About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a naval equipment rental opportunity issued by Pearl Harbor Naval Shipyard. The amendment modifies the original solicitation (N3225326Q0013) by changing the response due time from 12:00 AM to 10:00 AM and extending the response due date from 17 Nov 2025 to 19 Nov 2025. A new Performance Work Statement (dated 11-17-25 Final) has been added, and potential contractors must submit a comprehensive package including a completed solicitation document, a 5-page technical proposal detailing equipment specifications and rental terms, and an itemized price breakdown.
The contract will be awarded using the Lowest Price Technically Acceptable source selection process. Offerors will be evaluated on two factors: Technical Capability (rated as either Acceptable or Unacceptable) and Price. To be considered, contractors must submit their offers via email, with a 35 MB size limit per email. Additionally, all firms must be registered in the System for Award Management (SAM) by the award date. The government will also conduct a responsibility determination using the Suppliers Performance Risk System (SPRS) report for the potential awardee.

The Government reserves the right to determine any such exceptions acceptable or unacceptable.
c. Responsibility Determination As required by DFARS 252.204-7024, the potential awardee's Supplier Risk Report from the Suppliers Performance Risk System (SPRS) will be generated and considered as part of the responsibility determination.
