About this file
This is a Questions and Answers document for federal solicitation N32253-26-Q-0034 addressing forklift rental requirements and service delivery expectations.
The document contains a single question-and-answer exchange regarding whether the Government would accept five forklifts instead of four, with one unit maintained on standby to address vendor challenges in meeting 24-hour replacement requirements when equipment becomes inoperable. The Government's response clarifies that a five-machine solution is not preferred due to space constraints and the unwillingness to pay for unused equipment. Instead, the Government emphasizes that vendors must provide reliable rental forklifts that do not break down frequently, and in cases where breakdown occurs, vendors are required to provide replacement equipment within 24 hours. The Government notes that historically, this requirement has been achievable, as most rental companies maintain spare forklifts on hand for rapid equipment swaps when needed.

Questions and Answers for Solicitation N32253-26-Q-0034
Question 1: I noted that many vendors are currently struggling to meet the requirement for a 24-hour replacement if a machine goes down. To address this, I would like to propose a possible solution.
Is it possible for the end user to have five machines instead of four, with one unit being kept on standby in case one of the primary machines becomes inoperable? This approach would ensure continuous operations while mitigating the current replacement challenges.
ANSWER: It could be possible to get 5, but then we would be holding the extra forklift, unused on site, for standby, somewhere, and space is one of our biggest constraints. The Government doesn’t want to pay for a forklift that isn’t used, rather, The reliability of the rental forklift should be such that is doesn’t break down, and in the event that it does, the vendor should replace it.
From the past few years, we didn’t have a problem with the turn around time, as most of the companies had rental forklifts on hand to swap if needed.
