AMENDMENT 0001
The following Pre-Proposal Inquiries were received and responses are provided as follows:
INQUIRY 001:
The contractor assumes that they must connect new electrical service from the output of the utility company's electrical service on the utility pole to the clinic. Is this assumption correct?
COMMENT: Modifying connections between the power meter in the clinic and the connections on the utility pole require significant additional permitting and involve the utility company making connections (not the remodeling contractor.)
(The contractor cannot get involved with changing anything directly related to the utility company's electrical meter
OR connections between the electrical meter and the electrical mains.)
INQUIRY 001 RESPONSE:
In principle, the contractor’s assumption is correct. As stated in paragraph 3.6.3, the contractor is responsible for a new electrical connection directly from the utility power company, and not further than 200 meters from the closest edge of the plot of land. Anything between the existing electrical utility lines and the electric meter always belongs to the electrical utility company and therefore this requires significant permitting and coordination with the beneficiary and works needs to be done in strict compliance with the requirements of the electrical company or in most cases, this work shall be done directly by the electrical company. The contractor is responsible for all designs and permitting and for all this coordination although it shall be the beneficiary the one making all the official requests. All costs for this utility connection shall be responsibility of the contractor. The beneficiary shall not pay for anything to the electrical utility company until the day after the official acceptance by the competent Bulgarian authorities of all works included in the contract when they shall start paying exclusively for the electrical consumption. All general basis of design for this connection are included in paragraph 3.6.3.
INQUIRY 002:
Basement windows: No mention is made in the statement of work regarding what should be done about the existing basement windows. At the moment the window apertures are filled with bricks. (see attached photos.)
Question: What should be done with the existing ground-level basement windows? Leave the bricks? Permanently close the window openings with bricks and mortar? Install burglar-proof grill that will allow air circulation?
INQUIRY 002 REPSONSE:
The third paragraph of paragraph 3 states: “… under the Base-Bid the contractor shall provide a perfectly finished exterior enclosure of the building, including the replacement of the windows of the basement and of the second floor and the repair of the balcony and its railing”. For estimating purposes the contractor shall estimate that they will need to provide new windows where there used to be windows, following the original design of the building. The windows shall be similar to the windows specified for the rest of the building and provided with the necessary means to avoid snow and water accumulating in front of the windows, or to avoid any possibility of surface water getting into the basement. The basement windows shall be designed by the contractor’s architect as an integral part of the building and in strict compliance with Bulgarian regulations.
INQUIRY 003:
We noticed at our site visit that the cement sill above the left window at the front of the clinic building is fractured badly and shows evidence of settling. This means that the integrity of the sill has been compromised.
QUESTION: Should the offeror consider the repair of this fractured sill as part of the Performance Work Statement?
No specific mention is made in the Performance Work Statement of repairing sills or other major building structural components (except the roof).
INQUIRY 003 RESPONSE:
The last paragraph on page 40, under paragraph 3.12 state: “Prior to performing any works on the façade, the contractor shall repair any structural damages…” The repair of the mentioned cracked sill, as well as all other necessary structural repairs are included in this contract. The contract includes all necessary structural repairs which are necessary in order to have a building in strict compliance with Bulgarian regulations.
INQUIRY 004:
PTS Section: 3.6.4 Sewer Connection, page 31. The statement of works requires to design and install 2 chambered
Septic Tank (minimum volume 5 m³) in the building yard. /…/ Septic tank should be located not less than ten meters from the house in the direction of the slope.
Our company on site measurements have shown that the plot of land within the building property is less longer than
10 m and will not be enough to receive the sewer tank and leach field installation.
Thus our work on septic tank installation would interfere with the neighbor properties.
QUESTION: Please specify if any preliminary studies and discussions with the neighbors were held regarding the need to use additional space out of the project property for sewer system installation. Please specify if we will be allowed to use additional areas out of the building property for sewer installation completion.
INQUIRY 004 RESPONSE:
There has been no coordination or discussion with the neighbors and there shall be absolutely no sewage work or leach field in any privately owned land.
The basis of design for the installation of the sewage system is “compliance with Bulgarian regulations”. Based on our assumptions, it was possible to install the system in the South East corner of the plot of land. However, if our assumption was not correct and there is not sufficient space in the plot of land to provide the required sewage management system in compliance with the Bulgarian regulations, then the contractor shall estimate that they will install the new required sewage management system on the West side of Moscow Street and not further than 300 meters to the South of the plot of land. In this case the contractor shall need to provide the sewer gravity system in compliance with Bulgarian regulations across public property and crossing asphalted street. The contractor shall be responsible for all coordination with the competent authorities and for all permitting required. The sewage management system outside the plot of land shall be properly fenced and signed as required by Bulgarian regulations and provided with the necessary inspection and maintenance ports.
INQUIRY 005:
PTS Section 3.12.Thermal Insulation, page 40, paragraph “For the basement”
The PTS states: It is estimated that the contractor shall excavate all around the existing building minimum 2.5 meters, in order to provide a new hydro insulation of the exterior basement walls and then to provide thermal insulation. The entire exterior vertical enclosure shall be thermally insulated, including the basement.
QUESTION: According to our licensed structural engineer who estimated the building structure stability, excavations around the building foundations may cause important risks for the whole building structural stability /all walls in the building are supporting walls, no concrete columns are used during the building construction/.
In order not to put in danger the building structural stability, is it acceptable to provide internal hydro insulation coat on the floor and walls of the basement?
INQUIRY 005 RESPONSE:
Under no circumstance shall the building structure be put under any risk. Our assumption was based on execution of this work under phases, so that a linear section of wall would be performed in 2 or 3 phases, in order to avoid any risks.
The contractor’s design team shall provide a full technical project to guarantee that there will be no water humidity in the basement from the exterior phreatic water. The contractor’s design team can choose the method by which they will guarantee this, including the one mentioned in their question. The basis of design shall be compliance with
Bulgarian regulations, zero structural risks, guarantee that there shall be no humidity in the basement from the exterior water in the ground surrounding the building.
INQUIRY 006:
Is the building currently fed from a 3 phase electrical line?
INQUIRY 006 RESPONSE:
The contractor shall replace this line as part of this contract. The single or 3 phase supply will depend on the contractor’s design and the requirements of the electrical utility company.
