About this file

This is a Questions and Answers document for a federal solicitation issued by PHNSY & IMF (Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility).

The solicitation N32253-26-Q-0079 concerns the dismantle of a Monarch Milling Machine. The document clarifies contractor responsibilities and work parameters through five key Q&As issued on 09/03/2026. The contractor is responsible solely for dismantling, palletizing, and staging the machine with no off-site hauling or disposal required. Equipment movement will be accomplished using appropriately rated forklifts or material handling equipment (MHE), as the work area cannot accommodate a crane. The contractor must furnish all pallets and dunnage, with the restriction that no engineered timber or metal may be used for these materials. Regarding residual fluids found in the machine, the contractor is responsible for containment and cleanup only, with disposal handled by the PHNSY Waste facility. No photographs of the milling machine, staging area, or access route are available; however, additional information has been added to Section 3.12 of the Performance Work Statement to provide necessary details for bid preparation.
