N33191-13-R-1258 Deveselu Primary School, Romania
Amendment 0001 Q&A
1. What is 1,8m height masonry at the exterior walls? (will cover the windows...!?)?
Picture#24 explains the requirement to provide a protective masonry wall. The intent is to provide a thermally insulated wall that will resist strong impacts.
This protection does not need to cover the windows. The designer hired by the contractor shall design the façade colors and finishes with thicker lowest 1.8 meters. As the window sills are lower than 1.8 meters, this protection should continue along the masonry walls between the windows in the ground floor.
The contractor’s architect shall provide several designs for the exterior appearance of the façade for the approval of the Contracting Officer and the beneficiary. The design shall consist of a combination of 3 colors, including the color of the lowest thicker section of wall covered by the masonry wall. It is the idea to combine the 3 colors and the lowest thicker façade wall in order to provide an integral and attractive façade design.
2. Should the stainless steel railings be on both sides of the access ramp? Can just steel be used? Is the access ramp for all of the width from building to road, or can the access ramp be split in two for the stairs?
Railings shall be on one side of the ramp, and on the other side of the stairways. See answer to question number 8.
It is authorized to use regular carbon steel for the railing, but in that case design shall be similar to the one shown in picture #34, with minimum of 5 horizontal bars of similar size. Metal is to be primed and painted in the color that will be selected by the beneficiary.
If stainless steel is used for the railing, then a design as shown in picture#35 with 2 horizontal bars of similar size is sufficient.
The railing must be vandal resistant. Railing shall be properly anchored to the ground structure, so that a person cannot move it. Railing shall be capable of resisting 100 kg of horizontal forces without any visible deflection or movement.
The width from building to road shall be divided, as recommended by the designer, between ramp and stairways, with the requirements specified in the contract for the ramp and for the stairway.
3. Will the kitchenette be fitted with any electrical such as a stove, microwave, etc.?
The kitchenette was not designed to prepare food, but to heat up prepared food.
In addition to the requirements of paragraph 3.9.10 of the Technical Specifications, the contractor shall provide a small electric stove with 2 burners, recessed within the new artificial stone countertop.
Microwave or refrigerators, or other electrical kitchen equipment that is not specifically described in the contract, is not part of the contract.
4. Are ceramic tiles on hallway walls required? Or is homogenous pvc linoleum better?
Only ceramic is authorized. Picture#63 shows the hallway of a school that we recently renovated in Moldova as an example.
5. The fire hose needs a high pressure water flow supply. The actual water supply pipes are probably not enough. This requires another modification that is not in the contract to include a pressure pump, reserve water tank, larger pipes, etc. Those are quite expensive and require a specialized company to provide.
Fire Suppression (Fire Hose) and fire detection (Fire Alarm) are both required as part of this contract.
For the Base-Bid, the contract shall provide new Fire Hoses cabinets in the ground floor.
The contractor can choose to provide one Fire Hose in a central location with a hose with sufficient length to reach all areas of the ground floor, or can provide 2 at both ends of the hallway with shorter hoses. The contractor shall provide a fire hose to reach all areas of the ground floor.
For estimating purposes, the contract includes connecting the fire water lines to a public water pipe with sufficient pressure and flow for such use to be located within 200 meters of the school façade. The contract does not include water tanks and pumps for the Fire Hose system. The contract includes the connection with the existing water line, the water piping connecting with the school building, the internal piping distribution, the fire hose cabinet and the fire hose.
Currently this water line is not available, but the Municipality has a project to bring it near the school before the solicited project is completed.
For Contract Option-1 (if exercised), the contract shall include extending the fire hose system to the second floor of the building.
Similarly, paragraph 3.10 Fire Alarm is also required. The contractor shall provide and install a fire alarm system with smoke detectors, pull stations, horns and strobe lights
6. Referring to the second stairway (page 21/121), the metal enclosure shown in SOW has been demolished as, apparently, the Fire Fighting Department requested the school to install a functional exit door for emergency situations. Please clarify whether the masonry enclosure is deleted given this new situation.
Fire escapes are a priority and they shall not be blocked as part of this project. Given the new described situation, the masonry enclosure shall be deleted for the areas used as emergency escape, which should be the second highest section of the stairway. It will still be required in the first lowest section of the stairway.
7. Please clarify if any other works are to be performed in the two stairs area, besides the wall enclosures.
Stairway repairs are covered in paragraph 4.13 of Contract Option-1. There is a typographical mistake in this paragraph: third bullet in this paragraph says “walls along the hallway”. It meant to say “walls along the stairway”.
8. Regarding the ramp to be built at the main entrance, given the 80 cm level difference between sidewalk and building entrance, an 8% slope would result in 10 meters long ramp, meaning that a new gate and bridge would have to be built approximately 6 meters away from the main entrance. Please clarify.
Front access gate shall be installed in line with the existing fence. If the length of the ramp needs to be 10 meters long, then it shall be designed similar to what is shown in sketch below. In accordance with Romanian regulations, the maximum slope for these ramps is 8%. Therefore the slope shall be a maximum of 8%.
9. From our discussions with the school administration we were informed that the children will have to use the building throughout the performance of the works. Please clarify if this is the case as it would result in a different phasing approach, cost increase, as well as safety hazards for the building occupants.
Paragraph 8.7 describes the phasing requirements. No deviation from this phasing is anticipated. The Accident Prevention Plan shall provide for safety measures that the contractor shall implement in order not to increase the safety hazards for the building occupants.
10. Please explain the difference between the two types of paint to be used for interior (washable and water paint).
Washable paint: It refers to a paint that can be easily cleaned. Technical requirements are described in page 60 of the Technical Specifications.
Very simplified sketch, not to scale, showing existing building entrance and potential new layout with ramp, stairway and railing
One (1) coat latex filler/primer One (1) coat pigmented alkyd paint One (1) coat pigmented epoxy paint
Water Based Paint: It refers to standard interior latex paint. This is also described in page 60 of the Technical Specifications.
