QUESTIONS AND ANSWERS
12 March 2026
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Are chain binders, chain lashing, etc. acceptable as the sole source of lashing gear?
ANSWER – Rods and turnbuckles.
2. Please confirm required amount of lashing gear required – is it for 60 TEUs, or a full Barge compliment that will be proposed? In this instance, Owners advise their full compliment to be nearly 500 TEU, so asking clarity on how much Lashing Gear to be provided with the barge.
ANSWER – Cargo list shows 60 TEU. Bringing additional lashing gear is the owner’s decision.
3. Is there a standard format or type of file MSC prefers for the Stow Plan? Does it require each exact container number to be on it or simplified to show “20’ container”? Stow plan – can it be handwritten or does it need to be computerized? Do you have an example?
ANSWER – Please see attached example of barge arrangement.
4. Please clarify Reach Stacker requirement – is this an actual reach length of 18 meters required during loading? Or, is a standard 18m reach stacker (that can only actually load to 15m) acceptable? To our knowledge, there are no reach stackers able to load at the 18m mark.
ANSWER – RFP Box 7E, requires a container stacker with minimum 18 meter reach.
5. Please clarify Owners’ responsibility for cargo operations in each port – the RFP states FIOSS in MOTCO and LINER in Pearl Harbor; however, MSC is requesting Owners provide a Stow Plan to cover MOTCO. Should this not be MSC’s responsibility in MOTCO as MSC would be responsible for loading/lashing etc. in MOTCO under FIOSS terms?
ANSWER – Offeror provides the stow plan to show the barge’s ability to support the requirement in compliance to 49CFR Part 176.170(e).
6. Are there required working hours in each port, noting SSEHEX?
ANSWER – 0730-1600. Arrival and departure from both load port and discharge port are on weekdays.
7. Discharge port(s)/place(s): Discharge Port 1: West Loch Wharves 4 & 5, Pearl Harbor, HI;
Latest Arrival Date (LAD): 11 May 2026; Discharge Port 2: Military Ocean Terminal Concord (MOTCO) Wharf 3, CA Latest Arrival Date: 21 May 2026. If offloading on May 11 assuming it takes a day to offload and reload the barge, the departure would be May 12. That only gives the tug and two 9/10 days to reach MOTCO. A 2150 NM journey at an average speed of 7.5 knots for a tug and barge takes 11 days and 20 hours. Based on calculations, there won’t be enough time to return to MOTCO before that holiday weekend. Is this firm or is there flexibility?
ANSWER – I will coordinate with the customer. Please send your response to the
RFP.
8. Is the cargo list for the MOTCO to Hawaii voyage? What about the Hawaii back to MOTCO cargo list? Or will each shipment be identical and the attached can be used for both?
ANSWER – That is the only example of a stow plan. We do not have a cargo list for Hawaii to MOTCO, most likely will be provided to the vessel upon arrival.
9. What are the provisions that address exceptional circumstances in the DRYVOY Proforma?
ANSWER – The current version of the DRYVOY Proforma does not have provisions that address exceptional circumstances. It is up to the Owner's discretion in how they price fuel on a voyage charter.
