NAVAL FACILITIES ENGINEERING COMMAND EUROPE AFRICA SOUTHWEST ASIA

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity. The contracting activity is the Commanding Officer, NAVFAC Europe Africa Southwest Asia (EURAFSWA), Naples, Italy.
2. Description of the Action Being Approved. The U.S. Air Force has a requirement for the construction of four aircraft maintenance hangars with access aprons and foundations, at Chabelley Airfield, Djibouti. The project also includes removal of existing temporary large area maintenance shelters (LAMS), site preparation, electrical, and communications work needed for these four complete and usable facilities.
3. Description of Supplies/Services. Requirements include the complete removal of existing LAMS and construction of four semi-permanent hangars to include electrical and communication requirements.
In addition, the contractor will need to construct access aprons that will tie into the taxiway tbat is being paved and extended as part of construction contract N33 191- 16-D- 1035, N62470 18F9002 on MILCON project P-00002 Construct Parking Apron and Taxiway Chabelley Airfield, Djibouti. The estimated value for this contract modification is
4. Statutory Authority Permitting Other Than Full and Open Competition. The statutory authority for this action permitting the use of other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisf' agency requirements as implemented by FAR 6.302-1.
5. Rationale Justifying Use of Cited Statutory Authority. CONSORZIO is already performing work at Chabelley Airfield, Djibouti for contract N33 19 1-16-D- 1035, N62470 18F9002 fully cleared by the U.S. Air Force to operate at this site. As such, CONSORZIO is uniquely positioned to undertake construction of the four as a "follow-on" contract action to avoid substantial duplication of cost to the Government, not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. Using the same contractor will avoid a substantial duplication in overhead and mobilization costs that would be incurred, if these requirements were awarded to any other Contractor. Given site clearance requirements, award to any other Contractor would result in unreasonable delays and negative impacts to the mission of the Air Force. Additionally, due to the proximity to the ongoing Chabelley Airfield project, having a second contractor work on the site is not feasible. There would be added difficulty for two contractors to coordinate construction efforts in areas where project locations connect and overlap.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable. It is not practicable to award to another Contractor, for the reasons discussed in Paragraph 5. In accordance with FAR 6.305, the approved J&A will be posted on FEDBIZOPS. Any responses received will be considered and addressed by the Contracting Officer.
7. Determination of Fair and Reasonable Cost. The Contracting Officer will ensure that the cost of the services covered by this J&A are fair and reasonable by performing cost analysis of the Contractor's proposal, using the techniques described under FAR 15.404.
J&ANo. 18-13JA
8. Actions to Remove Barriers to Future Competition. Any additional requirements for RPAs at Chabelley will be evaluated and will be subject to full and open competition, unless another acquisition strategy is substantiated and justified.
