6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 The requirements of this Work Item shall be accomplished to the satisfaction of the MSCREP.

6.2 The requirements of this Work Item shall be accomplished in accordance with current Regulatory Body rules and regulations.

7.0 STATEMENT OF WORK:

7.1 Provide the services of an Authorized Field Service Engineer to accomplish inspection of an “F” Condition AS-39 Class SSTG Steam Turbine Rotor delivered from the Navy Supply Systems. The Field Service Engineer shall have specialized knowledge and extensive experience of the Delaval Marine Ships Service Turbine Generators onboard the USS Emory S Land (AS-39) to be considered qualified to accomplish the following requirements of this service order:

7.2 SSTG Turbine Rotor Inspection:

7.2.1 Accomplish a detailed inspection of the Government Furnished AS-39 Class SSTG Turbine Rotor. Provide a condition report that details the current conditions of the SSTG Turbine Rotor to the MSCREP.

a) MSC will make arrangements to ship the replacement rotor from BATS Warehouse to the repair facility and from the repair facility to the USS Emory S Land (AS-39) for Installation.

b) Remove the rotor from crate and clean Cosmoline from the Government Furnished Rotor. Retain the crate for reuse in 7.2.1.i for shipping the rotor to the vessel for installation.

c) Accomplish a detailed inspection of the “F” Condition Rotor to determine the repairs necessary to return it to “A” Condition and ready for issue for installation onboard the USS Emory S Land using Reference 2.1 for guidance.

Measure both bearing journals for size, out of roundness, taper and metallizing.

Tapers are to be blue checked for contact with ring gauge and correct standoff.

Place rotor in Vee-Blocks and measure mechanical runout of all critical areas checked and recorded.

Electrical runout of the vibration probe area is to be verified concurrently with the mechanical TIR.

Accomplish a Magnetic Particle Inspection (MT) of the entire rotor using the continuous wet method.

Measure and record the magnetism levels of the rotor using a gaussmeter. This information shall be used as a diagnostic tool to determine the cause of any excessive electrical runout and potentially damaging electrostatic discharge.

d) Submit a typed written report to the MSCREP detailing the results of the inspection accomplished in 7.2.1.c. The report shall list all recommended repairs including a list of all required repair parts. Any repairs to the rotor will be negotiated and authorized thru a change order to the contract e) Upon completion of the rotor inspection and any agreed upon repairs, accomplish an operating speed balance of the unit.

Place the rotor in a state of the art Operating Speed Balance Chamber.

Perform a high speed balance of the rotor. Target a 1.0 millimeter balance tolerance at the maximum operatring speed.

Set and Test the overspeed trip unit at 9,825 – 10,000 RPM

f) Submit a typed written report to the MSCREP detailing the results of the high speed balancing of the rotor accomplished in 7.2.1.e. The report shall provide the pre-balance and post balance condition to include the following:

Actions taken to balance rotor

Speed / Amplitued Curves

Polar Chart of Phase and Amplitude

Balance Report Cover Page g) Provide the following repair parts:

(QTY: 10 ea.) Coupling Bolts, Part # MR450BJ

(QTY: 10 ea.) Coupling Nuts, Part # 3011565

h) Upon completion of required repairs, recoat the rotor with Cosmoline to preserve the rotor during shipment to the USS Emory S Land (AS-39) for installation. (SEE NOTE 5.2) i) Repack the Government Furnished Rotor in the Crate retained in 7.2.1.b for shipment to the USS Emory S Land for installation.

j) Notify the MSCREP when the rotor is ready for shipment. The MSCREP will make arrangements for a third party pick up of the rotor from the contractor’s facility for shipment to the USS Emory S Land for installation.

7.4 Manufacturers Representative:

7.4.1 Manufacturers Rep: The equipment addressed in this Statement of Work (SOW) is categorized as critical equipment in accordance with MSC policy on the classification of critical shipboard systems and equipment.
