For this reason, the contractor shall work directly with the corresponding authorities from Bulgaria, US Forces and the US Embassy".
2. PROJECT DESCRIPTION
THE CONTRACTOR SHALL PROVIDE A COPY OF CONSTRUCTION PERMITS TO BE
PROVIDED BY THE COMPETENT LOCAL AUTHORITIES BEFORE WORK IS AUTHORIZED TO
START. CONTRACTOR WILL COORDINATE WITH LOCAL AUTHORITIES AND WILL PROVIDE
ALL REQUIRED DOCUMENTATION IN ORDER TO OBTAIN THE CONSTRUCTION PERMIT
THAT MAY BE REQUIRED FOR THE SCOPE OF WORK INCLUDED IN THIS PROJECT.
CONTRACTOR SHALL COORDINATE THE PROCEDURES TO SUBMIT THE DOCUMENTATION
TO THE MUNICIPALITY WITH COMPETENT LOCAL AUTHORITIES.
2.1 GENERAL SCOPE OF WORK
The Work included under this contract includes the necessary designs and construction for the construction of a new Fire Escape for the Secondary school in Vratsa. It is necessary that the bidders visit the construction site before they submit their bids in order to verify existing conditions, and to measure and quantify the work required to complete this project in accordance with this document.
The Municipality has a design that is included in this document under Annex III. This design shall be used as the conceptual design. The contractor can choose to implement this design or provide a new one with the same operational capacity. The design is provided as a reference only. The US Government is not responsible for any deficiencies, omissions or mistakes in the provided design.
Immediately after the contract is awarded, the contractor shall commence the design phase. If the contractor chooses to use the provided design, they will be responsible for any potential updates or adjustments, in order to comply with applicable Bulgarian regulations.
This is not a design-bid-build contract. This is a design-build contract, and therefore the contractor is responsible for the design. The provided design is included in Annex III in order to clearly define the scope of work. The contractor can choose to use this conceptual design if in accordance with Bulgarian regulations, or to provide a new one.
Note: There are some pictures in this contract to better describe the scope of work. These pictures were taken on November 2013. The pictures do not guarantee the existing conditions of the buildings at the time to prepare the bid for the contract, and they are only a tool to describe the responsibilities of the contractor. The contractor is responsible to visit the school in order to measure and quantify the required work, as well as to verify the existing conditions, prior to the submission of their proposal.

3. BASE BID – NEW EMERGENCY ESCAPE AND FAÇADE IMPROVEMENTS
Annex III includes the project in which the scope of work for the emergency escape structure is clearly defined. In addition to the emergency escape, the work also includes any additional item which will be necessary in order to have a perfectly operational emergency escape, such as the new doors, the required modifications to the exterior windows, or patching the internal walls affected by the work. Additionally, the work also includes the application of a thermal façade on the area where the emergency escape will be built. As clarification to the scope of work, the following additional information is provided:
3.1 INTERNAL DOOR IN THE UPPER FLOOR.
The works includes providing a new escape pathway through an elevated walkway. The work also includes replacing two existing doors with new aluminum doors provided with panic hardware or modifying the existing doors, so that they open to the outside and they are provided with the required panic hardware.
3.2 NEW EXTERIOR DOORS.
The works includes connecting the existing school with the new emergency escape. For that reason, in order to provide a fully operational structure, it is necessary to provide new exterior doors. All exterior doors shall be heavy duty aluminum, with break in thermal bridge. See picture#3 for definition of break in thermal bridge. New aluminum profiles to be minimum 1.2 kg/m. Upper half of the doors to be provided with see through window with double glazing of minimum thickness (6- 16-6). All exterior doors connected with the emergency escape to be provided with panic hardware.

It is not the intent of the project to provide a thermal façade for the school. However, the school administration is planning to start a project to provide a thermal façade for the school, and once the emergency escape is built, it will be extremely difficult to do it around this new structure. For this reason, it is included in the contract the design and application of a thermal façade system on the side of the building where the new structure will be installed, with the height of the building and approximately 14 meters width. See picture#7 for limits of façade to be provided with thermal insulation.
The new thermal façade system shall include, but shall not be limited to:
- Repair any façade imperfection, by removing loose pieces of plaster and providing leveling mortar as needed for the application of new thermal insulation panels. Use high pressure water blasting to guarantee that all loose pieces of plaster will be removed. It is estimated that most of the existing plaster will come off when treated with high pressure blasting. Use water blasting equipment with minimum 200 kg/cm². Correct any exposed reinforcing steel by epoxy based product, specifically designed for that purpose. Remove masonry structures attached to the façade that are no longer used.
- Provide rigid thermal insulation panels, minimum of 8 cm thickness, properly attached to the existing repaired façade, in accordance with manufacturer’s recommendations. Follow Bulgaria Fire Code. Insulation around windows and doors shall be fire proof material.

However, as part of the thermal façade system, the contractor shall replace the existing exterior window sills with new PVC covered aluminum plates. These shall be properly sloped away from the building façade. It is also included the replacement of the existing metal flashing. An example of these flashings can be seen in picture#14.
