Rotational Deployment Mechanism (RDM) Refurbishment Federal contract opportunity
Solicitation number

About this file

This document is a justification for use of other than full and open competition to award a sole source contract for refurbishment services to a Rotational Deployment Mechanism (RDM). The Naval Sea Systems Command Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility requires inspection, repair, painting, and testing services for the Secondary Propulsion System RDM, including the Training Motor and Rotary Joint. The estimated value of the contract is redacted. The period of performance is not specified. The justification cites Curtiss-Wright Electro-Mechanical Corporation DBA Electro-Mechanical Division, the original equipment manufacturer, as the only responsible source due to its proprietary design information and expertise in manufacturing, testing and repair of the component. The agency has no plans to compete future similar contracts at this time but will assess feasibility if alternative sources emerge.

The related pre-solicitation posting is for the RDM refurbishment services with solicitation number N32253-24-R-0003 to be issued by the Department of the Navy Naval Sea Systems Command.

8. Actions to Remove Barriers to Competition

Actions to remove future competition should be reviewed at the time the vessels are built. For example, whether component(s) being installed shipboard will remain property to the OEM. For this reasons and the rationale set forth in paragraph 5, PHNSY&IMF has no plans at this time to compete future contracts for the types of supplies/services covered by this document. PHNSY&IMF will assess whether competition for future requirements is feasible should another potential source(s) emerge.
