Loading occurs at Military Ocean Terminal Concord (MOTCO) Wharf 3, California with an available load date of 29 April 2026 using F.I.O.S.S. terms, followed by discharge at West Loch Wharves 4 & 5, Pearl Harbor, Hawaii under liner terms with a latest arrival date of 11 May 2026, and final return loading at West Loch with latest arrival of 21 May 2026. Total laytime is three days, SSHEX, for the entire mission with laydays commencing 28 April 2026. Offerors must submit ship name, price, and signature at minimum; provide current certificates (COD, COI, ABS, DOT Hazmat, TSMS, VSP); detailed stow plans with trim and stability calculations; and acknowledgment of all requirements. The vessel must be fully bunkered and equipped with ISO container sockets, semi-automatic twist locks, lashing gear, and a reach stacker with minimum 18-meter reach and 35,000-pound lift capacity for West Loch operations. This procurement is a FAR Part 12 acquisition being conducted under FAR 12.201-1 Simplified procedures. Per FAR 52.216-1, the Government contemplates award one firm-fixed-price contract resulting from this solicitation.
MSC Strategic Sealift Program Support Office, N103A, requests proposals for vessel(s) capable of meeting the transportation requirements described below. The paragraph numbers below apply to the box layout of references (a) and (b), which are incorporated herein by reference (available on the MSC web site at https://www.msc.usff.navy.mil, under “Business Opportunities”, select “Contracts”, then “Proforma”, or upon request), and shall be the charter form of any contract resulting from this solicitation. By submission of a proposal, the owner/offeror confirms agreement with all terms and conditions of this solicitation and the charter form, unless otherwise identified therein.
NOTES:

A. PART I-DRYVOY BOXES:
1. Vessel Required:
One, U.S. Flag, Jones Act compliant tug and ABS certified, self-sustaining barge, with the capacity to carry a minimum of 60 TEUs of containerized ammunition while satisfying all applicable regulatory HAZMAT compatibility and segregation requirements.
A. LOA not to exceed: 687 ft. / 209.4 m
B. Laden draft not to exceed: 31.5 ft. / 9.6 m.
2. Cargo Description:
• Cargo: 20-foot ISO shipping containers as per packing list. Average container weight of 21,000 lbs and maximum container weight of 26,000 lbs.
• Hazardous Material: Hazard Classes/Divisions 1.1-1.4S.
• Packing List: Contact MSC Contracting for packing list to be used for stow plan.

7. Letter of Variance, if applicable.
B. Stow Plan: Provide detailed stow plan, including vessel trim and stability values resulting from the proposed stow plan, using the provided packing list showing the barge’s ability to support the requirement. Proposed Stow plans shall be 49 CFR Part 176.170(e) compliant.
Stow plan may be cross-checked in ICODES for feasibility - to include square footage, weight, trim, and stability issues. If Hazmat Class 1 cargo is required to be stacked, barges are required to have ISO container sockets.
C. Segregation: Contractor shall ensure segregation of all loaded munitions containers aboard the vessel in strict conformance of with all applicable regulations concerning the safe and proper loading and stowage of Arms, Ammunition, and Explosives (AA&E). Segregation of all commodities within the containers is the responsibility of the Government.
D. Self-Sustaining: If a geared vessel is offered, vessel must be equipped with a certified 20-foot spreader bar for each of its cranes.
E. West Loch, HI Port Operations:
• Vessel or Barge shall be self-sustaining. To be considered self-sustaining, barge must be outfitted with a Reach Stacker with a minimum of 18 meter reach, minimum lift of 35,000 lbs, and sufficiently maneuverable, to load and unload containers from the vessel to the pier and from the pier to the vessel. Due to pier weight restrictions, a shore crane is not acceptable to fulfill this requirement.
• Vessel must be outfitted with the minimum of six appropriate pier bumpers (3 ft wide by 3-4 feet long).

F. Lashing Gear: Vessel must be fully outfitted with ISO deck socket fittings, semi-automatic twist locks, stackers, rods, and turnbuckles sufficient in quantity to stow and secure a full load of containers. If cargo stowage variances are required, proof of capability (Letter of Variance) must be provided.
G. Fully Bunkered: Vessel shall be fully bunkered for the intended voyage.
H. Call Out: PART V (ac) SECURING AND STOWING OF AMMUNITION CONTAINERS.
