Replace all interior lighting systems with new lighting system using exclusively LED technology

- Perform the necessary electrical works in order to install the new lighting fixtures, which will vary from the existing number and location

- Certify that the interior of the kindergarten complies 100% with EN 12464-1

The contractor shall provide a lighting design for the interior of the kindergarten, showing the illumination design pattern for each room in compliance with EN 12464-1. In each room, the design shall include the number and location of specific LED lighting fixtures, to show that they meet the minimum lighting levels required by standard EN 12464-1. These designs are normally done by the manufacturer of the proposed lighting fixtures. For the final inspection and acceptance the contractor shall provide the services of a certified third party inspection company with a lighting meter to test the illumination levels. This test shall be done in presence of the lighting system specialist, the beneficiary representative and the Contracting Officer Representative (COR).

The lighting fixture model shall be selected by the contractor in compliance with Bulgarian regulations and using LED technology. It must be noted that this contract option does not simply includes the replacement of the lighting fixtures. In some rooms, the contractor may simply remove the existing lighting fixtures and replace them with new LED technology lighting system. However, in most (if not in all) of the rooms, the contractor shall have to provide a larger number of lighting fixtures and/or provide the lighting fixtures at a different location. This will require the contractor to have to perform cabling electrical works, which shall all be covered under certified CE cable channels. The contractor shall reutilize as much as technically possible the existing cabling and switches. However, it is estimated that the contractor shall have to perform some minor electrical works, as required in order to have the interior of the kindergarten full compliant with EN 12464-1.

Use 3,000 to 5,000 K color temperature for new LED lighting fixtures.
