About this file

This is a Questions and Answers document updated August 27, 2026, addressing contractor access, badging, scheduling, and operational requirements for contract N3225326Q0057, a hot oil flush service for 688-class submarine external hydraulics at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF).

The Government clarified that Green badges—not Red badges—will be required and will permit unescorted Contractor Inactive Area (CIA) access for contractor personnel. Contractors may operate flushing equipment entirely from the pier/CIA waterfront without entering Nuclear Work Areas, with PHNSY personnel providing onboard interface. Contractors must submit the PH-SYD 5512/28 form to the PHNSY sponsor for badging and visit-request processing; DISS requests are not needed. The Government will approve off-shift and weekend access, including Sundays if required to meet the availability end date, provided the contractor submits two-week written notice and the sponsor places the company on the weekly Non-Duty Hours Contractor Access List. The proposed two-shift schedule runs tentatively 0430–2300 with Sundays excluded. For Christmas holiday support availability, contractors should refer to reference document G-242-H002. Regarding waste management, the Government will provide one open-top and one closed-top 55-gallon drum per week for generated flush oil waste, per the Performance Work Statement paragraph 6.b.iii.

Questions and Answers

Updated 8/27/2026

(Government answers are provided in red text)

Question: Will the Government accept performance of N3225326Q0057 by contractor personnel who are U.S. citizens, processed for DBIDS, issued Yellow SACBs, and escorted by

PHNSY&IMF whenever access onboard the submarine or into a controlled/sensitive space is required?

Answer: Red badges are not required, only Green badges will be used.

Question: If Red SACB is mandatory and non-waivable, what alternative does the Government authorize so that an uncleared small-business prime can still perform the core physical execution of the flush (for example: Yellow badge limited to the pier; Government escort for any onboard task; shipyard labor making all hull-side and NWA-adjacent connections per PWS

§6.b.vii)?

Answer: Green badges will allow unescorted CIA access for contractors.

Question: May contractors operate the flushing plant, temporary hose, and sample point entirely from the pier / CIA waterfront without unescorted entry into Nuclear Work Areas, with

PHNSY C260 / C290 / AI providing the onboard interface?

Answer: Yes

Question: Will the Government approve off-shift and weekend access under Attachment 4 ¶6.i for the PWS two-shift schedule (tentatively 0430–2300, Sunday excluded) if contractor submits the two-week written notice and the sponsor places the company on the weekly Non-Duty

Hours Contractor Access List?

Answer: Yes, the Government will approve as needed in order to progress work.

Question: Please confirm the badge, visit-request, and sponsor path contractor should use (DISS

VR to SMO 322536 and/or PH-SYD 5512/28 to the PHNSY sponsor; C420 Red Badge forms; or another process) so we can start DBIDS and visit-request lead times immediately upon award.

Answer: PH-SYD 5512/28 to the PHNSY sponsor, a DISS request shouldn’t be needed at this time.

Question: Will PHNSY and the onsite government representative be available to support the hot oil flush during the Christmas holiday?

Answer: Refer to G-242-H002.

Question: Will the Contractor be permitted to work on Sundays if needed to complete the flush prior to the availability end date?

Answer: Yes, the Government will approve as needed in order to progress work.

Question: Will PHNSY or the Contractor be responsible for disposal of the contaminated flush oil?

Answer: As noted in Reference “F59 Hot Oil Flush PWS, 688-Class External Hydraulics Flush

PHNSY”, paragraph 6.b.iii., “Removal and disposal of waste resulted from flushing”:The

Government will provide one (1) each open top and one (1) each closed top, 55 gallon drum/week for generated waste from site location.
