About this file
This document is a Questions and Answers file dated 10/29/2025 for a federal contract related to network cable repair on a vessel. The Q&A reveals key technical details including the specific cable to be repaired (Cable R-FS183, Path FS247) located in the forward compartment of a ship. Contractors will need SECRET clearance and will receive GREEN Shipyard Access Control Badges (SACB). The network equipment is housed in normal operating conditions with minimal vessel disassembly required. Reference materials are controlled under Distribution Statement D and can only be provided to DoD contractors. Prospective contractors should be prepared for varying connector endpoint configurations, as these can differ between ships.
The document indicates the repair involves a network with potential JWICS infrastructure and requires coordination with C/420 for access and badging. Technicians will need to work within specific parameters, including a general location in the forward compartment, with potential assistance from PHNSY EPD for exact cable break location. The contract appears to involve precise network cable replacement and repair in a potentially sensitive military maritime environment.

(Government answers are provided in red text)
Question: Is there a particular fiber run that you have already identified, or does it require us to completely review your architecture to locate the specific cable that is damaged, along with repairing the precise location of the break?
Answer:
Cable R-FS183, Path FS247.
Replace path FS247 IAW 3.3 of the work item.
Note 4.2 of the work item provides general location, FWD compartment only. PHNSY EPD can help provide exact location as necessary
Question: Is the network equipment housed on the vessel in an easily operable environment, or will it require disassembly of the vessel in any capacity for us to perform the repair?
Answer: Equipment is on the vessel in normal operating conditions, minimal disassembly required.
Question: What is the classification level necessary to access this asset, and whom is the security manager of which we will need to coordinate with to perform a site visit for the repair? I see the RFP mentions clearly a SECRET level network, but there’s also an allusion to JWICS potentially being a part of their architecture as well… In essence, do we need SECRET, TS, or TS/SCI clearance…if SCI, what category of intelligence does the required technician need to be privy to HUMINT, GEOINT, or SI?
Answer:
C/420 will assist with DBIDS and receiving Shipyard Access Control Badges (SACB). All techs will receive GREEN SACB’s
SECRET clearance
Question: Please provide references for work item 460-00-001.
Answer: Reference releases are subject to approval. References are controlled via Distribution Statement D (DOD INSTRUCTION 5230.24) and can only be provided to DoD contractors.
